which was referred to the <committee-name committee-id="HVR00">Committee on Veterans' Affairs</committee-name></action-desc></action><action display="yes"><action-date date="20250815">August 15, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc><action-instruction>Strike out all after the enacting clause and insert the part printed in italic</action-instruction><action-instruction>For text of introduced bill, see copy of bill as introduced on February 5, 2025</action-instruction></action><action><action-desc><pagebreak></pagebreak></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title 38, United States Code, to make certain improvements to the provision of on-campus educational and vocational counseling by the Department of Veterans Affairs, and for other purposes.<pagebreak></pagebreak></official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause" changed="added" style="OLC" committee-id="HVR00" reported-display-style="italic" id="H719E04710523423EA670D1B38A69A0E7"><section id="H5CC42D7317264746BC65F417173F447F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Readiness and Employment Improvement Act of 2025</short-title></quote>. </text></section><section id="H2EF85198EDE64893988BADACCC32F36A"><enum>2.</enum><header>Elimination of requirement that on-campus educational and vocational counseling is provided by certain Department of Veterans Affairs employees</header><text display-inline="no-display-inline">Section 3697B(a) of title 38, United States Code, is amended by striking the second sentence.</text></section><section id="HF6689938A581429F96F4427989F05C1C"><enum>3.</enum><header>Authority of Secretary of Veterans Affairs to approve non-degree flight training courses as part of vocational rehabilitation programs for certain veterans with service-connected disabilities</header><subsection id="H80130969ABB24577A4085E771676F809"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 3104(b) of title 38, United States Code, is amended—</text><paragraph id="H9F2C61C2ED1E4784B3B87422303B28E2"><enum>(1)</enum><text>by inserting <quote>(1)</quote> before <quote>A rehabilitation program</quote>;</text></paragraph><paragraph id="H7DEED490A3F245809AC8891B71A462C7"><enum>(2)</enum><text>by striking <quote>To the maximum extent practicable</quote> and inserting <quote>Except as provided under paragraph (2), to the maximum extent practicable</quote>; and</text></paragraph><paragraph id="HD0C52621CE954767A858333913D76789"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="USC" id="H2908B9462136481BB5ECDE78DB77BAE0" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="HAD9654048F884E73A834E35CEAB6B031" display-inline="no-display-inline" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Notwithstanding section 3680A(b) of this title, the Secretary may approve a rehabilitation program for a veteran under this chapter that includes the pursuit of a course of flight training other than one given by an educational institution of higher learning for credit toward a standard college degree the veteran is seeking.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H748173B57CA54FD8ACB2968F7060C190"><enum>(b)</enum><header>Applicability</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall apply with respect to a rehabilitation program approved on or after August 1, 2025.</text></subsection></section><section id="H19DA8AB55C5C408A987228F6BB0C2CA2"><enum>4.</enum><header>Outreach requirements for Department of Veterans Affairs training and rehabilitation programs for veterans with service-connected disabilities</header><subsection id="H732B22DC8F624796AA2F570A0B231856"><enum>(a)</enum><header>VRE contact information</header><text display-inline="yes-display-inline">Section 3104 of title 38, United States Code, is amended by adding at the end the following new subsection:</text><quoted-block style="USC" id="H03790DED86A941B4B97E754A3DEC460E" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><subsection id="H1D02DA657D13472FB3607ECC30C76C78"><enum>(f)</enum><text display-inline="yes-display-inline">The Secretary shall establish a dedicated telephone number within the Education Call Center of the Department for calls about services provided under this chapter. Each regional office of the Department shall include, on the website of the regional office, a name, telephone number, and email address, through which veterans may receive information about services provided under this chapter.