R. 730</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250124">January 24, 2025</action-date><action-desc><sponsor name-id="H001085">Ms. Houlahan</sponsor> (for herself and <cosponsor name-id="B001307">Mr. Baird</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To coordinate Federal research and development efforts focused on modernizing mathematics in STEM education through mathematical and statistical modeling, including data-driven and computational thinking, problem, project, and performance-based learning and assessment, interdisciplinary exploration, and career connections, and for other purposes.</official-title></form><legis-body id="HD48E5676C11F43EBAE2E2FB5AA124A9E" style="OLC"><section id="H1113B81993BC43F989A7086C4F787B11" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Mathematical and Statistical Modeling Education Act</short-title></quote>.</text></section><section id="HA3E6E55BA925412CABBFC26A5E296F57"><enum>2.</enum><header>Mathematical and statistical modeling education</header><subsection id="H5A7BDCB55A374F1DB4716D42A782BEF9"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text><paragraph id="H6A321583E01A489AA27AC1D7CAAA955E"><enum>(1)</enum><text>The mathematics taught in schools, including statistical problem solving and data science, is not keeping pace with the rapidly evolving needs of the public and private sector, resulting in a STEM skills shortage and employers needing to expend resources to train and upskill employees. </text></paragraph><paragraph id="H386A474BF9104842884D0B4FFE5BC161"><enum>(2)</enum><text>According to the Bureau of Labor Statistics, the United States will need 1,000,000 additional STEM professionals than it is on track to produce in the coming decade.</text></paragraph><paragraph id="HD9032F6D2D064111A93C95CEA4E939E0"><enum>(3)</enum><text>The field of data science, which is relevant in almost every workplace, relies on the ability to work in teams and use computational tools to do mathematical and statistical problem solving.</text></paragraph><paragraph id="H95382C607E8C4F33A5C6FBE62B15EF72"><enum>(4)</enum><text>Many STEM occupations offer higher wages, more opportunities for advancement, and a higher degree of job security than non-STEM jobs.</text></paragraph><paragraph id="H5ABFE1B5303F47B9B669C5E80F256BB8"><enum>(5)</enum><text>The STEM workforce relies on computational and data-driven discovery, decision making, and predictions, from models that often must quantify uncertainty, as in weather predictions, spread of disease, or financial forecasting.</text></paragraph><paragraph id="H1EFE9A53E0B64D4193D1A50E66A4EBCD"><enum>(6)</enum><text>Most fields, including analytics, science, economics, publishing, marketing, actuarial science, operations research, engineering, and medicine, require data savvy, including the ability to select reliable sources of data, identify and remove errors in data, recognize and quantify uncertainty in data, visualize and analyze data, and use data to develop understanding or make predictions.</text></paragraph><paragraph id="HFD74908557F04B6F8E93CC1E02AB5DDB"><enum>(7)</enum><text>Rapidly emerging fields, such as artificial intelligence, machine learning, quantum computing and quantum information, all rely on mathematical and statistical concepts, which are critical to prove under what circumstances an algorithm or experiment will work and when it will fail.</text></paragraph><paragraph id="HEB90CA726B254200A030341D12799E32"><enum>(8)</enum><text>Military academies have a long tradition in teaching mathematical modeling and would benefit from the ability to recruit students with this expertise from their other school experiences. </text></paragraph><paragraph id="H7BF4D1B8C1C04CA989BB80A06E706232"><enum>(9)</enum><text>Mathematical modeling has been a strong educational priority globally, especially in China, where participation in United States mathematical modeling challenges in high school and higher education is orders of magnitude higher than in the United States, and Chinese teams are taking a majority of the prizes.</text></paragraph><paragraph id="H53B96829EDCB4E3797BE03F47DCB18FA"><enum>(10)</enum><text>Girls participate in mathematical modeling challenges at all levels at similar levels as boys, while in traditional mathematical competitions girls participate less and drop out at every stage. Students cite opportunity for teamwork, using mathematics and statistics in meaningful contexts, ability to use computation, and emphasis on communication as reasons for continued participation in modeling challenges. </text></paragraph></subsection><subsection id="HE6AC2884A40B4C13A97903B4011CB2D7"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="H328A1C964D8E4D3CA9317E327B8A20F0"><enum>(1)</enum><header>Director</header><text>The term <term>Director</term> means the Director of the National Science Foundation.