R. 6128</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251119">November 19, 2025</action-date><action-desc><sponsor name-id="B001257">Mr. Bilirakis</sponsor> (for himself, <cosponsor name-id="C001066">Ms. Castor of Florida</cosponsor>, and <cosponsor name-id="T000468">Ms. Titus</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To transfer $160,000,000 from the Travel Promotion Fund to Brand USA.</official-title></form><legis-body id="H0A22187F92CC4FB38A17DC0F6B39018D" style="OLC"><section id="HA45A26470A7C4B818AE35918FD8C783F" section-type="section-one"><enum>1.</enum><header>Short titles</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Vital Investment in Sustaining International Tourism to the USA Act</short-title></quote> or the <quote><short-title>VISIT USA Act</short-title></quote>.</text></section><section id="HFC2AF0F3E5CE4EBEBC4CB67E323C8B0E"><enum>2.</enum><header>Availability of amounts from the Travel Promotion Fund for Brand USA</header><subsection commented="no" display-inline="no-display-inline" id="H8E984684A47E4083BA13FAA83B34061E"> <enum>(a)</enum> <header display-inline="yes-display-inline">In general</header> <text display-inline="yes-display-inline">Subject to subsection (b) and notwithstanding any other provision of law, the Secretary of the Treasury, not later than 30 days after the date of the enactment of this Act, shall transfer, from unobligated balances remaining available from fees collected pursuant to section 217(h)(3)(B)(i)(I) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1187">8 U.S.C. 1187(h)(3)(B)(i)(I)</external-xref>) before October 1, 2025, and credited to the Travel Promotion Fund established under subsection (d)(1) of the Travel Promotion Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/22/2131">22 U.S.C. 2131(d)(1)</external-xref>), $160,000,000 to the Corporation for Travel Promotion (commonly known as <quote>Brand USA</quote>).</text>
 </subsection><subsection id="H4F36D38A8BB54E2F99FB4D3C33E986E1"><enum>(b)</enum><header>Applicability of certain provisions</header><paragraph commented="no" display-inline="no-display-inline" id="H74A2B00BFD72463AA42290EFF6E5032B"><enum>(1)</enum><header>Exemption from maximum transfer amount</header><text display-inline="yes-display-inline">The transfer authorized under subsection (a) shall be exempt from the limitation described in subsection (d)(2) of the Travel Promotion Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/22/2131">22 U.S.C. 2131(d)(2)</external-xref>). </text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7CF07CCB1A4D4E79B8EAC8A0CD6DD743"><enum>(2)</enum><header>Matching requirement; carryforward</header><text display-inline="yes-display-inline">The provisions set forth in paragraphs (3) and (4)(A) of subsection (d) of the Travel Promotion Act of 2009 (<external-xref legal-doc="usc" parsable-cite="usc/22/2131">22 U.S.C. 2131</external-xref>) shall apply to amounts made available under subsection (a).</text></paragraph></subsection></section></legis-body></bill>