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6790C1FF71B748EBB3DE0B1CD09F6221"><enum>(b)</enum><header>Outreach requirement</header><paragraph id="H346DD6EA22724CFA86D87830A82DF551"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/31">Chapter 31</external-xref> of title 38, United States Code, is amended by adding at the end the following new section:</text><quoted-block style="USC" id="H90B87F04814C46EDB6A85A339F5C8C4A" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><section id="H526F54E3E2ED48D5A982CFC9F77E5D1C"><enum>3123.</enum><header>Outreach requirements</header><subsection id="HFCCF2D933D3A443D8BBC066935954066"><enum>(a)</enum><header>Question and answer sessions</header><text display-inline="yes-display-inline">The Secretary shall provide monthly question and answer sessions for appropriate school certifying officials during which such officials shall have the opportunity to ask questions of Department employees who are veteran readiness and employment counselors or trained outreach specialists.</text></subsection><subsection id="HE6819E4CAE8A4B96B4BC26B3AFD82D4A"><enum>(b)</enum><header>Informational briefings</header><paragraph commented="no" display-inline="yes-display-inline" id="H5777BD70714E4D40994CAD7B88C5B69A"><enum>(1)</enum><text>The Secretary shall ensure that veteran readiness and employment counselors or trained outreach specialists employed by a Regional Office of the Department provide in-person briefings for veterans about services provided under this chapter at each educational institution located in the geographic area served by the Regional Office.</text></paragraph><paragraph id="HA03A3725096043A18D581E0D2BE20ECC" indent="up1"><enum>(2)</enum><text>The Secretary may provide a briefing required under paragraph (1) virtually in the case of an educational institution located more than 50 miles away from the headquarters of the Regional Office.</text></paragraph></subsection><subsection id="HB70E78A3D8724CD7B12F17A65D7A0FE2"><enum>(c)</enum><header>Annual report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this section, and annually thereafter, the Secretary shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the extension of periods of vocational rehabilitation programs under section 3105(c) of this title. Such report shall include, for the year covered by the report—</text><paragraph id="HA3ED1F8034F94934B9C926DAEB35806F"><enum>(1)</enum><text>the number of veterans who requested such an extension;</text></paragraph><paragraph id="H15C1DF8F05E048B592799784BBA2347B"><enum>(2)</enum><text>the number of such requests that were approved; and</text></paragraph><paragraph id="H0B4F0E2ACB3645F3B84C563EB3806F13"><enum>(3)</enum><text>the number of such requests that were rejected.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H92EDA3E67B044DCB9A184F2DA6C33E0A"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections at the beginning of such chapter is amended by adding at the end the following new item:</text><quoted-block style="USC" id="H3B76984B2B1D414E86814D135C058196" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><toc regeneration="no-regeneration" changed="added" reported-display-style="italic" committee-id="HVR00"><toc-entry level="section">3123. Outreach requirements.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="HA91FE74192F8473BAEC68B76FEF96984"><enum>(d)</enum><header>Extension of entitlements</header><text>Section 3105(c) of title 38, United States Code, is amended—</text><paragraph id="H2190A782CBD34895AC44CF21DAD2CB56"><enum>(1)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively;</text></paragraph><paragraph id="HEDB1F690090B47ACBE395E5997AD8267"><enum>(2)</enum><text>by inserting <quote>(1)</quote> before <quote>The Secretary</quote>; and</text></paragraph><paragraph id="HBAD39296CC8F415B9B9D62D954C18909"><enum>(3)</enum><text>by adding at the end the following new paragraph:</text><quoted-block style="USC" id="H78A878A0244A4BCAB7EC690671D1B93F" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HVR00"><paragraph id="H8DF19733E3D64D93ADA942912C0CC294" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">If a veteran applies for an extension under paragraph (1), the Secretary shall approve or reject the extension by not later than 30 days after the date on which the veteran submits a request for the extension.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="H4D14DD5B2C104755830D45D706F2EDD2"><enum>5.</enum><header>Extension of certain limits on payments of pension</header><text display-inline="no-display-inline">Section 5503(d)(7) of title 38, United States Code, is amended by striking <quote>November 30, 2031</quote> and inserting <quote>May 31, 2032</quote>. </text></section></legis-body><endorsement display="yes"><action-date date="20250815">August 15, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
