which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 to modify and reauthorize the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of the Department of Veterans Affairs, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H12632A761404480CAF8B4666810D871F"><section commented="no" section-type="section-one" id="H41011F1C34F0473984000E29790E4D82"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Helping Optimize Prevention and Engagement for Heroes Act of 2025</short-title></quote> or the <quote><short-title>HOPE for Heroes Act of 2025</short-title></quote>. </text></section><section section-type="subsequent-section" id="H7EA3527235054883B2177FA5BF44D841"><enum>2.</enum><header>Modifications to and reauthorization of the Staff Sergeant Parker Gordon Fox Suicide Prevention Grant Program of the Department of Veterans Affairs</header><subsection id="HD9359108FAAE46328626A1580F546E01"><enum>(a)</enum><header>Coordination by Secretary</header><text display-inline="yes-display-inline">Subsection (b) of section 201 of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 (<external-xref legal-doc="usc" parsable-cite="usc/38/1720F">38 U.S.C. 1720F</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/116/171">Public Law 116–171</external-xref>) is amended, in the second sentence, by striking <quote>the Office of Mental Health and Suicide Prevention</quote> and inserting <quote>the Assistant Under Secretary for Health for Clinical Services</quote>.</text></subsection><subsection id="H4626522C3D964D1488FF64DE92375322"><enum>(b)</enum><header>Use of grant funds</header><text>Subsection (c) of such section is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id0cd7e5755e864bf88035b19488bdb809"><enum>(1)</enum><text>in the subsection heading, by inserting <quote><header-in-text style="OLC" level="subsection">; use of grant funds</header-in-text></quote> after <quote><header-in-text style="OLC" level="subsection">grants</header-in-text></quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idbfdcb51d77704bb6a9db942787b15f9f"><enum>(2)</enum><text display-inline="yes-display-inline">in paragraph (2)(A)—</text><subparagraph commented="no" display-inline="no-display-inline" id="id17bc4b0fb96a442ebbb08a5d7947cf1d"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>a maximum</quote> and inserting <quote>except as provided in paragraph (3), a maximum</quote>; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idee204012c08d4c6eae96bda95ee6de4a"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>$750,000</quote> and inserting <quote>$1,000,000</quote>; and </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idebb76b18cb6f45169a0bef3b0b964f42"><enum>(3)</enum><text display-inline="yes-display-inline">by adding at the end the following new paragraphs:</text><quoted-block id="id2DB0C1F6BFAB4DD6A67C08C45C604A5A" style="OLC" act-name=""><paragraph id="idA311F4F19B1D4A4395F814DCD84817F8"><enum>(3)</enum><header>Additional amounts</header><subparagraph commented="no" display-inline="no-display-inline" id="id498ac855a03a4333954273cdfdd9440f"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary may award amounts to a grantee in addition to the maximum amount under paragraph (2)(A) based on a performance-based metric established by the Secretary.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idbf35e37abbeb4e1d8225bf179d81eaba"><enum>(B)</enum><header>Performance</header><text>The performance-based metric established under subparagraph (A) with respect to a grantee shall be based on the number of individuals who go through the intake process to receive suicide prevention services from the grantee under this section.</text></subparagraph><subparagraph id="id77eece673682408fb3f4161353e38bc7"><enum>(C)</enum><header>Limit</header><text>The additional amount authorized under subparagraph (A) may not exceed $500,000 per grantee per fiscal year.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id1a050383b36a4b4a914376bfd6e6152a"><enum>(4)</enum><header display-inline="yes-display-inline">Use of grant funds</header><text>For any grant awarded under this section—</text><subparagraph commented="no" display-inline="no-display-inline" id="idf3a1ab3c80eb4d1f97b26d2d8903d6ed"><enum>(A)</enum><text display-inline="yes-display-inline">not more than 30 percent of the grant funds may be spent on administrative costs; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idb453562b70004f93bfab617c9bdf1b7c"><enum>(B)</enum><text>not more than five percent of the grant funds may be spent on food and beverages. </text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="iddde1d7d79f124d26805816b74d7f2e28"><enum>(c)</enum><header>Coordination by grant recipients</header><text>Subsection (e)(3) of such section is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id15ad4d1f62ec4f5f95e7aa500bef299e"><enum>(1)</enum><text>by redesignating subparagraphs (B) and (C) as subparagraphs (C) and (D), respectively; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="iddf12778f863f4a3ab3199129ca7eb7ae"><enum>(2)</enum><text>by inserting after subparagraph (A) the following new subparagraph (B): </text><quoted-block id="id9D2E30E7ED2D4AEAA8A8D0451A9E5884" style="OLC" act-name=""><subparagraph id="idDBAF94083320426D9791D8618350DB85"><enum>(B)</enum><text>coordinate with the Secretary to develop a plan for communication between the entity and local suicide prevention coordinators regarding whether veterans receiving assistance under this section from the entity are attending appointments to ensure continuity of care;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id143e8768dcc54a77b7722cdbdc462039"><enum>(d)</enum><header>Training and technical assistance</header><text>Subsection (g) of such section is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="idfa994f73c0b84636a99319e55361f2fe"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)(A), by inserting <quote>, including training on how to properly use the Columbia Protocol (also known as the Columbia-Suicide Severity Rating Scale (C–SSRS))</quote> after <quote>management</quote>; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id428740433cb545908e5df2892d5aeeb1"><enum>(2)</enum><text>by adding at the end the following new paragraph: </text><quoted-block id="idF167FBA7BF1E433E9E5AACCCF1531980" style="OLC" act-name=""><paragraph id="id6BFEE603988C4EC1B08F406452FFE3F2"><enum>(3)</enum><header>Training for Department employees</header><text>The Secretary shall provide training to employees of the Department on the grant program under this section.