<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1308</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250404">April 4, 2025</action-date><action-desc><sponsor name-id="S384">Mr. Tillis</sponsor> (for himself, <cosponsor name-id="S417">Mr. Budd</cosponsor>, <cosponsor name-id="S287">Mr. Cornyn</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S432">Mr. Gallego</cosponsor>, <cosponsor name-id="S434">Mr. Moreno</cosponsor>, <cosponsor name-id="S380">Mr. Peters</cosponsor>, and <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 38, United States Code, to modify the criteria for approval of certain independent study programs for purposes of the educational assistance programs of the Department of Veterans Affairs.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H551F3830B1DF40CF987C221C8BCEA57D"><section section-type="section-one" id="H62A3456EBD8F458A9EB62157AA4DA8B0"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Education and Technical Skills Opportunity Act of 2025</short-title></quote> or the <quote><short-title>VETS Opportunity Act of 2025</short-title></quote>. </text></section><section id="H7EE34A4CC20F4CB69A5243FEE5B500F9"><enum>2.</enum><header>Treatment of certain independent study programs under educational assistance programs of Department of Veterans Affairs</header><subsection id="HFAE6E0B088D643519F3B346E8FA159A4"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3680A(a)(4)(A)(ii)(III) of title 38, United States Code, is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id44b96df879ee44589a60c05274a5afb3"><enum>(1)</enum><text display-inline="yes-display-inline">in the matter before item (aa), by inserting <quote>that requires regular and substantive interaction between students and instructors</quote> after <quote>study</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id6c8c17604a2e4546b1a893056c437e1b"><enum>(2)</enum><text display-inline="yes-display-inline">by amending item (bb) to read as follows:</text><quoted-block style="USC" display-inline="no-display-inline" id="H8942E9FD80D44B4CBAA694EE31FF267C"><item id="HEDB653471596455BA3CC4B7207195F29"><enum>(bb)</enum><text display-inline="yes-display-inline">an institution of higher education (as defined in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>)) that is participating in a student financial assistance program authorized by title IV of that Act; and</text></item><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H653AB9DEFF3E410DB65B427618D86868"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendment made by subsection (a) shall apply with respect to any quarter, semester, or term, as applicable, that begins on or after August 1, 2025.</text></subsection></section></legis-body></bill>
