which was read twice and referred to the <committee-name committee-id="SSHR00">Committee on Health, Education, Labor, and Pensions</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To develop and disseminate a civic education curriculum and oral history resources regarding certain political ideologies, and for other purposes.</official-title></form><legis-body style="OLC" display-enacting-clause="yes-display-enacting-clause" id="HAC25382EEE7F415F955700933F123772"><section section-type="section-one" id="HBD6B301FD00142508683AC3D8CC6E451"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Crucial Communism Teaching Act</short-title></quote>.</text></section><section id="H531837FD0B964F08854AB0F1F3308C94"><enum>2.</enum><header>Purposes</header><text display-inline="no-display-inline">The purposes of this Act are the following:</text><paragraph id="H6380536619BB4AF4969CCA1FDEE13D9A"><enum>(1)</enum><text display-inline="yes-display-inline">To help families, civic institutions, local communities, local educational agencies, high schools, and State educational agencies to prepare high school students to be civically responsible and knowledgeable adults.</text></paragraph><paragraph id="H875183C14A6F47C5A4F3054AEF6E13C6"><enum>(2)</enum><text display-inline="yes-display-inline">To ensure that high school students in the United States—</text><subparagraph id="HB74150CBE0754320A1C287AE01D612C1"><enum>(A)</enum><text>learn that communism has led to the deaths of more than 100,000,000 victims worldwide;</text></subparagraph><subparagraph id="HB09E546ED82C4D949870CC3ED2556DE9"><enum>(B)</enum><text>understand the dangers of communism and similar political ideologies; and</text></subparagraph><subparagraph id="H4864D395B75C4EB4939B0AB9740AE731"><enum>(C)</enum><text>understand that 1,500,000,000 people still suffer under communism.</text></subparagraph></paragraph></section><section id="H5A25C358D3C34763BC1ACBD16DFB1945"><enum>3.</enum><header>Development and dissemination of civic education curriculum and oral history resources</header><text display-inline="no-display-inline">The independent entity created under section 905(b)(1)(B) of the FRIENDSHIP Act (<external-xref legal-doc="public-law" parsable-cite="pl/103/199">Public Law 103–199</external-xref>; 107 Stat. 2331), also known as the <quote>Victims of Communism Memorial Foundation</quote>, shall—</text><paragraph id="H2C683AA5C2B04727B783FD02BD4A00D3"><enum>(1)</enum><text display-inline="yes-display-inline">develop a civic education curriculum for high school students that—</text><subparagraph id="H12797AC9C5BE40CFB0F72A76D803CEF4"><enum>(A)</enum><text display-inline="yes-display-inline">includes a comparative discussion of certain political ideologies, including communism and totalitarianism, that conflict with the principles of freedom and democracy that are essential to the founding of the United States;</text></subparagraph><subparagraph id="HE8F5252E7D3F4BBB858D0BDCA0E69D9B"><enum>(B)</enum><text display-inline="yes-display-inline">is accurate, relevant, and accessible, so as to promote the understanding of such political ideologies; and</text></subparagraph><subparagraph id="HB15D648CC3934CD8A98AFB67C8AD8E45"><enum>(C)</enum><text display-inline="yes-display-inline">is compatible with a variety of courses, including social studies, government, history, and economics classes;</text></subparagraph></paragraph><paragraph id="H616BF78D04264D19A3FE3D1C79B8F44D"><enum>(2)</enum><text display-inline="yes-display-inline">develop oral history resources that may be used alongside the curriculum described in paragraph (1) and that include personal stories, titled <quote>Portraits in Patriotism</quote>, from diverse individuals who—</text><subparagraph id="HC50594F75E8244E1893278C78A4A05A0"><enum>(A)</enum><text>demonstrate civic-minded qualities;</text></subparagraph><subparagraph id="H6EAD8516B80940CEA273399EEC389529"><enum>(B)</enum><text>are victims of the political ideologies described in paragraph (1)(A); and</text></subparagraph><subparagraph id="HB17B3BAE14C543A78AD3815E3F4C3849"><enum>(C)</enum><text display-inline="yes-display-inline">are able to compare the political ideologies described in paragraph (1)(A) with the political ideology of the United States; and</text></subparagraph></paragraph><paragraph id="H1132FF966EBF485DA486B655B2E13EDA"><enum>(3)</enum><text display-inline="yes-display-inline">engage with State and local educational leaders to assist high schools in using the curriculum described in paragraph (1) and the resources described in paragraph (2).</text></paragraph></section><section id="H0BDA01FAD9864483915BADEB65F0888D"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">The terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>) shall apply to this Act. </text></section></legis-body></bill>
