R. 6081</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251118">November 18, 2025</action-date><action-desc><sponsor name-id="C001067">Ms. Clarke of New York</sponsor> (for herself, <cosponsor name-id="B001292">Mr. Beyer</cosponsor>, <cosponsor name-id="C001066">Ms. Castor of Florida</cosponsor>, <cosponsor name-id="D000197">Ms. DeGette</cosponsor>, <cosponsor name-id="H001068">Mr. Huffman</cosponsor>, <cosponsor name-id="J000298">Ms. Jayapal</cosponsor>, <cosponsor name-id="T000481">Ms. Tlaib</cosponsor>, <cosponsor name-id="K000389">Mr. Khanna</cosponsor>, <cosponsor name-id="S001145">Ms. Schakowsky</cosponsor>, <cosponsor name-id="P000607">Mr. Pocan</cosponsor>, <cosponsor name-id="V000130">Mr. Vargas</cosponsor>, <cosponsor name-id="N000147">Ms. Norton</cosponsor>, <cosponsor name-id="E000297">Mr. Espaillat</cosponsor>, <cosponsor name-id="C001068">Mr. Cohen</cosponsor>, <cosponsor name-id="T000488">Mr. Thanedar</cosponsor>, <cosponsor name-id="M001206">Mr. Morelle</cosponsor>, <cosponsor name-id="D000623">Mr. DeSaulnier</cosponsor>, <cosponsor name-id="C001117">Mr. Casten</cosponsor>, <cosponsor name-id="L000562">Mr. Lynch</cosponsor>, <cosponsor name-id="C001072">Mr. Carson</cosponsor>, <cosponsor name-id="M000312">Mr. McGovern</cosponsor>, <cosponsor name-id="S000344">Mr. Sherman</cosponsor>, and <cosponsor name-id="S001231">Ms. Simon</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Clean Air Act to eliminate the exemption for aggregation of emissions from oil and gas sources, and for other purposes.</official-title></form><legis-body id="HFBE9CB967C8147EBB83FAA25753FE1A6" style="OLC"><section id="HF3A2AA226C5B42978B49C800F1F0E6E8" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Closing Loopholes for Oil and other Sources of Emissions Act</short-title></quote> or the <quote><short-title>CLOSE Act</short-title></quote>.</text></section><section id="H4CEB1BC68EF24C9E8C30B77900E965ED"><enum>2.</enum><header>Repeal of exemption for aggregation of emissions from oil and gas sources</header><text display-inline="no-display-inline">Section 112(n) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7412">42 U.S.C. 7412(n)</external-xref>) is amended by striking paragraph (4).</text></section><section id="H2C7B074C2F4C4F718B57FCE70CF456A0"><enum>3.</enum><header>Hydrogen sulfide as a hazardous air pollutant</header><text display-inline="no-display-inline">The Administrator of the Environmental Protection Agency shall—</text><paragraph id="HA4D830213B664FD8B5E96A394054848F"><enum>(1)</enum><text display-inline="yes-display-inline">not later than 180 days after the date of enactment of this Act, issue a final rule adding hydrogen sulfide to the list of hazardous air pollutants under section 112(b) of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7412">42 U.S.C. 7412(b)</external-xref>); and</text></paragraph><paragraph id="HAAE6E4338C6C40A79FFBE02C21E25398"><enum>(2)</enum><text>not later than 365 days after a final rule under paragraph (1) is issued, revise the list under section 112(c) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7412">42 U.S.C. 7412(c)</external-xref>) to include categories and subcategories of major sources and area sources of hydrogen sulfide, including oil and gas wells.</text></paragraph></section></legis-body></bill>