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HFE22634D51CC4CB8A1A4635C631F2BB4"><enum>(e)</enum><header>Briefing for local VAMCs</header><text display-inline="yes-display-inline">Subsection (h) of such section is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5CBCFE6682BD4E98B54CEB8107C048F2"><paragraph id="H5EEBA12B759040039C983BEB334F55AF"><enum>(5)</enum><header>Briefing for local VAMCs</header><text display-inline="yes-display-inline">Not less frequently than once per calendar quarter, the Secretary shall provide, to the appropriate personnel of each medical center of the Department located not more than 100 miles from the primary location of a recipient of a grant under this section, a briefing about the grant program under this section in order to improve coordination between such recipient and personnel.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection commented="no" id="HDC53CEF28C6F420B9374F3CEDEEC8DD4"><enum>(f)</enum><header>Duration</header><text display-inline="yes-display-inline">Subsection (j) of such section is amended by striking <quote>the date that is three years after the date on which the first grant is awarded under this section</quote> and inserting <quote>September 30, 2030</quote>.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="id03001b23b755495cb97a0b29cdf4b9d5"><enum>(g)</enum><header>Interim report</header><text>Subsection (k)(1)(B) of such section is amended by adding at the end the following new clause: </text><quoted-block id="id36CAF04D04F342C9B4F5E90331CCDCBF" style="OLC" act-name=""><clause id="id4AB4A211C7AA4672ADA1348BCEDC409F"><enum>(xiii)</enum><text>A description of the Secretary's compliance with the requirement to train employees of the Department under subsection (g)(3).</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H3C94D08828B1433996435A1F5FAE1A1B"><enum>(h)</enum><header>Emergent suicide care</header><text display-inline="yes-display-inline">Subsection (n) of such section is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="id40ae687847c64c688bb3d03c3b6a3c13"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>When the Secretary</quote> and inserting the following: </text><quoted-block id="id51858AE57ABB41818133156AA848F497" style="OLC" act-name=""><paragraph id="id32CBF384F987417F90441E14582F2D3C"><enum>(1)</enum><header>In general</header><text>When the Secretary</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id284bc10eba754fbbbca0aa61703e1a41"><enum>(2)</enum><text>by adding at the end the following new paragraph: </text><quoted-block id="id90C08A5D7C8945ACB08E11BFD37B9086" style="OLC" act-name=""><paragraph id="id363A1A059E974106B096E5B81164F75C"><enum>(2)</enum><header>Emergent suicide care</header><text>If the Secretary does not provide mental health or behavioral health care services under paragraph (1) to an eligible individual during the 72-hour period following a referral under subsection (m), such eligible individual shall be treated as eligible for emergent suicide care under section 1720J of title 38, United States Code.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HBF0308BBB8A24F76A1BA10149FE3E1ED"><enum>(i)</enum><header>Reauthorization</header><text display-inline="yes-display-inline">Subsection (p) of such section is amended by striking <quote>2025</quote> and inserting <quote>2030</quote>. </text></subsection><subsection id="H7AEC976294E2430091F807A3BAE8537D"><enum>(j)</enum><header>Technical correction to definitions</header><text display-inline="yes-display-inline">Subsection (q)(5) of such section is amended, in the first sentence—</text><paragraph commented="no" display-inline="no-display-inline" id="ida5d5467940d748a489d78f108b780424"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>Medical services</quote> and inserting <quote>The term <quote>emergency treatment</quote> means medical services</quote>; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idfde44b60549c4a5387fc39cd5a235dbd"><enum>(2)</enum><text>by striking <quote>was rendered</quote> and inserting <quote>rendered</quote>. </text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="id2cc493c5ef9e4d3d860aabad01683b4e"><enum>(k)</enum><header>Definition of risk of suicide</header><text>Subsection (q)(8)(A) of such section is amended by striking <quote>any of the following (to a degree determined by the Secretary pursuant to regulations)</quote> and inserting <quote>any of the following health, environmental, or historical risk factors (to any degree)</quote>. </text></subsection><subsection commented="no" display-inline="no-display-inline" id="id7800e9c218fe4f6fa834cb0e9938badc"><enum>(l)</enum><header>Suicide prevention services</header><paragraph commented="no" display-inline="no-display-inline" id="id68751107a6d9445588433f854c19e948"><enum>(1)</enum><header display-inline="yes-display-inline">Required use of certain screening protocol</header><text>Subsection (q)(11)(A)(ii) of such section is amended by adding at the end the following new sentence: <quote>In the case of a recipient of a grant awarded under this section on or after the date of the enactment of the <short-title>Helping Optimize Prevention and Engagement for Heroes Act of 2025</short-title>, such screening shall be the Columbia Protocol (also known as the Columbia-Suicide Severity Rating Scale (C–SSRS)).</quote>.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id93db03785dbc4af8b1371f82bbf56bfe"><enum>(2)</enum><header>Transportation</header><text display-inline="yes-display-inline">Subsection (q)(11)(A) of such section is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="id9ab407bef4124c06a8ec64eed02bdb65"><enum>(A)</enum><text display-inline="yes-display-inline">by redesignating clause (xi) as clause (xii); and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="ida6e9eb2d104e42f895930dfa074409ba"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after clause (x) the following new clause:</text><quoted-block id="idF0069CA014CC4BF6B6EA6D55D9DBAFA3" style="OLC" act-name=""><clause id="id17CE7177042647158589CCAC777DB52A"><enum>(xi)</enum><text>Transportation and rideshare services for eligible individuals to use for appointments.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section></legis-body></bill>
