R. 878</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250131">January 31, 2025</action-date><action-desc><sponsor name-id="M001219">Mr. Moylan</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To extend the supplemental security income program to Guam, and for other purposes.</official-title></form><legis-body id="H2F9458E7C4AF45B3B32FF5088D7958AF" style="OLC"><section id="H51A65914029445C5A719A103630925CE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Katrina and Leslie Schaller Act</short-title></quote>.</text></section><section id="H83088EB11FC64BB68419B11E40DFA786"><enum>2.</enum><header>Extension of the supplemental security income program to Guam</header><subsection id="H5E4A3C7A10EF44B5A07F7D8E30282278"><enum>(a)</enum><header>In general</header><text>Section 303(b) of the Social Security Amendments of 1972 (86 Stat. 1484) is amended by striking <quote>, Guam,</quote>.</text></subsection><subsection id="HD5FB9778F0EE478DA9BC376DAEC6BAB8"><enum>(b)</enum><header>Conforming amendments</header><paragraph id="HAC6429DAC35D48D0B881F39EE257FD6C"><enum>(1)</enum><header>Guam included in definition of <quote>State</quote> for purposes of certain programs</header><text>Section 1101(a)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1301">42 U.S.C. 1301(a)(1)</external-xref>) is amended in the 5th sentence, by striking <quote>, the Virgin Islands, and Guam</quote> each place it appears and inserting <quote>and the Virgin Islands</quote>.</text></paragraph><paragraph id="H0CFA21880C3F40AD8334A0944DCEDC49"><enum>(2)</enum><header>Elimination of limit on total payments to Guam under certain programs</header><text>Section 1108 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1308">42 U.S.C. 1308</external-xref>) is amended—</text><subparagraph id="HC03A83808AF24EF2825C4D9C5654BAE5"><enum>(A)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">, Guam,</header-in-text></quote>; and</text></subparagraph><subparagraph id="H550A11AB6AAB481688958FC6DDCD7FFD"><enum>(B)</enum><text>in subsection (c)—</text><clause id="H7F35ED1FE7CB42DB955B2555AD9ADF49"><enum>(i)</enum><text>in paragraph (1), by striking <quote>, Guam,</quote>; and</text></clause><clause id="H18B82D2DA6244646B4EE34E072B64331"><enum>(ii)</enum><text>in paragraph (4), by striking subparagraph (B) and redesignating subparagraphs (C) and (D) as subparagraphs (B) and (C), respectively.</text></clause></subparagraph></paragraph><paragraph id="HB42629C9C7F047B1BF55971F6D2C2534"><enum>(3)</enum><header>Guam included in geographic meaning of United States under the SSI program</header><text>Section 1614(e) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1382c">42 U.S.C. 1382c(e)</external-xref>) is amended by striking <quote>and the District of Columbia</quote> and inserting <quote>, the District of Columbia and Guam</quote>.</text></paragraph></subsection><subsection id="HB85E7C864FF1421AAC1710455587BC28"><enum>(c)</enum><header>Waiver authority</header><text>The Commissioner of Social Security may waive or modify any statutory requirement relating to the provision of benefits under the Supplemental Security Income Program under title XVI of the Social Security Act in Guam, to the extent that the Commissioner deems it necessary in order to adapt the program to the needs of Guam.</text></subsection><subsection id="H9867D7AEDF744421B8869896B30A1CFB"><enum>(d)</enum><header>Effective date</header><text>This section and the amendments made by this section shall take effect on the 1st day of the 1st Federal fiscal year that begins 1 year or more after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