</text></paragraph><paragraph id="HC851862F809A4ECE9866B6389852A4C2"><enum>(2)</enum><header>Federal laboratory</header><text>The term <term>Federal laboratory</term> has the meaning given such term in section 4 of the Stevenson-Wydler Technology Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3703">15 U.S.C. 3703</external-xref>).</text></paragraph><paragraph id="HD0708BFCB0814DE69DB6E2A8831818E1"><enum>(3)</enum><header>Foundation</header><text>The term <term>Foundation</term> means the National Science Foundation.</text></paragraph><paragraph id="HB0BB7A47A6BD4DD58468CAA4D1770317"><enum>(4)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given such term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text></paragraph><paragraph id="HC74BF7687D6A407A98FEEDB3CAA8A325"><enum>(5)</enum><header>Mathematical modeling</header><text>The term <term>mathematical modeling</term> has the meaning given such term in the 2019 Guidelines to Assessment and Instruction in Mathematical Modeling Education (GAIMME) report, 2nd edition.</text></paragraph><paragraph id="H8C0B2752A81B4731A7439AAC8B86B249"><enum>(6)</enum><header>Operations research</header><text>The term <term>operations research</term> means the application of scientific methods to the management and administration of organized military, governmental, commercial, and industrial processes to maximize operational efficiency. </text></paragraph><paragraph id="H6C9FE14D84FD494FB89839E50FDA86E3" commented="no" display-inline="no-display-inline"><enum>(7)</enum><header>Statistical modeling</header><text>The term <term>statistical modeling</term> has the meaning given such term in the 2021 Guidelines to Assessment and Instruction in Statistical Education (GAISE II) report. </text></paragraph><paragraph id="H2C917D37EBEF4F0EB77D42EAB8D83606"><enum>(8)</enum><header>STEM</header><text>The term <term>STEM</term> means the academic and professional disciplines of science, technology, engineering, and mathematics, including computer science.</text></paragraph></subsection><subsection id="H11A92CE2C59C466197A9BF3E900B986A"><enum>(c)</enum><header>Preparing educators To engage students in mathematical and statistical modeling</header><text display-inline="yes-display-inline">The Director shall make awards on a merit-reviewed, competitive basis to institutions of higher education and nonprofit organizations (or a consortium thereof) for research and development to advance innovative approaches to support and sustain high-quality mathematical modeling education in schools that are operated by local educational agencies, including statistical modeling, data science, operations research, and computational thinking. The Director shall encourage applicants to form partnerships to address critical transitions, such as middle school to high school, high school to college, and school to internships and jobs. </text></subsection><subsection id="HE7AEBC9B85DD4C24B924C07BB217E9F7"><enum>(d)</enum><header>Application</header><text display-inline="yes-display-inline">An entity seeking an award under subsection (c) shall submit an application at such time, in such manner, and containing such information as the Director may require. The application shall include the following:</text><paragraph id="HA7BC6E83BE1D4F75AAC46450E085D2A2"><enum>(1)</enum><text display-inline="yes-display-inline">A description of the target population to be served by the research activity for which such an award is sought, including student subgroups described in section 1111(b)(2)(B)(xi) of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/6311">20 U.S.C. 6311(b)(2)(B)(xi)</external-xref>), and students experiencing homelessness and children and youth in foster care.</text></paragraph><paragraph id="H88CEEA15DED342F998D9619AF6392907"><enum>(2)</enum><text>A description of the process for recruitment and selection of students, educators, or local educational agencies to participate in such research activity.</text></paragraph><paragraph id="H86A4C78A0489444DA3C6DAA0D8E89A0D"><enum>(3)</enum><text display-inline="yes-display-inline">A description of how such research activity may inform efforts to promote the engagement and achievement of students, including students from groups historically underrepresented in STEM, in prekindergarten through grade 12 in mathematical modeling and statistical modeling using problem-based learning with contextualized data and computational tools. </text></paragraph><paragraph id="HF84A03D8B80340F28D82A6360C909D2D"><enum>(4)</enum><text display-inline="yes-display-inline">In the case of a proposal consisting of a partnership or partnerships with one or more local educational agencies and one or more researchers, a plan for establishing a sustained partnership that is jointly developed and managed, draws from the capacities of each partner, and is mutually beneficial.