which was read twice and referred to the <committee-name committee-id="SSFR00">Committee on Foreign Relations</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To establish the Baltic Security Initiative for the purpose of strengthening the defensive capabilities of the Baltic countries, and for other purposes. </official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="H6A9E950ECFE94BD4868162DA1715D66D"><section section-type="section-one" id="H64F2AB98D575439AB10914A5127CB70D"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Baltic Security Initiative Act</short-title></quote>. </text></section><section id="H05C0A7D3EF3B4D649B689F3B1A744761"><enum>2.</enum><header>Baltic Security Initiative</header><subsection id="H7BB4E6C474704CC3A0EEFE5379056F05"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Pursuant to the authority provided in <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/16">chapter 16</external-xref> of title 10, United States Code, the Secretary of Defense shall establish and carry out an initiative, to be known as the <quote>Baltic Security Initiative</quote> (in this section referred to as the <quote>Initiative</quote>), for the purpose of deepening security cooperation with the military forces of the Baltic countries.</text></subsection><subsection id="H21C56F9DB04E414690CAF5D165FDBFC9"><enum>(b)</enum><header>Relationship to existing authorities</header><text>The Initiative required by subsection (a) shall be carried out pursuant to the authorities provided in title 10, United States Code.</text></subsection><subsection id="H7C88D2488D05419DB96C2E44CBE96A6C"><enum>(c)</enum><header>Objectives</header><text>The objectives of the Initiative shall be—</text><paragraph commented="no" id="HE337EB1EF6974FE49E2F925973229904"><enum>(1)</enum><text display-inline="yes-display-inline">to achieve United States national security objectives by—</text><subparagraph id="H108EE4370AD64004955DA9700ADBC1A1"><enum>(A)</enum><text>deterring aggression by the Russian Federation; and</text></subparagraph><subparagraph commented="no" id="HF3F33C77AA494B77A5DE2D8699F65DF2"><enum>(B)</enum><text>implementing the North Atlantic Treaty Organization's new Strategic Concept, which seeks to strengthen the alliance's deterrence and defense posture by denying potential adversaries any possible opportunities for aggression; </text></subparagraph></paragraph><paragraph id="HC690A2E22A7742A38828AD6DAA63F5B1"><enum>(2)</enum><text>to enhance regional planning and cooperation among the military forces of the Baltic countries, particularly with respect to long-term regional capability projects, including—</text><subparagraph id="H64A50ADDC3E44CC2AB9233F86E6D4BBD"><enum>(A)</enum><text>long-range precision fire systems and capabilities;</text></subparagraph><subparagraph id="HC0075D79F5F84860AD88254C8BE82417"><enum>(B)</enum><text>integrated air and missile defense;</text></subparagraph><subparagraph id="H6E6ED08C1B39433FBDCEEA16981A6101"><enum>(C)</enum><text>maritime domain awareness;</text></subparagraph><subparagraph id="HA57F6CBD9AB44B4599AAC3BE145B032E"><enum>(D)</enum><text>land forces development, including stockpiling large caliber ammunition;</text></subparagraph><subparagraph id="HA42AEC99CC814F469582F69EA4E7C1DA"><enum>(E)</enum><text>command, control, communications, computers, intelligence, surveillance, and reconnaissance;</text></subparagraph><subparagraph id="H16711D9045364214802D8B9A503B94EA"><enum>(F)</enum><text>special operations forces development; </text></subparagraph><subparagraph id="H79A91B880CCC445BBBC0F1C1494ADCB4"><enum>(G)</enum><text>coordination with and security enhancements for Poland, which is a neighboring North Atlantic Treaty Organization ally; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="id876ec9f57dfa4d12a661fe9a3f0e037a"><enum>(H)</enum><text>other military capabilities, as determined by the Secretary of Defense; and</text></subparagraph></paragraph><paragraph id="HC7EB8B7C7765464784339EBFC8F086F2"><enum>(3)</enum><text>with respect to the military forces of the Baltic countries, to improve cyber defenses and resilience to hybrid threats.</text></paragraph></subsection><subsection id="H6E8FEBF3BF024F7A92C132DEB751C8E8"><enum>(d)</enum><header>Strategy</header><paragraph id="HEEBFC38A62854123938B124C993AA791"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report setting forth a strategy for the Department of Defense to achieve the objectives described in subsection (b).</text></paragraph><paragraph id="HED7DBAD1E5E14ADE8540AACE4A63DE6D"><enum>(2)</enum><header>Considerations</header><text>The strategy required by this subsection shall include a consideration of—</text><subparagraph commented="no" id="H430AA3885F484BB59597E377ADD69794"><enum>(A)</enum><text display-inline="yes-display-inline">security assistance programs for the Baltic countries authorized as of the date on which the strategy is submitted;</text></subparagraph><subparagraph id="H7162392E19B24A16B4352727B16C6218"><enum>(B)</enum><text>the ongoing security threats to the North Atlantic Treaty Organization's eastern flank posed by Russian aggression, including as a result of the Russian Federation’s 2022 invasion of Ukraine with support from Belarus; and</text></subparagraph><subparagraph commented="no" id="HA4EDB0E5BD3D48A3ABC18B7D145C5615"><enum>(C)</enum><text display-inline="yes-display-inline">the ongoing security threats to the Baltic countries posed by the presence, coercive economic policies, and other malign activities of the People’s Republic of China.</text></subparagraph></paragraph></subsection><subsection id="H4991925A0FF84AF68B4BE16F6D14A504"><enum>(e)</enum><header>Authorization of appropriations</header><paragraph id="H675A8DF31CF04A868CD5ADE7D96A27AA"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">There is authorized to be appropriated to the Secretary of Defense $350,000,000 for each of the fiscal years 2026, 2027, and 2028 to carry out the Initiative.</text></paragraph><paragraph id="H8BF0B083D7A94359A21DA3E346F004BA"><enum>(2)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that the Secretary of Defense should seek to require matching funds from each of the Baltic countries that participate in the Initiative in amounts commensurate with amounts provided by the Department of Defense for the Initiative.</text></paragraph></subsection><subsection id="H1C8FCD594F1B482FBDB0BBD7E4C37721"><enum>(f)</enum><header>Baltic countries defined</header><text>In this section, the term <term>Baltic countries</term> means—</text><paragraph id="H6977E41076C347FCA97463933C110EC8"><enum>(1)</enum><text>Estonia;</text></paragraph><paragraph id="H149185F2C0624A1A8F6FAAFD00F644D2"><enum>(2)</enum><text>Latvia; and</text></paragraph><paragraph id="H25B82B7A0D1C4704A21FF4028ED0236B"><enum>(3)</enum><text>Lithuania.</text></paragraph></subsection></section></legis-body></bill>
