<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1255</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250402">April 2, 2025</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> (for himself, <cosponsor name-id="S412">Mr. Tuberville</cosponsor>, <cosponsor name-id="S416">Mrs. Britt</cosponsor>, <cosponsor name-id="S395">Mrs. Hyde-Smith</cosponsor>, and <cosponsor name-id="S318">Mr. Wicker</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Secretary of the Interior to reissue certain regulations relating to the taking of double-crested cormorants at aquaculture facilities, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H4A212DF9963D4E69B5808ECA71B16A9C"><section section-type="section-one" id="H1AB073FB391242969842081D2FA68D60"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Cormorant Relief Act of 2025</short-title></quote>.</text></section><section id="HC9634CCF392D4D5A9C289E26EB36EE70"><enum>2.</enum><header>Regulations relating to taking of double-crested cormorants at aquaculture facilities</header><subsection id="H964205CEBD6A477AA679D0BBBAE542B1"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H9D936F987DFB421DB10E2E1C8B7E3886"><enum>(1)</enum><header>Lake manager</header><text>The term <term>lake manager</term> means a person that is licensed by a State regulatory agency to manage a private lake.</text></paragraph><paragraph id="H7D388B5DFD0D475594B1AD987C397D4C"><enum>(2)</enum><header>Original depredation order</header><text display-inline="yes-display-inline">The term <term>original depredation order</term> means the depredation order for double-crested cormorants at aquaculture facilities contained in section 21.47 of title 50, Code of Federal Regulations (as in effect on January 1, 2016).</text></paragraph><paragraph id="H8EB82FD49502426497B4CCFF48604097"><enum>(3)</enum><header>Pond manager</header><text display-inline="yes-display-inline">The term <term>pond manager</term> means a person that is licensed by a State regulatory agency to manage a private pond.</text></paragraph><paragraph id="H7489912BB435485DB2047D59FB07116B" commented="no" display-inline="no-display-inline"><enum>(4)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service.</text></paragraph></subsection><subsection id="H32B201870FCD4C7F82E3EB4BE11A33A1"><enum>(b)</enum><header>Reissuance required</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the Secretary shall reissue the original depredation order in accordance with subsection (c).</text></subsection><subsection id="H6DCCF7419AA540CAA4DA9265453E8360"><enum>(c)</enum><header>Requirements</header><text display-inline="yes-display-inline">The depredation order reissued under subsection (b) shall be the same as the original depredation order, except that the depredation order reissued under that subsection shall apply—</text><paragraph id="HD8BEF1F1912B4299A93FBE1EF6AD56F4"><enum>(1)</enum><text display-inline="yes-display-inline">to each of the States of California, Colorado, Connecticut, Illinois, Indiana, Iowa, Michigan, Missouri, New Jersey, Ohio, Pennsylvania, and Wisconsin in addition to, and in the same manner as, each of the States to which the original depredation order applied; and</text></paragraph><paragraph id="HB63F6BDBD8454AEEB0CFA7182F707967"><enum>(2)</enum><text>to lake managers and pond managers in addition to, and in the same manner as, each of the entities to which the original depredation order applied.</text></paragraph></subsection></section></legis-body></bill>
