which was read twice and referred to the <committee-name committee-id="SSCM00">Committee on Commerce, Science, and Transportation</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Immersive Technology Advisory Panel to promote the use of immersive technology in the United States, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H871B1B13EDA2421DAD98A28379D4B303"><section section-type="section-one" id="H592D6E7507DA404CA3A344CC44BB571F"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>United States Leadership in Immersive Technology Act of 2025</short-title></quote>.</text></section><section id="H7449E7E74E574E8AA1D4BF61086E4DB9"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text><paragraph id="H646EA6231FA74543AE01D3012A247888"><enum>(1)</enum><text>Immersive technology was included in the initial list of key technology focus areas in section 10387(c) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/19107">42 U.S.C. 19107(c)</external-xref>) because it is an important part of the integrated ecosystem of emerging technologies.</text></paragraph><paragraph id="HA6C89271150645D9BF8DA4020521AE14"><enum>(2)</enum><text>Immersive technology has been designated a critical technology by both the National Science and Technology Council and the Department of Defense because of its importance to both economic competitiveness and national security.</text></paragraph><paragraph id="HA1C2F3CB5924434792A881A7FBEFCCBB"><enum>(3)</enum><text>Immersive technology, which includes augmented reality, virtual reality, and mixed reality, is widely expected to function as the next major computing platform.</text></paragraph><paragraph id="H54A7E41AFE744022A93BA3960B855853"><enum>(4)</enum><text>Immersive technology will affect all sectors of society, creating new employment opportunities, new economic incentives, and new ways of communicating, learning, and engaging with the world.</text></paragraph><paragraph id="HE98964FB0A2A4F1F88CBF79A492B3409"><enum>(5)</enum><text>Immersive technology was invented in the United States, and the United States is home to the leading companies in the industry.</text></paragraph><paragraph id="HF3500F983DF34D2387EC1FD7E2F9A5DD"><enum>(6)</enum><text>Other countries, including competitors of the United States, such as the People’s Republic of China, have recognized the transformative nature of immersive technology and are implementing robust strategies in a race to dominate the sector.</text></paragraph><paragraph id="HA2CA1117A0B944B7976767540AEAA680"><enum>(7)</enum><text display-inline="yes-display-inline">It is in the best interests of the United States to lead the world in the use of immersive technology such that the next computing platform is imbued with the fundamental values of the United States.</text></paragraph></section><section id="H5E45A0A41B3C4DF09CB6D46425B1B445"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="HBEFCBBF035E045BA93BB41BEDC87311B"><enum>(1)</enum><header>Advisory Panel</header><text display-inline="yes-display-inline">The term <term>Advisory Panel</term> means the Immersive Technology Advisory Panel established by section 5(a).</text></paragraph><paragraph id="H4AE0365C9664430EA778A62DBC9C00D0"><enum>(2)</enum><header>Agency</header><text display-inline="yes-display-inline">The term <term>agency</term> has the meaning given that term in section 551 of title 5, United States Code.</text></paragraph><paragraph commented="no" id="H658C79FDEFA348E3A0642403833C8A81"><enum>(3)</enum><header>Appropriate committees of Congress defined</header><text>The term <term>appropriate committees of Congress</term> means—</text><subparagraph commented="no" id="HAFE9E3CD2A264755AB21B1EE85F7F428"><enum>(A)</enum><text>the Committee on Commerce, Science, and Transportation of the Senate; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H71F2DEA131EC44878A293EFEE763F476"><enum>(B)</enum><text>the Committee on Energy and Commerce of the House of Representatives.</text></subparagraph></paragraph><paragraph id="H01BC7D4D5428476BB68111E29C8CD6F2"><enum>(4)</enum><header>Augmented reality</header><text>The term <term>augmented reality</term> means a changed version of reality created by overlaying digital information onto the view of the physical world through the use of a device.</text></paragraph><paragraph id="H26F2C2A3362D4FED893BF67D519E3BD4"><enum>(5)</enum><header>Immersive technology</header><text display-inline="yes-display-inline">The term <term>immersive technology</term> means technology that is deployed into interstate commerce and that integrates the physical environment with digital content to support user engagement, including augmented reality, mixed reality, and virtual reality.