<section id="H6135D185940149179ED0176A3C19514F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Office of Fusion Act of 2025</short-title></quote>.</text></section> <section id="H76F5989AF8104859BA887C778D2ED179"><enum>2.</enum><header>Reestablishment of Department of Energy office relating to fusion</header> <subsection id="HE9CF386B3DC84D98B1684E97048A8761"><enum>(a)</enum><header>Office of Fusion</header><text>Title II of the Department of Energy Organization Act is amended by inserting after section 215 (<external-xref legal-doc="usc" parsable-cite="usc/42/7144b">42 U.S.C. 7144b</external-xref>) the following:</text>

<section commented="no" display-inline="no-display-inline" id="H53B292BCE8604AB39F63785458743209"><enum>216.</enum><header>Office of Fusion</header> 
<subsection id="H2B45F8401A064CDFB647828A9900595A"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish the Office of Fusion (referred to in this section as the <quote>Office</quote>) within the Department to advance near-term and long-term fusion energy science and technology to meet the energy, environmental, and economic needs of the United States.</text></subsection> <subsection id="H4B5D45F8836148B18F4AD13C20622529"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Office shall be—</text> 
<paragraph id="HE9A6B79ADA21422AB559F6C49AA0F03C"><enum>(1)</enum><text>to enhance the economic and energy security of the United States;</text></paragraph> <paragraph id="H244C176BD02240AA85BF3935E7D23110"><enum>(2)</enum><text>to maintain United States leadership in fusion energy technologies;</text></paragraph> 
<paragraph id="HB0076C4367164B75A3D188932DB1C97D"><enum>(3)</enum><text>to advance fusion energy, in partnership with the private sector, to accelerate research, development, demonstration, deployment, and market adoption of fusion technologies;</text></paragraph> <paragraph id="H14417CE4C5814321AEADD89DFD512C26"><enum>(4)</enum><text>to manage public-private partnerships with the United States fusion industry to accelerate successful deployment of first commercial fusion power plants, with a goal to start construction of more than 1 private-sector fusion power plant not later than December 31, 2028;</text></paragraph> 
<paragraph id="HE6197F33C33245458F013333EA49DE63"><enum>(5)</enum><text>to ensure an adequate national fusion supply chain infrastructure, including manufacturing capabilities;</text></paragraph> <paragraph id="H53F755476303456FBDDBF8E3FF30D31A"><enum>(6)</enum><text>to serve in a coordination role to align the capabilities of the Office of Science for basic research, the Advanced Research Projects Agency—Energy for early technology development, and the National Nuclear Security Administration for fusion-relevant technologies to serve a single goal of accelerating commercial plant deployment while meeting high standards for safety;</text></paragraph> 
<paragraph id="H9EF1D73C1611479080A50DB2477396C4"><enum>(7)</enum><text>to expand international fusion energy cooperation to support commercialization of fusion energy;</text></paragraph> <paragraph id="HAAFDC1CC479D457DAA5512A46A3B3864"><enum>(8)</enum><text>to ensure the availability of a well-trained workforce to support the fusion industry;</text></paragraph> 
<paragraph id="HF411DE397E4B407498CCA0290568F774"><enum>(9)</enum><text>to provide technical expertise to regulators of fusion machines at the Federal, State, and international levels; and</text></paragraph> <paragraph id="HC39306CA89914B98878A2798B082039A"><enum>(10)</enum><text>to partner with other agencies to support programs and initiatives to facilitate international market opportunities for the United States commercial fusion industry.</text></paragraph></subsection> 
<subsection id="H64DBBF22B78B4D59A93CC0AA376D290E"><enum>(c)</enum><header>Director</header><text>The head of the Office shall be a Director selected by the Secretary.</text></subsection> <subsection id="H81CB0BA7EB544498AEC7C28573220F57"><enum>(d)</enum><header>Consolidation of fusion offices</header><text>The Secretary shall—</text> 
<paragraph id="HA461A38F85CA4FCF97C946191A8D443B"><enum>(1)</enum><text display-inline="yes-display-inline">transfer all programs previously stewarded by the Fusion Energy Sciences program of the Office of Science as of November 19, 2025, to the Office; and</text></paragraph> <paragraph id="H4A77B5945A2D469FBDA3BB9EFB40A856"><enum>(2)</enum><text>develop a timeline for transferring the programs identified under paragraph (1).</text></paragraph></subsection> 
