R. 974</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250204">February 4, 2025</action-date><action-desc><sponsor name-id="V000134">Ms. Van Duyne</sponsor> (for herself, <cosponsor name-id="M001204">Mr. Meuser</cosponsor>, <cosponsor name-id="B001314">Mr. Bean of Florida</cosponsor>, and <cosponsor name-id="S001228">Mr. Schmidt</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSM00">Committee on Small Business</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Administrator of the Small Business Administration to ensure that the small business regulatory budget for a small business concern in a fiscal year is not greater than 0, and for other purposes.</official-title></form><legis-body id="HE9EC5E7288BC4C568399FA44412AAA95" style="OLC"><section id="H343C37D68B114209AAF0F655A6820017" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Small Business Regulatory Reduction Act</short-title></quote>.</text></section><section id="H3055F3528E1B4E46AD5A9A30A339F09B"><enum>2.</enum><header>Small Business Administration rulemaking costs to small business concerns</header><subsection commented="no" display-inline="no-display-inline" id="HD57FBFB280FC4C56831065E918FC96B7"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text>In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="H18252BC184284A50B0BC41AC7639B5AD"><enum>(1)</enum><header>Administrator</header><text>The term <term>Administrator</term> means the Administrator of the Small Business Administration.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6197FEAC93344401A19E97E0C8A42B80"><enum>(2)</enum><header>Rule; rule making</header><text>The terms <term>rule</term> and <term>rule making</term> have the meanings given those terms in section 551 of title 5, United States Code.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE0DC4CFE120949FF8BDDCF294098D632"><enum>(3)</enum><header display-inline="yes-display-inline">Small business concern</header><text>The term <term>small business concern</term> has the meaning given the term in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE9DEF620A4464326A1D5F319395193F5"><enum>(4)</enum><header>Small business regulatory budget</header><text>The term <term>small business regulatory budget</term> means the cost to a small business concern of a rule making conducted by the Small Business Administration, including the cost resulting from the issuance of any new rule and the cost resulting from the modification or repeal of an existing rule. </text></paragraph></subsection><subsection id="H6988D03D722548CAA89B1B8C967CDCCD"><enum>(b)</enum><header>Requirement</header><text>In fiscal year 2026, and in each fiscal year thereafter, the Administrator shall ensure that the small business regulatory budget for each small business concern for the applicable fiscal year is not greater than 0.</text></subsection><subsection id="HC1B2C20F5A5149648987F714BF16183A"><enum>(c)</enum><header>Report</header><text>Not later than 60 days after the end of fiscal year 2025, and annually thereafter, the Administrator shall submit to Congress a report regarding rules issued by other Federal agencies during the preceding fiscal year that have an impact on small business concerns, which shall— </text><paragraph commented="no" display-inline="no-display-inline" id="HC721FE50C8E640FEBB5E00500B918C37"><enum>(1)</enum><text display-inline="yes-display-inline">include each such rule issued during the preceding fiscal year; and </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6482D2DC3D1D4114BDC079AD8DA67C2F"><enum>(2)</enum><text display-inline="yes-display-inline">be disaggregated by the Federal agency that issued each such rule.</text></paragraph></subsection></section><section id="H6DFC7931E0234FF89E3D0BF5A8E3C5D8"><enum>3.</enum><header>No additional funds</header><text display-inline="no-display-inline">No additional funds are authorized to be appropriated to carry out this Act.</text></section></legis-body></bill>
