<section id="H1DCBF805539449BC8F080C064EFF89F0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Noncontiguous Shipping Competition Act</short-title></quote>.</text></section> <section id="HA4F035FED08D4601ABA7D7588C51F7FA"><enum>2.</enum><header>Shipping: Exemption of certain noncontiguous trade from the coastwise laws</header><text display-inline="no-display-inline">Section 55101(b) of title 46, United States Code, is amended—</text>
<paragraph id="H767D7EA5D15C48E295DD4872164A786D"><enum>(1)</enum><text>in paragraph (2), by striking <quote>or</quote> after the semicolon;</text></paragraph> <paragraph id="H375ACB818440404DAC246CF0A5554F77"><enum>(2)</enum><text>in paragraph (3), by striking the period and inserting <quote>; or</quote>; and</text></paragraph>
<paragraph id="H2B475ECC62B444CCBB1E1F4B2B542D02"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H6BC8BDF1357D46FFAED8F10BF19D5043" style="OLC"> <paragraph id="HDCBFB783AFBF4519A2D991E0060D243B"><enum>(4)</enum><text display-inline="yes-display-inline">carriage on a route in noncontiguous trade (as that term is defined in section 53501), unless—</text>
<subparagraph id="HB0E536210A8C4F13B94ACC041B2F016D"><enum>(A)</enum><text display-inline="yes-display-inline">at least three owners or operators of coastwise qualified vessels (as that term is defined in section 55108(a)) regularly operate such a vessel on such route;</text></subparagraph> <subparagraph id="H105E18D49F7B4994821AC394DC4F8680"><enum>(B)</enum><text>each of such owners or operators transports at least 20 percent of the volume of goods on that route; and</text></subparagraph>
<subparagraph id="H73DE37995F9F45C8B558472E200AA6B5"><enum>(C)</enum><text>none of such owners or operators are under common ownership.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> </legis-body></bill>