</text></paragraph><paragraph id="HDAEEFF5F4F614B71B0E74FB86CB4B412"><enum>(6)</enum><header>Mixed reality</header><text>The term <term>mixed reality</term> means an immersive technology tool that blends augmented and virtual reality, allowing users to experience simulated content within their physical worlds and to manipulate and interact with virtual elements in real time.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD9733B3453464B68986720E17EC691E4"><enum>(7)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Commerce.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H5986EA6FE4B44D0C8B90172F962C4860"><enum>(8)</enum><header>Virtual reality</header><text>The term <term>virtual reality</term> means an immersive technology tool that occludes the physical surroundings of a user and replaces it with a simulated virtual or digital environment.</text></paragraph></section><section id="HED4033E5D5F74299907F74291A482657"><enum>4.</enum><header>Principal advisor on immersive technology</header><subsection id="HDE7D738A9F5B419BBE6617B409FCABF1"><enum>(a)</enum><header>In general</header><text>The Secretary, in consultation with the appropriate committees of Congress, shall designate a principal advisor on immersive technology.</text></subsection><subsection id="H7B4B58ECF1AF48B785CEE07B0F11B7D3"><enum>(b)</enum><header>Responsibilities</header><text>The principal advisor on immersive technology shall—</text><paragraph id="HCB1D9F9CFFBE47A9805125CF37733B27"><enum>(1)</enum><text display-inline="yes-display-inline">support and promote the improvement, deployment, and security of recommendations on the use of immersive technology in the United States; and</text></paragraph><paragraph id="HA7B231F77BD942738F16B81B6CFF3CC0"><enum>(2)</enum><text>consider policies and programs to encourage and improve coordination among agencies with respect to immersive technology.</text></paragraph></subsection></section><section id="HF83BDF06B24A459FAA03175DA4556F60"><enum>5.</enum><header>Immersive Technology Advisory Panel</header><subsection id="HAB01A8B4F9944EA2808D94416D45B702"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary shall establish the Immersive Technology Advisory Panel to make recommendations on the use of immersive technology in the United States.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="HDBEC43A70BE04BB9843AE1FA81F04683"><enum>(b)</enum><header>Chairperson</header><text>The Secretary, in consultation with the appropriate committees of Congress, shall appoint a chairperson of the Advisory Panel. </text></subsection><subsection id="H0C658E9DC3B647DFBBC80E2792FA7B03"><enum>(c)</enum><header>Membership</header><text>The Advisory Panel shall consist of the following members:</text><paragraph id="HF53256D857BE4CE59283BA64CEE0CF53"><enum>(1)</enum><text>The Chairperson, appointed under subsection (b).</text></paragraph><paragraph id="H7829A791759340E08439DC92172AD489"><enum>(2)</enum><text>A Vice Chair, who shall be selected by the Secretary, in consultation with the appropriate committees of Congress, from among the members listed in paragraph (3).</text></paragraph><paragraph id="H04E009E551DF4CA7892AF5B78D4FC1A6"><enum>(3)</enum><text>Each of the following (or their designee):</text><subparagraph id="HC64982D38D2D4A349CC4719C22AD9C43"><enum>(A)</enum><text>The Director of the Office of Science and Technology Policy.</text></subparagraph><subparagraph id="H7945A4663E534C7E8E6E359B78712959"><enum>(B)</enum><text>The Secretary of Defense.</text></subparagraph><subparagraph id="H1729A9EBC192423293A8221CFB9554D5"><enum>(C)</enum><text>The Secretary of Energy.</text></subparagraph><subparagraph id="H204BB2BB2DC5433C923C1349E4D6D832"><enum>(D)</enum><text>The Secretary of State.</text></subparagraph><subparagraph id="HEB8F8A24940E4BDE86644367AB0BB651"><enum>(E)</enum><text>The Secretary of Labor.</text></subparagraph><subparagraph id="H71D3306422C4400B9732CA45804204E1"><enum>(F)</enum><text>The Secretary of Education.</text></subparagraph><subparagraph id="HA613B9E3CEA040109DE34EC7724CBAE7"><enum>(G)</enum><text>The Secretary of Health and Human Services.</text></subparagraph><subparagraph id="H66172FCC51E04FEE87FF3AA906A9D0C5"><enum>(H)</enum><text>The Secretary of Veterans Affairs.</text></subparagraph><subparagraph id="H3A0FC5AA06A54D5283A13D9617BED0FD"><enum>(I)</enum><text>The Secretary of Transportation.</text></subparagraph><subparagraph id="HE412CD2B66E2432BA48F37DB0B7EDF7C"><enum>(J)</enum><text>The Secretary of Agriculture.