RES. 501</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250611">June 11, 2025</action-date><action-desc><sponsor name-id="C001061">Mr. Cleaver</sponsor> (for himself, <cosponsor name-id="K000397">Mrs. Kim</cosponsor>, <cosponsor name-id="P000608">Mr. Peters</cosponsor>, <cosponsor name-id="T000480">Mr. Timmons</cosponsor>, <cosponsor name-id="M001225">Mr. Mullin</cosponsor>, <cosponsor name-id="C001126">Mr. Carey</cosponsor>, <cosponsor name-id="C001066">Ms. Castor of Florida</cosponsor>, <cosponsor name-id="M001219">Mr. Moylan</cosponsor>, <cosponsor name-id="F000476">Mr. Frost</cosponsor>, <cosponsor name-id="L000599">Mr. Lawler</cosponsor>, <cosponsor name-id="Q000023">Mr. Quigley</cosponsor>, and <cosponsor name-id="B001298">Mr. Bacon</cosponsor>) submitted the following resolution; which was referred to the <committee-name committee-id="HRU00">Committee on Rules</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Authorizing two Members to serve as joint sponsors of a bill, resolution, or joint resolution in the House of Representatives if one of the Members is from the majority party and the other is from the minority party.</official-title></form><resolution-body style="OLC" id="H4B54628BC05342E68F4879BB8A14C3E8"><section id="H7FAB39241ADF4A478D133FB9DF2C3181" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This resolution may be cited as the <quote><short-title>Building Unity through Dual Sponsors Resolution</short-title></quote> or the <quote><short-title>BUDS Resolution</short-title></quote>. </text></section><section display-inline="no-display-inline" section-type="subsequent-section" id="HDF4AAABC7CDB42CF980D8259784DD432"><enum>2.</enum><header>Joint sponsorship of bills and resolutions</header><subsection id="HB9B1E7DC72304E679C9BE06092EF5BF3"><enum>(a)</enum><header>Authorizing joint sponsorship</header><text display-inline="yes-display-inline">Clause 7 of rule XII of the Rules of the House of Representatives is amended by adding at the end the following new paragraph:</text><quoted-block style="traditional" id="H046F5B525E654B0198119AC63CDC8BD3" display-inline="no-display-inline"><subsection id="H30F0979770FB4534B6EA3A741A7F0741"><enum>(e)</enum><text>A public bill or public resolution may be sponsored jointly by two Members, including the Delegates and the Resident Commissioner, if one of the Members is from the majority party and the other Member is from the minority party.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H57D88301DDA7406DA1C605D54066D51A"><enum>(b)</enum><header>Conforming amendment relating to authority To name cosponsors</header><text display-inline="yes-display-inline">Clause 7(b)(1) of rule XII of the Rules of the House of Representatives is amended by inserting after the first sentence the following: <quote>In the case of a public bill or public resolution which is sponsored jointly by two Members pursuant to paragraph (e), both of the sponsors may name cosponsors.</quote>.</text></subsection><subsection id="H90FD88DF4E4F414EA2AABE3A2E4B62D9"><enum>(c)</enum><header>Conforming amendment relating to submission of constitutional authority statement</header><text>Clause 7(c)(1) of rule XII of the Rules of the House of Representatives is amended by striking <quote>the sponsor submits</quote> and inserting <quote>the sponsor submits (or, in the case of a public bill or public resolution which is sponsored jointly by two Members pursuant to paragraph (e), both of the sponsors submit)</quote>.</text></subsection></section></resolution-body></resolution>
