which was referred to the <committee-name committee-id="HED00">Committee on Education and Workforce</committee-name>, and in addition to the Committee on <committee-name committee-id="HJU00">the Judiciary</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Immigration and Nationality Act to expand availability of H–1B nonimmigrant visas, and for other purposes.</official-title></form><legis-body id="HEBD286EDCE4B4D0C81A30B4C313BFC31" style="OLC"><section id="HB27E8F009642473EA779E09B84CAA006" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>High-skilled Immigration Reform for Employment Act</short-title></quote>.</text></section><section id="HE96E7B2E28D0400FB46E2E36DD2F198F"><enum>2.</enum><header>H–1B nonimmigrant reform</header><subsection id="H9A71B990AD7B47B5B6C81EDD85BF2856"><enum>(a)</enum><header>Numerical limitations</header><text display-inline="yes-display-inline">Section 214(g) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1184">8 U.S.C. 1184(g)</external-xref>) is amended—</text><paragraph id="H7D58D1B2DA4847A18CB0174F83104E56"><enum>(1)</enum><text display-inline="yes-display-inline">in paragraph (1)(A)(vii), by striking <quote>65,000</quote> and inserting <quote>130,000</quote>; and</text></paragraph><paragraph id="H865A100F2AFD4ED3A6755AF3275864B2"><enum>(2)</enum><text>in paragraph (5), by striking <quote>, until the number of aliens who are exempted from such numerical limitation during such year exceeds 20,000</quote>.</text></paragraph></subsection><subsection id="HE3BC0B943B84420EADCCD60E9F652D39"><enum>(b)</enum><header>Expansion of H–1B-Dependent employer</header><text display-inline="yes-display-inline">Section 212(n)(3)(A) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1182">8 U.S.C. 1182(n)(3)(A)</external-xref>) is amended—</text><paragraph id="HA4D4A98C0BDF44468548C87EF55C6F35"><enum>(1)</enum><text>in clause (i)—</text><subparagraph id="H784684286ECE4CA498F84E0A0C2E4A83"><enum>(A)</enum><text>in subclause (I), by striking <quote>25</quote> and inserting <quote>50</quote>; and</text></subparagraph><subparagraph id="H4CDE7BB3AE4B4073A705C69438F84541"><enum>(B)</enum><text>in subclause (II), by striking <quote>7</quote> and inserting <quote>12</quote>;</text></subparagraph></paragraph><paragraph id="HABCC4261EED84DC38D88027E4DBDC480"><enum>(2)</enum><text>in clause (ii)—</text><subparagraph id="HA6E6DCCCFDF849DD9B9D6672C15DD95D"><enum>(A)</enum><text>in subclause (I), by striking <quote>at least 26 but not more than 50</quote> and inserting <quote>at least 51 but not more than 100</quote>; and</text></subparagraph><subparagraph id="HADB6B73B96ED4122B385BE2410920C7C"><enum>(B)</enum><text>in subclause (II), by striking <quote>12</quote> and inserting <quote>24</quote>; and</text></subparagraph></paragraph><paragraph id="HF3EE2E44E8974FBD9E99AF596E40FC70"><enum>(3)</enum><text>in clause (iii)(I), by striking <quote>51</quote> and inserting <quote>101</quote>.</text></paragraph></subsection></section><section id="H4F6B6B6683A04AED94636089909F5946"><enum>3.</enum><header>Promoting American Ingenuity Grant Program</header><subsection id="H6BC4FF19D8954FF591A38349285315DB"><enum>(a)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Secretary of Education may make grants to States, on a competitive basis, to—</text><paragraph id="H3EB018F22CC2477EAD35FE48659905D8"><enum>(1)</enum><text display-inline="yes-display-inline">strengthen elementary school and secondary school education in the fields of science, mathematics, engineering, and technology;</text></paragraph><paragraph id="H70F16075888D491892E25F556B97A568"><enum>(2)</enum><text>retain teachers at the elementary school and secondary school levels in such fields; and</text></paragraph><paragraph id="H2C0D359CAD624C4F8F54518DB3A9C57B"><enum>(3)</enum><text display-inline="yes-display-inline">assist institutions of higher education in educating students enrolled in a program of study leading to a degree in such a field.</text></paragraph></subsection><subsection id="H568EFDD9EE244A1FB5C1D5C00A8A5F11"><enum>(b)</enum><header>Application</header><text display-inline="yes-display-inline">The chief executive of a State seeking a grant under this section shall submit to the Secretary of Education an application at such time, in such manner, and containing such information as the Secretary may reasonably require.</text></subsection><subsection id="H44B78AA38C6849FE9DD984EFEB3131F7"><enum>(c)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated $25,000,000 for each of fiscal years 2026 through 2030 to carry out this section.</text></subsection><subsection id="H2F0730B4800A4573B98FE98521F14362"><enum>(d)</enum><header>Definitions</header><text>In this section:</text><paragraph id="HCCE9C0683B12432F810B0155225D5EDF"><enum>(1)</enum><text display-inline="yes-display-inline">The terms <term>elementary school</term>, <term>secondary school</term>, and <term>State</term> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><paragraph id="HF0D62502E67E4BFDBEC533CB5E7B5D18"><enum>(2)</enum><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given such term in section 102 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002</external-xref>).</text></paragraph></subsection></section></legis-body></bill>