</text></subparagraph></paragraph><paragraph id="H9670EB130C234CA1828B568F9352BF3C"><enum>(4)</enum><text>Not fewer than 6 and not more than 10 experts appointed by the Secretary, in consultation with the appropriate committees of Congress, from among the following:</text><subparagraph id="H88D79A85AC5948B28C97258E35B656E9"><enum>(A)</enum><text>Academic institutions.</text></subparagraph><subparagraph id="HEC7F9069724B4E3B85530EABDFEC2373"><enum>(B)</enum><text>Think tanks.</text></subparagraph><subparagraph id="H22ACBEC4C5A34C0C982E8262D58D05A3"><enum>(C)</enum><text>Private sector technology firms.</text></subparagraph><subparagraph commented="no" id="H60012276647A41118C78E245514581B9"><enum>(D)</enum><text display-inline="yes-display-inline">Civil society, with respect to expertise in the impact of immersive technology on consumers.</text></subparagraph><subparagraph id="H7BC2CAFC394E475BA908B6443C0C7112"><enum>(E)</enum><text>Any other sector as the Secretary, in consultation with the appropriate committees of Congress, determines appropriate.</text></subparagraph></paragraph></subsection><subsection id="HED6129CF5A1A4B8ABFF088F47A33CB17"><enum>(d)</enum><header>Objectives</header><text>The Advisory Panel shall—</text><paragraph id="H142BB406B46B497887478BB6CAE5BC62"><enum>(1)</enum><text display-inline="yes-display-inline">assess the economic impact of immersive technology; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7BF922F648AD4F1597F12181CA8152C8"><enum>(2)</enum><text display-inline="yes-display-inline">make recommendations on—</text><subparagraph commented="no" display-inline="no-display-inline" id="H58D14E52A5DC45699C965E6890218541"><enum>(A)</enum><text display-inline="yes-display-inline">the manner by which immersive technology can be used to ensure the economic competitiveness of the United States;</text></subparagraph><subparagraph id="HC103E8AC163B480687CFE68AE9447971"><enum>(B)</enum><text>institutional processes that promote collaboration between the Federal Government and the private sector on matters relating to immersive technology, including—</text><clause commented="no" display-inline="no-display-inline" id="H6C1B869B4E9D4A29ABDBDF7A5B93D437"><enum>(i)</enum><text display-inline="yes-display-inline">technical standards; </text></clause><clause commented="no" display-inline="no-display-inline" id="HE4F250FA2FF54C97ADC1A10C4BB4BFBC"><enum>(ii)</enum><text display-inline="yes-display-inline">strategic investments;</text></clause><clause commented="no" display-inline="no-display-inline" id="HA687F9D3071A4841BA16A5E61F4B8D92"><enum>(iii)</enum><text display-inline="yes-display-inline">cybersecurity; and </text></clause><clause commented="no" display-inline="no-display-inline" id="HD4E543E4D7104B809C8D6857255B422A"><enum>(iv)</enum><text display-inline="yes-display-inline">commercialization;</text></clause></subparagraph><subparagraph commented="no" id="HEC28B76267F240CB9AF5CD4A1BD5BD0B"><enum>(C)</enum><text>safeguards that are necessary to ensure that immersive technology is used ethically to protect individual data and privacy; and</text></subparagraph><subparagraph id="H5CC598E6921C4AAA8FEADF27AD1D4C89"><enum>(D)</enum><text display-inline="yes-display-inline">the manner by which the Federal Government can provide global leadership in immersive technology and collaborate with allied nations.</text></subparagraph></paragraph></subsection><subsection id="HECCDC1E26012416C9FFCD4DFF71E4630"><enum>(e)</enum><header>Meetings</header><text>The Advisory Panel shall meet not less frequently than once every 4 months.</text></subsection><subsection id="HE33E174ECB8B4CCA99A79E4D975D9881"><enum>(f)</enum><header>Administrative and technical support</header><text>The Secretary shall provide to the Advisory Panel administrative and technical support.</text></subsection></section><section id="HAB92E8A25D5E4500A048965125187998"><enum>6.</enum><header>Study and report on immersive technology</header><subsection id="H3FE0B463972F4FB1820D0C186088C004"><enum>(a)</enum><header>Study</header><paragraph id="HE3342DDEA895416397DE578DC7461A1E"><enum>(1)</enum><header>In general</header><text>Not later than 2 years after the date of the enactment of this Act, the Advisory Panel shall complete a study on the state of the immersive technology industry and the effect of such industry on the economic competitiveness and national security of the United States.