which was read twice and referred to the <committee-name committee-id="SSEV00">Committee on Environment and Public Works</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish a contracting preference for public buildings that use innovative wood products in the construction of those buildings, and for other purposes.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" id="HD201C6D404AF4641A12727D6D49D0F66"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mass Timber Federal Buildings Act of 2025</short-title></quote>.</text></section><section id="id826687C72D014E1B893A191105B7AA7A"><enum>2.</enum><header>Made in America Mass Timber</header><subsection id="id960AB9AFC2E842F4A7616B784AD69182"><enum>(a)</enum><header>Definitions</header><text>In this section:</text><paragraph id="idCEFA19FC484D46098AB3CEA62BE6C618"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of General Services.</text></paragraph><paragraph id="id4FE29027664C400EB27B3A826693F916"><enum>(2)</enum><header>Innovative wood product</header><text>The term <term>innovative wood product</term> has the meaning given the term in section 8641 of the Agriculture Improvement Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/7/7655c">7 U.S.C. 7655c</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/334">Public Law 115–334</external-xref>).</text></paragraph><paragraph id="id5C7EC48543F5492588F4A0D91D2D7478"><enum>(3)</enum><header>Innovative wood product facility</header><text>The term <term>innovative wood product facility</term> has the meaning given the term in section 9013(a) of the Farm Security and Rural Investment Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/7/8113">7 U.S.C. 8113(a)</external-xref>).</text></paragraph><paragraph id="id06268FAAF95B43D187755009CFA7DC05"><enum>(4)</enum><header>Mass timber</header><text>The term <term>mass timber</term> has the meaning given the term in section 8641 of the Agriculture Improvement Act of 2018 (<external-xref legal-doc="usc" parsable-cite="usc/7/7655c">7 U.S.C. 7655c</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/115/334">Public Law 115–334</external-xref>).</text></paragraph><paragraph commented="no" id="id3d45e22c4eda45b58f86bbc1ea6c893b"><enum>(5)</enum><header>Public building</header><subparagraph commented="no" id="id2312c287e60845658dfc234df30b65d0"><enum>(A)</enum><header>In general</header><text>Except as provided in subparagraph (B), the term <term>public building</term> has the meaning given the term in section 3301(a) of title 40, United States Code.</text></subparagraph><subparagraph commented="no" id="idefdcb631a39140be906c376177ccd5b7"><enum>(B)</enum><header>Inclusion</header><text>The term <term>public building</term> includes a military installation (as defined in section 2801(c) of title 10, United States Code).</text></subparagraph></paragraph><paragraph commented="no" id="idAC95C7BB58874B349E0E233F7351064D"><enum>(6)</enum><header>Restoration practices</header><text>The term <term>restoration practices</term> means forest management practices based on forest type that re-establish or enhance ecosystem functions by—</text><subparagraph id="id43cbee3411354baeabdd46a8a45f3382"><enum>(A)</enum><text>modifying or managing the composition, structure, and spatial arrangement of forest components for complexity and diversity; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id588e37217bb24b7f863ed2b59cd10789"><enum>(B)</enum><text>establishing or re-establishing processes necessary to make forest and connected aquatic ecosystems ecologically functional, resilient to disturbance, or adaptive. </text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id61e009fdc5b24ac5a6201fc5f24ed639"><enum>(7)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Defense.</text></paragraph></subsection><subsection id="id7557DB044EE644128E92AD6D6FD17795"><enum>(b)</enum><header>Made in America mass timber public buildings contracting preference</header><paragraph id="idAD1F845CDA6B496C87D254CE7C9A335B"><enum>(1)</enum><header>Contracting preference</header><subparagraph commented="no" display-inline="no-display-inline" id="idc0c0c83c36444096ab8ade8f499e07da"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In entering into a contract for the construction, alteration, acquisition, or lease of a public building, the Administrator or the Secretary, as applicable, shall give priority to public buildings that use, to the maximum extent achievable as determined by the Administrator or the Secretary, as applicable, innovative wood products in the construction of those buildings that are—</text><clause id="idB77E61454273413EBCD2A9FAA35F7658"><enum>(i)</enum><text>procured from an innovative wood product facility located within the United States; and </text></clause><clause id="id3C04CAC6197D4885937D6312663E14AF"><enum>(ii)</enum><text>harvested from forestlands located within the United States, consistent with responsible sources.