<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1224</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250401" legis-day="20250331">April 1 (legislative day, March 31), 2025</action-date><action-desc><sponsor name-id="S374">Mr. Cotton</sponsor> (for himself, <cosponsor name-id="S344">Mr. Hoeven</cosponsor>, <cosponsor name-id="S375">Mr. Daines</cosponsor>, <cosponsor name-id="S398">Mr. Cramer</cosponsor>, <cosponsor name-id="S343">Mr. Boozman</cosponsor>, <cosponsor name-id="S404">Mr. Scott of Florida</cosponsor>, <cosponsor name-id="S417">Mr. Budd</cosponsor>, <cosponsor name-id="S423">Mr. Ricketts</cosponsor>, <cosponsor name-id="S357">Mrs. Fischer</cosponsor>, <cosponsor name-id="S355">Mr. Cruz</cosponsor>, <cosponsor name-id="S434">Mr. Moreno</cosponsor>, <cosponsor name-id="S435">Mr. Sheehy</cosponsor>, and <cosponsor name-id="S437">Mr. Justice</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to repeal the firearm transfer tax, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H34133334C0E3417ABE9F5E1F8D4BB4C4"><section section-type="section-one" id="H2833B3C9ADED46BEA564AF7F4CA961F9"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Repealing Illegal Freedom and Liberty Excises Act</short-title></quote> or the <quote><short-title>RIFLE Act</short-title></quote>. </text></section><section id="H779A434E0249490BAFF47F26D5162241"><enum>2.</enum><header>Repeal of certain taxes relating to firearms</header><subsection id="HF528BEC3C314425ABA32692AA8195E0F"><enum>(a)</enum><header>Firearm transfer tax repealed</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/5811">Section 5811</external-xref> of the Internal Revenue Code of 1986 is hereby repealed.</text></subsection><subsection id="HDF96B74F06ED4796869CD8BC7768AE1A"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="H3DA6DA61F68B4D16B8025E6D1D59DD6F"><enum>(1)</enum><text display-inline="yes-display-inline">Section 4182(a) of such Code is amended by striking <quote>on which the tax provided by section 5811 has been paid</quote> and inserting <quote>with respect to which the tax provided by section 5811 (as in effect immediately before the enactment of the <short-title>Repealing Illegal Freedom and Liberty Excises Act</short-title>) would have applied but for its repeal</quote>. </text></paragraph><paragraph id="H13E9E2E459E14137A231007BC0856C4B"><enum>(2)</enum><text>Section 5846 of such Code is amended by striking <quote>, 5811,</quote>.</text></paragraph><paragraph id="HF2EE3653A2F64BCA8E3814FEE13D193E"><enum>(3)</enum><text>Section 5852 of such Code is amended by striking <quote>section 5811</quote> each place it appears and inserting <quote>section 5811 (as in effect immediately before the enactment of the <short-title>Repealing Illegal Freedom and Liberty Excises Act</short-title>)</quote>.</text></paragraph><paragraph id="H9F4B489E902A42F9BE92A7AEFF512EA3"><enum>(4)</enum><text display-inline="yes-display-inline">Section 5853 of such Code is amended by striking <quote>section 5811</quote> and inserting <quote>section 5811 (as in effect immediately before the enactment of the <short-title>Repealing Illegal Freedom and Liberty Excises Act</short-title>)</quote>.</text></paragraph><paragraph id="H46D42D7190644830800361717497A20C"><enum>(5)</enum><text display-inline="yes-display-inline">Section 5854 of such Code is amended by striking <quote>section 5811</quote> and inserting <quote>section 5811 (as in effect immediately before the enactment of the <short-title>Repealing Illegal Freedom and Liberty Excises Act</short-title>)</quote>.</text></paragraph></subsection><subsection id="H19386F71ED9F48BA81F17E0D8203D981"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to transfers after the date of the enactment of this Act.</text></subsection></section><section id="HD736EA757A4F42879E13AD936F4A46E4"><enum>3.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act shall be construed to place any firearms regulated under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/26/53">Chapter 53</external-xref> of the Internal Revenue Code of 1986 (the National Firearms Act) under the jurisdiction of the United States Consumer Product Safety Commission.</text></section></legis-body></bill>