</text></paragraph><paragraph id="HFB030DF953C044ABA5A6438073729D22"><enum>(2)</enum><header>Requirements</header><text>In conducting the study required by paragraph (1), the Advisory Panel shall—</text><subparagraph id="H61AC52634BD24EBDB9D310E58BE279BF"><enum>(A)</enum><text>assess the role of immersive technology in the broader emerging technology ecosystem and the manner in which the United States can make strategic investments that support the key technology focus areas identified in section 10387(c) of the Research and Development, Competition, and Innovation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/19107">42 U.S.C. 19107(c)</external-xref>);</text></subparagraph><subparagraph id="HCF21FCCF300D4A61B05F68936DC5A76F"><enum>(B)</enum><text display-inline="yes-display-inline">examine the economic impact of the use of immersive technology across key sectors, including manufacturing, energy, public safety, health care, urban planning, construction, automotive, agriculture, workforce development, retail, education, and entertainment;</text></subparagraph><subparagraph id="H32D94F386636461EB7AAAA4EF3DE14D2"><enum>(C)</enum><text>assess the ways in which immersive technology benefits businesses (including small- and medium-sized businesses), including—</text><clause commented="no" display-inline="no-display-inline" id="H02252F35A99546E492AEDFE7797A669D"><enum>(i)</enum><text display-inline="yes-display-inline">by facilitating the delivery of essential human services; and </text></clause><clause commented="no" display-inline="no-display-inline" id="H427790DE1352487990975A28AEC66310"><enum>(ii)</enum><text display-inline="yes-display-inline">by supporting workforce development in critical sectors;</text></clause></subparagraph><subparagraph id="HA096BEDD5F894830B477002F6A02A8AD"><enum>(D)</enum><text>determine the investment and personnel needed for the timely and successful deployment of immersive technology that ensures the global leadership of the United States;</text></subparagraph><subparagraph id="H436DDB7BDC6D476A940C926A65E1D735"><enum>(E)</enum><text>identify any voluntary standard or best practice needed to ensure that immersive technology is designed and deployed in a manner that—</text><clause commented="no" display-inline="no-display-inline" id="HA61291D14E794283850926742E5269B9"><enum>(i)</enum><text display-inline="yes-display-inline">facilitates ease of use; and </text></clause><clause commented="no" display-inline="no-display-inline" id="H2EC0302D995145B88F2409FABB47A1E0"><enum>(ii)</enum><text display-inline="yes-display-inline">protects individual rights, including with respect to—</text><subclause commented="no" display-inline="no-display-inline" id="H7316FBE8CD9E4ED297F95BA372C58CA7"><enum>(I)</enum><text display-inline="yes-display-inline">privacy;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="H7AEB349E8096463F90851B084726A7F1"><enum>(II)</enum><text display-inline="yes-display-inline">accessibility;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="H919B5719E3DE4F3D9AC86322652223E9"><enum>(III)</enum><text display-inline="yes-display-inline">digital identity; and</text></subclause><subclause commented="no" display-inline="no-display-inline" id="HEAC7DF0E970A4368A52D5608C1CF3E4F"><enum>(IV)</enum><text display-inline="yes-display-inline">intellectual property;</text></subclause></clause></subparagraph><subparagraph id="HE1C7F7897EC74248948C83D5ADC0CE04"><enum>(F)</enum><text>assess the national and economic security benefits and risks associated with immersive technology and the ways in which the benefits can be maximized and the risks mitigated; and</text></subparagraph><subparagraph id="HAAB94C3EAAA3426A921A0870ABCF3D77"><enum>(G)</enum><text>address the objectives described in section 5(d).</text></subparagraph></paragraph></subsection><subsection commented="no" id="H952FA7F9094746C79F64A2A4FFC9C7A5"><enum>(b)</enum><header>Report</header><paragraph commented="no" id="HF895D636ED9B4381AE651EC995AEB597"><enum>(1)</enum><header>In general</header><text>Not later than 90 days after the date on which the study is completed under subsection (a)(1), the Secretary shall submit to the appropriate committees of Congress a report on—</text><subparagraph commented="no" display-inline="no-display-inline" id="H841C0D2F025144C4964CA933673530C2"><enum>(A)</enum><text display-inline="yes-display-inline">the findings of the study; and </text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF708C95CE72C477094870065DB622F25"><enum>(B)</enum><text display-inline="yes-display-inline">recommendations based on the findings of the study for congressional action.</text></subparagraph></paragraph><paragraph commented="no" id="H5052306A11F14192BCF0610365728FCC"><enum>(2)</enum><header>Publication</header><text>The Secretary shall publish the report required by paragraph (1) on a publicly accessible website of the White House.</text></paragraph></subsection></section></legis-body></bill>