<subsection commented="no" display-inline="no-display-inline" id="HC6A85291E54B4340B4295541A9C7859A"><enum>(e)</enum><header display-inline="yes-display-inline">Consultation</header><text>In carrying out the duties of the Office, the Director shall consult with the private sector, National Laboratories, institutions of higher education, and the public as to how to optimize the organization of the various programs within the Department.</text></subsection> <subsection id="H0D6CA1CD6E4E4145AE66F67E7818232D" commented="no"><enum>(f)</enum><header>Fusion demonstration program vision</header> <paragraph commented="no" display-inline="no-display-inline" id="H6FD875288FF048E981D4D7326137EA55"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than one year after the date of enactment of the <short-title>Office of Fusion Act of 2025</short-title>, the Secretary and the Director shall submit to Congress a commercial deployment roadmap that—</text> 
<subparagraph commented="no" display-inline="no-display-inline" id="HD6CBC629997A465FA25803DA7EC9B6F6"><enum>(A)</enum><text display-inline="yes-display-inline">identifies key barriers; and</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="H9ACB6E4976DB464FAA37C1C767E5C6B4"><enum>(B)</enum><text display-inline="yes-display-inline">describes specific activities to overcome those barriers and meet key deployment milestones, including activities such as early-stage technology development, regulatory streamlining, demonstration projects, and supply chain manufacturing.</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H5F2A11D021644E12A7592179375CDE88"><enum>(2)</enum><header>Periodic report</header><text>The Secretary and the Director shall submit to Congress an updated roadmap under paragraph (1)—</text> <subparagraph commented="no" display-inline="no-display-inline" id="H661F2B8CD5C0476084F826CC5EA7DC6C"><enum>(A)</enum><text display-inline="yes-display-inline">every 4 years; or</text></subparagraph> 
<subparagraph commented="no" display-inline="no-display-inline" id="H022C7E2E44EA488E9299C7CBCB553799"><enum>(B)</enum><text display-inline="yes-display-inline">appended to another periodic energy report, as determined by the Secretary and the Director.</text></subparagraph></paragraph></subsection> <subsection id="H54D322D7AE99469990053954C106202A" commented="no"><enum>(g)</enum><header>Coordination and Nonduplication</header> <paragraph id="H378819D869C44FC8A2136D2FEC941BF2" commented="no"><enum>(1)</enum><header>In general</header><text>To the maximum extent practicable, the Director shall ensure that the activities of the Office are coordinated with, and do not duplicate the efforts of, other programs and laboratories within the Department and other relevant research agencies.</text></paragraph> 
<paragraph id="H0CAB3D40CB934F57808E050511382FEE" commented="no"><enum>(2)</enum><header>Technology transfer coordination</header><text>To the extent appropriate, the Director may coordinate with the Chief Commercialization Officer appointed under section 1001(a)(4) of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16391">42 U.S.C. 16391(a)(4)</external-xref>).</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H618049E643BD450BA723621DFE8A2A79" commented="no"><enum>(b)</enum><header>Fusion energy under Assistant Secretary</header><text>Section 203(a)(2) of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7133">42 U.S.C. 7133(a)(2)</external-xref>) is amended—</text> 
<paragraph commented="no" display-inline="no-display-inline" id="H92758A9F02E74897A934223BDB987D98"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (C), (D), and (E) as subparagraphs (D), (E), and (F), respectively; and</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H0EC4F7333CB74C0496238887C3AE1307"><enum>(2)</enum><text>by inserting after subparagraph (B) the following:</text>

<subparagraph commented="no" display-inline="no-display-inline" id="H6CDE2385EBC7424B81907B9863603395"><enum>(C)</enum><text display-inline="yes-display-inline">fusion energy resources;</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="HB20EEF70894B49779B712DA138F99D6F"><enum>(c)</enum><header>Clerical amendment</header><text>The table of contents for the Department of Energy Organization Act (<external-xref legal-doc="public-law" parsable-cite="pl/95/91">Public Law 95–91</external-xref>; 91 Stat. 565; 119 Stat. 764; 133 Stat. 2199) is amended by inserting after the item relating to section 215 the following:</text>