</text></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id37846a5651c74ab6824432b5cddff922"><enum>(B)</enum><header>Responsible sources</header><text>For purposes of subparagraph (A)(ii), innovative wood products produced from responsible sources are—</text><clause commented="no" display-inline="no-display-inline" id="idAAAFA43494B7435C949B871646CF8B1C"><enum>(i)</enum><text display-inline="yes-display-inline">produced according to an independently certified procurement standard; or</text></clause><clause commented="no" display-inline="no-display-inline" id="id768DA12FE2B44246A81C47765EE60113"><enum>(ii)</enum><text display-inline="yes-display-inline">from jurisdictions with regulatory or quasi-regulatory programs to implement best management practices, including from Federal, State, and Tribal land.</text></clause></subparagraph></paragraph><paragraph id="id24FBE7A3E7354F1EBCCF1B33FD6C3486"><enum>(2)</enum><header>Contracts and priority</header><subparagraph commented="no" display-inline="no-display-inline" id="id85a5e6add2ba47ddb09faf023881e03d"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">In procuring innovative wood products for purposes of carrying out the requirements of paragraph (1), the Administrator or the Secretary, as applicable, shall—</text><clause id="idEA48CD5A6FED437F855580256D5248BD"><enum>(i)</enum><text>consider appropriate contracting options; and</text></clause><clause id="id1C1068DABDB64C60849AD382C4644305"><enum>(ii)</enum><text>give preference to innovative wood products that are sourced from—</text><subclause commented="no" display-inline="no-display-inline" id="ide36dc0e74652417ea0e8308f93549dd2"><enum>(I)</enum><text display-inline="yes-display-inline">restoration practices;</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id0e8d7442673141b7bbb979cc1fb02c17"><enum>(II)</enum><text>forest management actions designed to protect communities and critical infrastructure against catastrophic wildfire; or</text></subclause><subclause commented="no" display-inline="no-display-inline" id="id665f2e4eb91c45ea93e62ab48bd6419d"><enum>(III)</enum><text>underserved forest owners, as determined by the Secretary of Agriculture, including Tribally owned forests and small family forests.</text></subclause></clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idc23d1fc20999474db2bc786a98cef763"><enum>(B)</enum><header>Documentation required</header><text>For purposing of verifying that an innovative wood product is sourced in accordance with subclause (I), (II), or (III) of subparagraph (A)(ii), the Administrator or the Secretary, as applicable, shall seek appropriate documentation.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="idaaa32d49f25d49fa893f8693f38707c4"><enum>(3)</enum><header>Lifecycle assessment; report</header><subparagraph commented="no" display-inline="no-display-inline" id="id5e74324f971540e5846652e505d5399c"><enum>(A)</enum><header>In general</header><text>Not later than 180 days after the date of enactment of this Act, the Administrator, in consultation with the Secretary of Agriculture, shall conduct a cradle-to-gate whole-building lifecycle assessment considering the global warming potential, in compliance with International Organization for Standardization standards 14044 and 14020, of new public buildings that use innovative wood products in the construction of those buildings.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="idf326832895954b159952a0b3f3a29678"><enum>(B)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 180 days after the date on which the whole-building lifecycle assessment required under subparagraph (A) is completed, the Administrator, in consultation with the Secretary of Agriculture, shall submit to Congress, and make publicly available, a report describing the results of that assessment.</text></subparagraph></paragraph></subsection></section></legis-body></bill>
