which was referred to the <committee-name committee-id="HAG00">Committee on Agriculture</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Expressing support for the designation of June 2025 as <quote>National Dairy Month</quote> to recognize the critical role dairy plays in maintaining a healthy diet and preserving our Nation’s agricultural economy.</official-title></form><preamble><whereas><text>Whereas 97 percent of dairy farms in the United States are family-owned, small businesses;</text></whereas><whereas><text>Whereas there are over 60,000 dairy farms across the United States supporting over 3 million hardworking individuals;</text></whereas><whereas><text>Whereas dairy farmers play a key role in preserving the local heritage of our Nation’s agricultural communities;</text></whereas><whereas><text>Whereas dairy is a key source of vitamins and nutrients that should be incorporated in a healthy diet for all Americans;</text></whereas><whereas><text>Whereas the most recent Dietary Guidelines for Americans published under section 301 of the National Nutrition Monitoring and Related Research Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/7/5341">7 U.S.C. 5341</external-xref>)—</text><paragraph id="H482928C3AE524DF79BB557A76FA89783"><enum>(1)</enum><text>finds that healthy dietary patterns feature dairy products because such products provide essential nutrients that keep the people of the United States healthy and serve as a leading source of—</text><subparagraph id="H5ED19F224F31455684666021259E3DFA"><enum>(A)</enum><text>calcium, which helps maintain strong bones and aids in heart function; and</text></subparagraph><subparagraph id="HA6AB8CEB84CC49B4ADD704998AAEECE2"><enum>(B)</enum><text>vitamin D, which aids in calcium absorption;</text></subparagraph></paragraph><paragraph id="H29FB6FA275934F6DB4B822E8AE725BC8"><enum>(2)</enum><text>finds that plant-derived products sold as <quote>milk</quote> may be consumed as a source of calcium, but such products are not nutritionally similar to dairy cow milk; and</text></paragraph><paragraph id="H5BCDC33B8EE04D418BC1CF1E436778A0"><enum>(3)</enum><text>provides daily recommendations of dairy products for key age groups, including—</text><subparagraph id="HAA75FC9607F44E439334D17507EAEB7F"><enum>(A)</enum><text>3-cup equivalents for pre-teens, teenagers, and adults;</text></subparagraph><subparagraph id="H7932B981FFFC4128B3AA316D560E632E"><enum>(B)</enum><text>2<fraction>½</fraction>-cup equivalents for children four to eight years of age; and</text></subparagraph><subparagraph id="H1708128CF09F4901BEDDD8749BA0EDAD"><enum>(C)</enum><text>2-cup equivalents for children two to four years of age;</text></subparagraph></paragraph></whereas><whereas><text>Whereas studies have shown that following the daily recommendations of dairy products provided in the Dietary Guidelines for Americans leads to improved bone health and reduced risk of—</text><paragraph id="HFB9C6706DE1A49369CFA949D0C964A14"><enum>(1)</enum><text>osteoporosis, which is a condition in which bones become more fragile over time and more prone to fractures; and</text></paragraph><paragraph id="HEF8000619E3D46C79E3414F62D70542C"><enum>(2)</enum><text>cardiovascular diseases, which are a group of heart and blood vessel disorders that lead to heart attacks and strokes and are among the leading causes of death in the United States; </text></paragraph></whereas><whereas><text>Whereas 42 percent of individuals in the United States take in less than their estimated average requirement of calcium, and 94 percent of such individuals take in less than their estimated average requirement of vitamin D;</text></whereas><whereas><text>Whereas a global study of more than 136,000 adults from 21 countries found that consuming at least two servings of dairy products per day is associated with a lower risk of heart disease, stroke, and death;</text></whereas><whereas><text>Whereas the total annual all-inclusive expense of providing care for osteoporotic fractures among Medicare beneficiaries was an estimated $57,000,000,000 in 2018 and is expected to increase to more than $95,000,000,000 by 2040;</text></whereas><whereas><text>Whereas an individual who experiences an osteoporotic fracture faces all-cause health care costs of more than $30,000 in the year following such fracture, of which an average of $3,000 will be paid by such individual;</text></whereas><whereas><text>Whereas dairy is an integral part of the national school lunch program established under the Richard B. Russell National School Lunch Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1751">42 U.S.C. 1751 et seq.</external-xref>);</text></whereas><whereas><text>Whereas dairy nutrition incentive programs work to encourage program participants to purchase nutrient-dense milk and dairy foods for their families;</text></whereas><whereas><text>Whereas the United States-Mexico-Canada Agreement Implementation Act (<external-xref legal-doc="usc" parsable-cite="usc/19/4501">19 U.S.C. 4501 et seq.</external-xref>) provides new opportunities and continues to support access to high-quality United States products in two valuable export markets;</text></whereas><whereas><text>Whereas dairy export market accessibility continues to be a critical issue;</text></whereas><whereas><text>Whereas there are 27,932 licensed dairy farms across all 50 States, with California, Wisconsin, Idaho, New York, and Texas serving as the top five producers, producing 53 percent of the dairy in the United States;</text></whereas><whereas><text>Whereas the dairy industry continues to face arbitrary restrictions and hurdles from State and local governments, such as proposals to limit the size of dairy farms or impose emissions thresholds; and</text></whereas><whereas><text>Whereas the dairy industry of the United States directly and indirectly provides $793,750,000,000 in total economic impact on the United States and supports 3,200,000 jobs: Now, therefore, be it</text></whereas></preamble><resolution-body style="traditional" id="HA9DF5833B93D4EA19F6E52FFDBC10CCC"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HA63A8E23EAA3486EA567CAC134453C67"><enum/><text>That the House of Representatives—</text><paragraph id="H5FA71D665CEB474C893C228C9E1ABC6A"><enum>(1)</enum><text>supports the designation of <quote>National Dairy Month</quote> to recognize—</text><subparagraph id="H62BF67CA45314E5CB292F0AE493696CD"><enum>(A)</enum><text>the important role dairy plays in a healthy diet;</text></subparagraph><subparagraph id="H1A61919C66F1482AA0AFF3C3B45C37EE"><enum>(B)</enum><text>the exceptional work of dairy producers in supporting our Nation’s food supply; and</text></subparagraph><subparagraph id="H1FFBBC393D0D4DD897CDC29EFC71D6B5"><enum>(C)</enum><text>the economic impact of the United States dairy industry;</text></subparagraph></paragraph><paragraph id="HA635151156B64B66B41733F81B9F2FC0"><enum>(2)</enum><text>condemns unfair and arbitrary regulatory burdens placed on dairy farmers; and</text></paragraph><paragraph id="H6223807C76FD4E669C57D19562EB59E3"><enum>(3)</enum><text>encourages all Americans to support our Nation’s dairy farmers.</text></paragraph></section></resolution-body></resolution>
