<distribution-code display="yes">II</distribution-code><congress>119th CONGRESS</congress><session>1st Session</session><legis-num>S. 1061</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20250313">March 13, 2025</action-date><action-desc><sponsor name-id="S346">Mr. Lee</sponsor> (for himself, <cosponsor name-id="S410">Ms. Lummis</cosponsor>, <cosponsor name-id="S431">Mr. Curtis</cosponsor>, <cosponsor name-id="S435">Mr. Sheehy</cosponsor>, and <cosponsor name-id="S317">Mr. Barrasso</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSAF00">Committee on Agriculture, Nutrition, and Forestry</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Department of Agriculture Reorganization Act of 1994 to provide that the President shall appoint, by and with the advice and consent of the Senate, the Chief of the Forest Service. </official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Forest Service Accountability Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="idb44a04c44b5f416699b7884ecafffda2"><enum>2.</enum><header>Chief of the Forest Service</header><text display-inline="no-display-inline">Subtitle E of the Department of Agriculture Reorganization Act of 1994 (<external-xref legal-doc="usc" parsable-cite="usc/7/6961">7 U.S.C. 6961</external-xref>) is amended by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id978A9360C0E64C0A87DB11F1D4201F78"><section id="id4328F597836946DF8A2B9BCB886DFB44"><enum>246.</enum><header>Chief of the Forest Service</header><subsection id="id9f758a9c8d6a463b97c677dd2ae9ab5e"><enum>(a)</enum><header>Appointment by the President; Senate advice and consent</header><text>The President shall appoint, by and with the advice and consent of the Senate, the Chief of the Forest Service. </text></subsection><subsection id="idAE4D129174E8472EAD15C49BC6C944BF"><enum>(b)</enum><header>Qualifications</header><text>An individual appointed under subsection (a) shall have substantial experience and demonstrated competence in forest and natural resources management.</text></subsection><subsection id="id65673d8d00564ee8929bbe6d97c85eba"><enum>(c)</enum><header>Committee referral</header><paragraph id="id0A70BE6ABE3A4AF4AB09D5DF0C47B381"><enum>(1)</enum><header>In general</header><text>Any nomination of an individual to be the Chief of the Forest Service submitted to the Senate for confirmation, and referred to a committee, shall be referred jointly to the Committee on Agriculture, Nutrition, and Forestry of the Senate and the Committee on Energy and Natural Resources of the Senate.</text></paragraph><paragraph id="idA37AAAF8EFD44EC5B4B522299F5B008E"><enum>(2)</enum><header>Rules of Senate</header><text>Paragraph (1) is enacted—</text><subparagraph id="id6419f5769ff5410eaaaa07d8c2cf7538"><enum>(A)</enum><text>as an exercise of the rulemaking power of the Senate, and as such is deemed a part of the rules of the Senate and supersedes other rules only to the extent that they are inconsistent with such rules; and</text></subparagraph><subparagraph id="id6ed7f8f084f84ef584ca31b9cadece99"><enum>(B)</enum><text>with full recognition of the constitutional right of the Senate to change the rules at any time, in the same manner, and to the same extent as in the case of any other rule of the Senate. </text></subparagraph></paragraph></subsection><subsection id="id666dc50017c54f958248f8244e5e4895"><enum>(d)</enum><header>Application to incumbent</header><text>Notwithstanding any service by an individual serving in the position of Chief of the Forest Service on the date of enactment of this section, the President shall submit to the Senate a nomination for an individual to be the Chief of the Forest Service not later than 30 days after that date of enactment.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
