<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1099</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250325">March 25, 2025</action-date><action-desc><sponsor name-id="S399">Mr. Hawley</sponsor> (for himself, <cosponsor name-id="S374">Mr. Cotton</cosponsor>, and <cosponsor name-id="S434">Mr. Moreno</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 28, United States Code, to limit the authority of district courts of the United States to provide injunctive relief, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H71A1953F26CA43DF9BABF287634F0D87"><section section-type="section-one" id="H3E1CB9B775CD464CB0FCB775DE957D63"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nationwide Injunction Abuse Prevention Act of 2025</short-title></quote>.</text></section><section id="HD7E6C16E969943EFA3F031420A7485E7"><enum>2.</enum><header>Limitation on authority of district courts of the United States to provide injunctive relief</header><subsection id="HEC73AE718C614753B7AE1DBE9BF56A09"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/85">Chapter 85</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text><quoted-block style="USC" display-inline="no-display-inline" id="HF353ECC5C4A745E792CA418433D40504"><section id="HEA64262797C440189D4A75C65E13E48C"><enum>1370.</enum><header>Limitation on authority to provide injunctive relief</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, a district court shall not issue any order providing for injunctive relief, unless the order is applicable only to—</text><paragraph id="HA74646DE88594253BD9B5F57CFBABBE4"><enum>(1)</enum><text>a party to the case before the district court; or</text></paragraph><paragraph id="H5FEBB7EEB1CF438DB12165095A213F74"><enum>(2)</enum><text>the judicial district of the district court.</text></paragraph></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H8EFC3FFCEE7049A38B2E19E4FB2B989F"><enum>(b)</enum><header>Table of sections</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/85">chapter 85</external-xref> of title 28, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="HAB70F6603DB24189AA4705A06ABCC2B0"><toc><toc-entry bold="off" level="section">1370.
