103 Stat. 168) is amended—</text><paragraph id="HA443041A93FA41828FA560ADD482C45D"><enum>(1)</enum><text>in section 2(b)—</text><subparagraph id="H73A334AE95214BE7B94B7060B02223FA"><enum>(A)</enum><text>by redesignating paragraph (6) as paragraph (8); and</text></subparagraph><subparagraph id="H17D60C719EE342A3B2E9CADE5BE3D5B6"><enum>(B)</enum><text>by inserting after paragraph (5) the following:</text><quoted-block style="OLC" id="H408E3D85E13044128455EA9E7E150E0E" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HII00"><paragraph id="H48D83A02F18B4FA1839AD548B2B249AB"><enum>(6)</enum><text display-inline="yes-display-inline">The term <term>Apex Industrial Park Owners Association</term> has the meaning given such term by the charter document for the entity entitled <quote>Apex Industrial Park Owners Association</quote>, formed on April 9, 2001, and any successor documents to such charter document, on file with the Nevada Secretary of State.</text></paragraph><paragraph id="H2B3CE91FF35C446B94F510B6C5C8E534"><enum>(7)</enum><text>The term <term>City of North Las Vegas</term> means North Las Vegas, Nevada. </text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H54468BFCA2D44B049D83CC5B0660F08D"><enum>(2)</enum><text>in section 3(b)—</text><subparagraph id="H64B2462582BD4524A6A79F7EA5364AA1"><enum>(A)</enum><text>by striking <quote>Clark County for the connection</quote> and inserting <quote>Clark County, the City of North Las Vegas, and the Apex Industrial Park Owners Association, individually or jointly as appropriate, for the connection</quote>;</text></subparagraph><subparagraph id="HD3311BD200CF47669D73153A3F6B123B"><enum>(B)</enum><text>by striking <quote>Kerr-McGee Site</quote> and inserting <quote>Kerr-McGee Site and other lands conveyed in accordance with this Act</quote>; and</text></subparagraph><subparagraph id="H02C5F984A42D4C9A81BD19EA0CD1E4C4"><enum>(C)</enum><text display-inline="yes-display-inline">by inserting <quote>(or any successor maps created by the Secretary)</quote> after <quote>May 1989</quote>;</text></subparagraph></paragraph><paragraph id="H767DE28050E4447299B894C4BB4170D1"><enum>(3)</enum><text>in section 4(c), by striking <quote>Pursuant</quote> and all that follows through <quote>Clark County</quote> and inserting <quote>During such time as the requirements of section 6 are met, and pursuant to applicable law, the Secretary shall grant Clark County, the City of North Las Vegas, and the Apex Industrial Owners Association</quote>;</text></paragraph><paragraph id="H2953D2434FA4421985E08AE7D09E156A"><enum>(4)</enum><text>in section 4(e)(1), by striking the last sentence and inserting <quote>The withdrawal made by this subsection shall continue in perpetuity for all lands transferred in accordance with this subsection.</quote>;</text></paragraph><paragraph id="H930AD96D39834A44AA99D4F0A088DD05"><enum>(5)</enum><text>in section 4(e), by adding at the end the following:</text><quoted-block style="OLC" id="H63917C1CC9B648D3B37112CDE5820ACB" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HII00"><paragraph id="H06648FE51E6F4C9BA902A84E83C91EF6" indent="up1"><enum>(3)</enum><text display-inline="yes-display-inline">In the case of the sale of mineral materials resulting from grading, land balancing, or other activities on the surface of a parcel within the Apex Site for which the United States retains and interest in the minerals—</text><subparagraph id="H6B6BA31360C742679AC94CBA19AF4859"><enum>(A)</enum><text>it shall be considered impracticable to obtain competition for purposes of section 3602.31(a)(2) of title 43, Code of Federal Regulations (as in effect on the date of the enactment of the <short-title>Apex Area Technical Corrections Act</short-title>); and</text></subparagraph><subparagraph id="H42938C63A68B47B4BB24827138308848"><enum>(B)</enum><text>such sale shall be exempt from the quantity and term limitations imposed on noncompetitive sales under subpart 3602 of such title (as in effect on the date of the enactment of the <short-title>Apex Area Technical Corrections Act</short-title>.</text></subparagraph></paragraph><after-quoted-block>; and </after-quoted-block></quoted-block></paragraph><paragraph id="H79D30FC3B8B841029BCF902EFCA26811"><enum>(6)</enum><text>in section 6, by adding at the end the following: </text><quoted-block style="OLC" id="H758F9C7C58F54B25A577050561F6BB9F" display-inline="no-display-inline" changed="added" reported-display-style="italic" committee-id="HII00"><subsection id="HF88151EB3A9E469883DFCC7BBB15D697"><enum>(d)</enum><header>Compliance with environmental assessments</header><text display-inline="yes-display-inline">Each transfer by the United States of additional lands or interests in lands within the Apex Site or rights-of-way issued pursuant to this Act shall be conditioned upon compliance with applicable Federal land laws, including the National Environmental Policy Act of 1969 and the Federal Land Policy and Management Act of 1976.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body><endorsement display="yes"><action-date date="20250430">April 30, 2025</action-date><action-desc>Reported with an amendment, committed to the Committee of the Whole House on the State of the Union, and ordered to be printed</action-desc></endorsement></bill>
