R. 6596</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251210">December 10, 2025</action-date><action-desc><sponsor name-id="S001228">Mr. Schmidt</sponsor> (for himself and <cosponsor name-id="E000298">Mr. Estes</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend title XVIII of the Social Security Act to adjust the eligibility for the rural emergency hospital designation under the Medicare program.</official-title></form><legis-body id="H5FB223152AB649728424F81B0CF5F6FE" style="OLC"><section id="H645E40D4F31449BF86441C4024B2CB2C" section-type="section-one"><enum>1.</enum><header>Adjusting eligibility for rural emergency hospital designation under Medicare</header><text display-inline="no-display-inline">Section 1861(kkk)(3) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(kkk)(3)</external-xref>) is amended—</text><paragraph id="H8EAA50B681D84E82B57192228F72CF54"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>as of</quote> and inserting <quote>, at any point during the period beginning on January 1, 2015, and ending on</quote>;</text></paragraph><paragraph id="H51C74E4206054A6682C9C27088D586B4"><enum>(2)</enum><text>in subparagraph (A), by striking <quote>or</quote> at the end;</text></paragraph><paragraph id="HFE7D62ABE5064EF3B51439979DE4D907"><enum>(3)</enum><text>in subparagraph (B), by striking the period at the end and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="H1A8E56D12EAD462782ECB63C2253407D"><enum>(4)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block style="OLC" id="HCDF0501612AC43C1AC178DC11C87495C" display-inline="no-display-inline"><subparagraph id="HB0A31910075B425E9C4E41487AF822E2" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">was an off-campus outpatient department of a hospital (as defined in section 1833(t)(21)(B)) that—</text><clause id="H3D3237A46CD4428284983EE376629CBB" commented="no"><enum>(i)</enum><text>was a dedicated emergency department (as defined in section 489.24(b) of title 42, Code of Federal Regulations (or any successor regulation)); and</text></clause><clause id="H1F74E15679E14E3CA0F78B438CD66AF1" commented="no"><enum>(ii)</enum><text>was located in a county (or equivalent unit of local government) in a rural area (as defined in section 1886(d)(2)(D)).</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
