<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1160</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250326">March 26, 2025</action-date><action-desc><sponsor name-id="S404">Mr. Scott of Florida</sponsor> (for himself and <cosponsor name-id="S411">Mr. Marshall</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSGA00">Committee on Homeland Security and Governmental Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require adequate traceability for expenditures by the Federal Government. </official-title></form><legis-body><section id="id00c5919524234960a48467750950ca8b" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Locating Every Disbursement in Government Expenditure Records Act</short-title></quote> or the <quote><short-title>LEDGER Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="ide00cc14db9c54be5864bd8d055bef25f"><enum>2.</enum><header display-inline="yes-display-inline">Traceability of expenditures</header><subsection commented="no" display-inline="no-display-inline" id="idfb977a222e364c37a4521cdacc457eab"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/35">chapter 35</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="id7B7DCF11C0904C728B29D62367174AFA"><section id="idcb9e97c704c347ae85b758cf81749902"><enum>3517.</enum><header>Traceability of expenditures</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this section, the Secretary of the Treasury shall implement a system that tracks all outlays from each appropriation, receipt, or other fund account in the Treasury by each department, agency, office, or other establishment in the executive, legislative, or judicial branch of the United States Government, including disbursements subject to the requirements under section 3325, which shall include tracking the period of availability of the amounts in the applicable appropriation, receipt, or other fund account.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" display-inline="no-display-inline" id="idda7f97d9d7944965846f220676f66b8e"><enum>(b)</enum><header>Conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/35">chapter 35</external-xref> of title 31, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/31/3516">section 3516</external-xref> the following: </text><quoted-block style="USC" id="id3441bfb5-5dde-42f4-9b70-a5fe6578e118"><toc><toc-entry level="section" idref="idcb9e97c704c347ae85b758cf81749902">3517.
