which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Tariff Act of 1930 to require the public disclosure of certain vehicle and aircraft manifest information.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HB0D968A65C5F46A48E2038E8BB469C58"><section section-type="section-one" id="HE09DBD182F7A40A6B151BFE33BC07137"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Manifest Modernization Act of 2025</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H6C37B358A43F4204815EC606A04A52FE"><enum>2.</enum><header display-inline="yes-display-inline">Public disclosure of vehicle and aircraft manifest information</header><subsection commented="no" display-inline="no-display-inline" id="HBCA7EE251872448A9B5E38D566067AFC"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text>Section 431 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1431">19 U.S.C. 1431</external-xref>) is amended—</text><paragraph id="H6BDA369780454BC081DC66FF418723AC"><enum>(1)</enum><text>by amending subsection (a) to read as follows:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HA95CDC2D60D743D088DD7EFE20A6C891"><subsection id="H91CC03B4D398469396CC467CABBF48C0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Each of the following shall have a manifest that complies with the requirements prescribed under subsection (d):</text><paragraph id="H0EC53FE2D6E749FBBE96013A5CB4ABB3"><enum>(1)</enum><text display-inline="yes-display-inline">Every vessel required to make entry under section 434 or obtain clearance under section 60105 of title 46, United States Code.</text></paragraph><paragraph id="H72C967043A464F71B959FAF9EA94D92A"><enum>(2)</enum><text>Every vehicle arriving in the United States as described under section 433.</text></paragraph><paragraph id="H55B9309EDFFC4CCE8CEEEFF4483480EC"><enum>(3)</enum><text>Every aircraft arriving in the United States as described under section 433.</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H220A5536B5C0472882A207F816E06E95"><enum>(2)</enum><text>in subsection (c)(1)—</text><subparagraph id="H69C36FD77D3346CF8EE96DC6DE9F5EA3"><enum>(A)</enum><text display-inline="yes-display-inline">in the matter preceding subparagraph (A), by striking <quote>subparagraph (2)</quote> and all that follows through <quote>public disclosure</quote> and inserting <quote>paragraph (2), when included in a vessel, vehicle, or aircraft manifest, the following information shall be available for public disclosure</quote>; </text></subparagraph><subparagraph id="H75EE2F920E134AD4B234B8B8F1C8D0DB"><enum>(B)</enum><text>in subparagraph (B), by inserting <quote>and each subheading of the Harmonized Tariff Schedule of the United States under which the cargo is classified</quote> before the period at the end;</text></subparagraph><subparagraph commented="no" id="HC0ACF4C2B3B14735B354083B0B50EA1B"><enum>(C)</enum><text display-inline="yes-display-inline">in subparagraph (D), by striking <quote>vessel, aircraft, or carrier</quote> and inserting <quote>vessel, vehicle, or aircraft</quote>; and</text></subparagraph><subparagraph id="HC5CD6DBCCDCC434FB8078FBA2FCE9F72"><enum>(D)</enum><text>in subparagraph (G), by striking <quote>country of origin of the shipment</quote> and inserting <quote>country of origin of the cargo and the last country through which the cargo was transported by the vessel, vehicle, or aircraft</quote>.</text></subparagraph></paragraph></subsection><subsection id="HF8D2A06A652643E890FF2580B1560B88"><enum>(b)</enum><header>Definition of aircraft</header><text display-inline="yes-display-inline">Section 401 of the Tariff Act of 1930 (<external-xref legal-doc="usc" parsable-cite="usc/19/1401">19 U.S.C. 1401</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2A7E8A5412384D838502DC61B65A8D96"><subsection id="HE940C45FB68A44A8985F55A58C3D8A73"><enum>(u)</enum><header>Aircraft</header><text display-inline="yes-display-inline">The term <quote>aircraft</quote> means a civil, military, or public contrivance invented, used, or designed to navigate, fly, or travel in the air.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="HA1908C98B34C4907B075C177764CF1C1"><enum>(c)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by subsections (a) and (b) shall apply with respect to each vessel, vehicle, and aircraft arriving in the United States on or after the date that is 30 days after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