</text></paragraph></subsection><subsection id="H386EBDCEB7BF4249A87FFC80A98DFDAD"><enum>(e)</enum><header>Partnerships</header><text display-inline="yes-display-inline">In making awards under subsection (c), the Director shall encourage applications that include the following:</text><paragraph id="H09F62C2D14434F5895B866E91CB1726A"><enum>(1)</enum><text>Partnership with a nonprofit organization or an institution of higher education that has extensive experience and expertise in increasing the participation of students in prekindergarten through grade 12 in mathematical modeling and statistical modeling.</text></paragraph><paragraph id="H01BB9B14BB8C45408B7467CA808B86F0"><enum>(2)</enum><text>Partnership with a local educational agency, a consortium of local educational agencies, or Tribal educational agencies.</text></paragraph><paragraph id="HB88D0DE71A2646EFAA28E57F4473DB13"><enum>(3)</enum><text display-inline="yes-display-inline">An assurance from school leaders to making reforms and activities proposed by the applicant a priority.</text></paragraph><paragraph id="H89E34B43E0ED4475B25E48DBA427D65D"><enum>(4)</enum><text>Ways to address critical transitions, such as middle school to high school, high school to college, and school to internships and jobs.</text></paragraph><paragraph id="H1381D06A08474016978115D3400FE085"><enum>(5)</enum><text>Input from education researchers and cognitive scientists, as well as practitioners in research and industry, so that what is being taught is up-to-date in terms of content and pedagogy.</text></paragraph><paragraph id="HFA438E3FEE5D4F99B23785922E21342D"><enum>(6)</enum><text>A communications strategy for early conversations with parents, school leaders, school boards, community members, employers, and other stakeholders.</text></paragraph><paragraph id="H1D40C4EAC0FB4E0380437ECCEE59D169"><enum>(7)</enum><text>Resources for parents, school leaders, school boards, community members, and other stakeholders to build skills in modeling and analytics.</text></paragraph></subsection><subsection id="HB565C2A1DAA94906A92144DCB3A499F5"><enum>(f)</enum><header>Use of funds</header><text display-inline="yes-display-inline">An entity that receives an award under this section shall use the award for research and development activities to advance innovative approaches to support and sustain high-quality mathematical modeling education in public schools, including statistical modeling, data science, operations research, and computational thinking, which may include the following:</text><paragraph id="H62C6B4E44605430D9F4B64D10C1F3FF9"><enum>(1)</enum><text>Engaging prekindergarten through grade 12 educators in professional learning opportunities to enhance mathematical modeling and statistical problem solving knowledge, and developing training and best practices to provide more interdisciplinary learning opportunities.</text></paragraph><paragraph id="H0700330F87544CB7A33F97287AECC835"><enum>(2)</enum><text>Conducting research on curricula and teaching practices that empower students to choose the mathematical, statistical, computational, and technological tools they will apply to a problem, as is required in life and the workplace, rather than prescribing a particular approach or method.</text></paragraph><paragraph id="H5BEF8781AA2E46F6BB6059E3BE2AB310" commented="no"><enum>(3)</enum><text>Providing students with opportunities to explore and analyze real data sets from contexts that are meaningful to the students, which may include the following:</text><subparagraph id="H9D40107B3F3D47159C9C678832F879F3" commented="no"><enum>(A)</enum><text>Missing or incorrect values.</text></subparagraph><subparagraph id="HCFC83CEFB5A4472F864B4440ACB3A387" commented="no"><enum>(B)</enum><text>Quantities of data that require choice and use of appropriate technology.</text></subparagraph><subparagraph id="H0D92308903044E7AB5F3A9A62E288552" commented="no"><enum>(C)</enum><text>Multiple data sets that require choices about which data are relevant to the current problem.</text></subparagraph><subparagraph id="H77B7CFD9346F4AB8BA242347E4A82129" commented="no"><enum>(D)</enum><text>Data of various types including quantities, words, and images.</text></subparagraph></paragraph><paragraph id="HD623C3D30541416AAF5D2BDAB23E2330"><enum>(4)</enum><text>Taking a school or district-wide approach to professional development in mathematical modeling and statistical modeling.</text></paragraph><paragraph id="H956F5A11A61749638961204E8CEACC0F"><enum>(5)</enum><text>Engaging rural local agencies.</text></paragraph><paragraph id="HE70FB09176A8414F9570B04F19AC50BC"><enum>(6)</enum><text>Supporting research on effective mathematical modeling and statistical modeling teaching practices, including problem- and project-based learning, universal design for accessibility, and rubrics and mastery-based grading practices to assess student performance.