RES. 342</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250421">April 21, 2025</action-date><action-desc><sponsor name-id="M000312">Mr. McGovern</sponsor> submitted the following resolution; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>RESOLUTION</legis-type><official-title display="yes">Recognizing the history of the drug diethylstilbestrol and the harm it has caused, and for other purposes.</official-title></form><preamble><whereas><text>Whereas diethylstilbestrol (<quote>DES</quote>) is a toxic and carcinogenic estrogen and endocrine disrupter;</text></whereas><whereas><text>Whereas the Food and Drug Administration (<quote>FDA</quote>) approved DES in the early 1940s;</text></whereas><whereas><text>Whereas DES was widely prescribed, with the intention of preventing miscarriage, to between five and ten million pregnant women in the United States until 1971;</text></whereas><whereas><text>Whereas DES exposure in utero was linked to the development of rare cancers of the vagina and cervix called clear cell adenocarcinoma in female children, commonly referred to as <quote>DES Daughters</quote>;</text></whereas><whereas><text>Whereas the FDA banned the use of DES during pregnancy in the United States in 1971;</text></whereas><whereas><text>Whereas DES exposure in utero has since been linked to increased fertility and pregnancy complications and other physical and mental health challenges;</text></whereas><whereas><text>Whereas the FDA has acknowledged the harm caused by DES but has yet to apologize to the families of those impacted by its prolonged use; and</text></whereas><whereas><text>Whereas April 20 through 26, 2025, would be an appropriate week to designate as <quote>DES Awareness Week</quote>: Now, therefore, be it </text></whereas></preamble><resolution-body style="traditional" id="H4ABB718F6D8F43B297B5619E14318EE9"><section display-inline="yes-display-inline" section-type="undesignated-section" id="HABF5990EB36F462C9B1D3A2552431E11"><enum/><text>That the House of Representatives—</text><paragraph id="HE186976BB6594FD7A8E7AB3187B43B48"><enum>(1)</enum><text>expresses support for the designation of <quote>DES Awareness Week</quote>; </text></paragraph><paragraph id="HCD3985467E244D52B8761500C729AFFB"><enum>(2)</enum><text display-inline="yes-display-inline">recognizes the history of the drug diethylstilbestrol and the harm it has caused;</text></paragraph><paragraph id="HE405C9111ACF446EA057A8EDF00E3156"><enum>(3)</enum><text display-inline="yes-display-inline">supports the restoration of funding for the DES Follow-Up Study; and</text></paragraph><paragraph id="H52C4DFA4E1E64A97B3FEB5E11C7A2372"><enum>(4)</enum><text>urges the Food and Drug Administration to issue a formal apology to families impacted by diethylstilbestrol.</text></paragraph></section></resolution-body></resolution>
