R. 6536</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251209">December 9, 2025</action-date><action-desc><sponsor name-id="N000190">Mr. Norman</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require the Federal banking agencies to study improving the growth, capital adequacy, and profitability of rural depository institutions, and for other purposes.</official-title></form><legis-body id="H5CEA3447EAB14185831039C0DC5260DF" style="OLC"><section id="H6BB8A5F25C584D718B1318A88703436E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rural Depositories Revitalization Study Act</short-title></quote>.</text></section><section id="H8E56A2559ACE4D1DB7A9F4F6E576A9C6"><enum>2.</enum><header>Study on improving the growth, capital adequacy, and profitability of rural depository institutions</header><subsection id="H3886B3C4C8AE488E9BC4215A7DF5C72D"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Federal banking agencies shall, jointly, carry out a study—</text><paragraph id="H6368CAC0CDE749B3A5107CD1EA64506C"><enum>(1)</enum><text display-inline="yes-display-inline">to identify methods to improve the growth, capital adequacy, and profitability of depository institutions in the United States that primarily serve rural areas; and</text></paragraph><paragraph id="H3555BD76CED649AAAFD9A5D7C25EAD5C"><enum>(2)</enum><text display-inline="yes-display-inline">to identify Federal statutes or regulations of the Federal banking agencies that limit—</text><subparagraph id="H8622B87CC819429CB946C8E5EF878F14"><enum>(A)</enum><text>the methods identified under paragraph (1); or</text></subparagraph><subparagraph id="HEB00E1A5DABA45CF81F40105384D2FAF"><enum>(B)</enum><text>the establishment of de novo depository institutions in rural areas.</text></subparagraph></paragraph></subsection><subsection id="HD83EC86B25BF4AF4AC91F282410B2AF8"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 6 months after the date of enactment of this Act, the Federal banking agencies shall, jointly, issue a report to Congress containing all findings and determinations made in carrying out the study required under subsection (a).</text></subsection><subsection id="H77D099A089CD4653AA7C374AD3A60298"><enum>(c)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H6B0E2FCED9B24AE1BF122C481618F61B"><enum>(1)</enum><header>Depository institution</header><text display-inline="yes-display-inline">The term <quote>depository institution</quote> has the meaning given that term in section 3 of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813</external-xref>).</text></paragraph><paragraph id="H5350C22350D34D99884B5FCCF306A0B2"><enum>(2)</enum><header>Federal banking agencies</header><text>The term <quote>Federal banking agencies</quote> means the Board of Governors of the Federal Reserve System, the Comptroller of the Currency, and the Federal Deposit Insurance Corporation.</text></paragraph></subsection></section></legis-body></bill>
