RES. 78</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250128">January 28, 2025</action-date><action-desc><sponsor name-id="W000788">Ms. Williams of Georgia</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Amending the Rules of the House of Representatives to permit certain resolutions to be privileged only if they are based on conduct which was the subject of an investigation and report by the appropriate committee of jurisdiction or if they are offered by direction of a party caucus or conference.</official-title></form><resolution-body style="OLC" id="H707928E4594643309E2F505DC13C280E"><section display-inline="no-display-inline" section-type="section-one" id="H4A9B9D5A573745BDAFF6A8C6D9726E57"><enum>1.</enum><header>Limitation on privileged status of certain resolutions</header><text display-inline="no-display-inline">Rule IX of the Rules of the House of Representatives is amended by adding at the end the following:</text><quoted-block style="OLC" id="H072CA4EC6CED4637804D9100C385CED0" display-inline="no-display-inline"><rules-clause id="HAAB821749BDF465E89573258CA6B950D"><enum>3.</enum><subsection id="H8417D60C275F46E6A03B76A67CF87CCC" display-inline="yes-display-inline"><enum>(a)</enum><text>A resolution described in paragraph (b) shall not raise a question of privilege for purposes of this rule unless—</text><paragraph id="H433AC2FA5C6349ADABE36BFACC9DC57C"><enum>(1)</enum><text>the committee to whom the resolution is referred has conducted an investigation and filed a report recommending that the House impose the sanction provided by the resolution; or</text></paragraph><paragraph id="H62889BA78968431BBD1DC2AC238E0A34"><enum>(2)</enum><text>the resolution is offered by direction of a party caucus or conference.</text></paragraph></subsection><subsection id="H6B4E79564AF746869318538545EC7F7C" display-inline="no-display-inline"><enum>(b)</enum><text>A resolution described in this paragraph is—</text><paragraph id="H7260D80B85C244F390A2080D4A7B6688"><enum>(1)</enum><text>a resolution impeaching an officer of the Government; or</text></paragraph><paragraph id="HA8F3C9C750CE4C01B920CAD5C5D2047B"><enum>(2)</enum><text>a resolution to censure, reprimand, or expel a Member, Delegate, or Resident Commissioner or to cause a vacancy to occur in the office of the Speaker or in the position of a chair or ranking minority member of a committee.</text></paragraph></subsection></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section></resolution-body></resolution>
