<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1192</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250327">March 27, 2025</action-date><action-desc><sponsor name-id="S378">Mr. Lankford</sponsor> (for himself and <cosponsor name-id="S370">Mr. Booker</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSFI00">Committee on Finance</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to ensure that bonds used to finance professional stadiums are not treated as tax-exempt bonds.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H8AE19E5781E344E2A1776D4B2CF27D8F"><section section-type="section-one" id="HEC94A80976814A09BD991FA89877F15C"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Tax Subsidies for Stadiums Act of 2025</short-title></quote>.</text></section><section commented="no" id="HA6D08CBF5D3E47AC9EE60245FCA5FFE8"><enum>2.</enum><header>No tax-exempt bonds for professional stadiums</header><subsection id="H90E1E81AB01B4C4E8CACE84049028FCE"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/26/103">Section 103(b)</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H1342F49B4CC9487991595EAB35B16A57"><paragraph commented="no" id="H71C6544402F648D4A34C17719D203354"><enum>(4)</enum><header>Professional stadium bond</header><text display-inline="yes-display-inline">Any professional stadium bond.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H298C52A7F61A4484BA634C7DB64ABF63"><enum>(b)</enum><header>Professional stadium bond defined</header><text>Section 103(c) of such Code is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H9F392352314B47C7A464B765FDA7F2CD"><paragraph id="H12423360586F413DB026A3F005895161"><enum>(3)</enum><header>Professional stadium bond</header><text display-inline="yes-display-inline">The term <quote>professional stadium bond</quote> means any bond issued as part of an issue any proceeds of which are used to finance or refinance capital expenditures allocable to a facility (or appurtenant real property) which, during at least 5 days during any calendar year, is used as a stadium or arena for professional sports exhibitions, games, or training.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8280DB5E204841BBA9D0E2BBB0AE331B"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall apply to bonds issued after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