</text></paragraph><paragraph id="H174F56E21F98494B8A52D3FBA0F5EFA2"><enum>(7)</enum><text>Designing and developing pre-service and in-service training resources to assist educators in adopting transdisciplinary teaching practices within mathematics and statistics courses.</text></paragraph><paragraph id="HC9DDD00D1B2A4E8689AF0485E961DB7B"><enum>(8)</enum><text>Coordinating with local partners to adapt mathematics and statistics teaching practices to leverage local natural, business, industry, and community assets in order to support community-based learning.</text></paragraph><paragraph id="HFD2D31EA1A55482AA018FC252597640C"><enum>(9)</enum><text>Providing hands-on training and research opportunities for mathematics and statistics educators at Federal laboratories, institutions of higher education, or in industry.</text></paragraph><paragraph id="HBD7F22ACB4AA4280AA2005B61AA3DE07"><enum>(10)</enum><text>Developing mechanisms for partnerships between educators and employers to help educators and students make connections between their mathematics and statistics projects and topics of relevance in today’s world.</text></paragraph><paragraph id="HDC19584814744783A5974895DF7BECE0"><enum>(11)</enum><text>Designing and implementing professional development courses and experiences, including mentoring for educators, that combine face-to-face and online experiences.</text></paragraph><paragraph id="H9A96C68E5A5043648705624B485F5F94"><enum>(12)</enum><text display-inline="yes-display-inline">Reducing gaps in access to learning opportunities for students from groups historically underrepresented in STEM.</text></paragraph><paragraph id="H2BD35223110542B0BD8B41CA906E4D05"><enum>(13)</enum><text display-inline="yes-display-inline">Providing support and resources for students from groups historically underrepresented in STEM.</text></paragraph><paragraph id="HB9C035AFE5054F61ABBB23BD1B3634FA"><enum>(14)</enum><text>Addressing critical transitions, such as middle school to high school, high school to college, and school to internships and jobs.</text></paragraph><paragraph id="H4AF7C21AB1AE4C0ABE5E2A8F167D3E90"><enum>(15)</enum><text>Researching effective approaches for engaging students from groups historically underrepresented in STEM.</text></paragraph><paragraph id="H8132208400EC42EF8DDF0CC8BDCAD571"><enum>(16)</enum><text>Any other activity the Director determines will accomplish the goals of this section.</text></paragraph></subsection><subsection id="HE2A00397AEDA42F0867AA6BDE2513D6C"><enum>(g)</enum><header>Evaluations</header><text display-inline="yes-display-inline">All proposals for awards under this section shall include an evaluation plan that includes the use of outcome oriented measures to assess the impact and efficacy of the award. Each recipient of an award under this section shall include results from such evaluative activities in annual and final project reports.</text></subsection><subsection id="H6F7FAB29CC984110B116F98DC9D12761"><enum>(h)</enum><header>Accountability and dissemination</header><paragraph id="HECA477D530D84884908C3815E6D2F2E1"><enum>(1)</enum><header>Evaluation required</header><text>The Director shall evaluate the portfolio of awards made under this section. Such evaluation shall—</text><subparagraph id="H447C09CB39194858BA2F32DF9F73FAF7"><enum>(A)</enum><text>use a common set of benchmarks and tools to assess the results of research conducted under such awards and identify best practices; and</text></subparagraph><subparagraph id="HA636631E97684144B8AA87A0C6F9BF84"><enum>(B)</enum><text display-inline="yes-display-inline">to the extent practicable, integrate the findings of research resulting from the activities funded through such awards with the findings of other research on student’s pursuit of degrees or careers in STEM.</text></subparagraph></paragraph><paragraph id="HA0EE74925531451C90BA8EE938579DF3"><enum>(2)</enum><header>Report on evaluations</header><text>Not later than 180 days after the completion of the evaluation under paragraph (1), the Director shall submit to Congress and make widely available to the public a report that includes the following:</text><subparagraph id="HA1E9148398714CC2BE197DF4A43F3521"><enum>(A)</enum><text>The results of the evaluation.</text></subparagraph><subparagraph id="H8C85426A3B9C416C96EBF9B241FDAB5C"><enum>(B)</enum><text display-inline="yes-display-inline">Any recommendations for administrative and legislative action that could optimize the effectiveness of the awards made under this section.</text></subparagraph></paragraph></subsection><subsection id="H3BC8CE6997F741ACAB8365C9CB80247C"><enum>(i)</enum><header>Funding</header><text display-inline="yes-display-inline">From amounts appropriated or otherwise made available for the Directorate for STEM Education of the National Science Foundation, the Director shall allocate $10,000,000 for each of the fiscal years 2026 through 2030 to carry out this section.</text></subsection></section><section id="H48BBF5ED594841FD8226503871E277E3"><enum>3.</enum><header>NASEM report on mathematical and statistical modeling education in prekindergarten through 12th grade</header><subsection id="HF27033FF401D44FB8911C5A4D7020A7F"><enum>(a)</enum><header>Study</header><text>Not later than 180 days after the date of the enactment of this Act, the Director shall seek to enter into an agreement with the National Academies of Sciences, Engineering and Medicine (in this section referred to as <quote>NASEM</quote>) (or if NASEM declines to enter into such an agreement, another appropriate entity) under which NASEM, or such other appropriate entity, agrees to conduct a study on the following:</text><paragraph id="H280732D8D2664AC3B6ADE6081C3499BC"><enum>(1)</enum><text display-inline="yes-display-inline">Factors that enhance or barriers to the implementation of mathematical modeling and statistical modeling in elementary and secondary education, including opportunities for and barriers to use modeling to integrate mathematical and statistical ideas across the curriculum, including the following:</text><subparagraph id="H90A108CB49DF469691441542E42CE0D5"><enum>(A)</enum><text>Pathways in mathematical modeling and statistical problem solving from kindergarten to the workplace so students are able to identify opportunities to use their school mathematics and statistics in a variety of jobs and life situations and so employers can benefit from students’ school learning of data science, computational thinking, mathematics, statistics, and related subjects.</text></subparagraph><subparagraph id="H992585DD1DC2455194552F034319C8EB"><enum>(B)</enum><text>The role of community-based problems, service-based learning. and internships for connecting students with career preparatory experiences.</text></subparagraph><subparagraph id="HE717D141AF634BA5B632280EF4FFECF5"><enum>(C)</enum><text>Best practices in problem-, project-, performance-based learning and assessment.</text></subparagraph></paragraph><paragraph id="HF290B92EA6944C0F8CBED46022CADCEF"><enum>(2)</enum><text>Characteristics of teacher education programs that successfully prepare teachers to engage students in mathematical modeling and statistical modeling, as well as gaps and suggestions for building capacity in the pre-service and in-service teacher workforce.</text></paragraph><paragraph id="H8DCE828ED55D47BAB6463D5FA643979F"><enum>(3)</enum><text>Mechanisms for communication with stakeholders, including parents, administrators, and the public, to promote understanding and knowledge of the value of mathematical modeling and statistical modeling in education.</text></paragraph></subsection><subsection id="H5FE52089B3044B67B1C6FA8D191E60AF"><enum>(b)</enum><header>Public stakeholder meeting</header><text>In the course of completing the study described in subsection (a), NASEM or such other appropriate entity shall hold not fewer than one public meeting to obtain stakeholder input on the topics of such study.</text></subsection><subsection id="H91105EAC238C4A4890526A45142987B0"><enum>(c)</enum><header>Report</header><text>The agreement under subsection (a) shall require NASEM, or such other appropriate entity, not later than 24 months after the effective date of such agreement, to submit to the Director, the Secretary of Education, and the Congress a report containing the following:</text><paragraph id="HA262CFF388C0499C9193373A85D600F7"><enum>(1)</enum><text>The results of the study conducted under subsection (a).</text></paragraph><paragraph id="H9BAA26A0C6284A429808FBC95A0D0F40"><enum>(2)</enum><text>Recommendations to modernize the processes described in subsection (a)(1).</text></paragraph><paragraph id="H89C89C6F5EF34C83BB1DD0BF2DE09CF7"><enum>(3)</enum><text>Recommendations for such legislative and administrative action as NASEM, or such other appropriate entity, determines appropriate.</text></paragraph></subsection><subsection id="H7131E4C927A84C8D90384E2610FA11AA"><enum>(d)</enum><header>Funding</header><text display-inline="yes-display-inline">From amounts appropriated or otherwise made available for the Directorate for STEM Education of the National Science Foundation, the Director shall allocate up to $1,000,000 for fiscal year 2026 to carry out this section.</text></subsection></section><section id="H6E60260939E04E9BABEECE5662A1DDB5"><enum>4.</enum><header>Limitations</header><subsection id="H454EE9DFAC074F8294300CFD5F8F7EFD"><enum>(a)</enum><header>Limitation on funding</header><text>Amounts made available to carry out sections 2 and 3 shall be derived from amounts appropriated or otherwise made available to the National Science Foundation.</text></subsection><subsection id="HA0FDC9774CDF4DEA862612887FA794BF"><enum>(b)</enum><header>Sunset</header><text>The authority to provide awards under this Act shall expire on September 30, 2029.</text></subsection></section></legis-body></bill>
