which was referred to the <committee-name committee-id="HPW00">Committee on Transportation and Infrastructure</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Infrastructure Investment and Jobs Act to reauthorize the wildlife crossings program.</official-title></form><legis-body id="H326D4F81772443A29669B9436DE8C0E0" style="OLC"><section id="H2039EAE4D8814EE991F19D702207A2D6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Wildlife Road Crossings Program Reauthorization Act of 2025</short-title></quote>.</text></section><section id="H7698C6DF04124595B33FD2B37EF6E6B9" section-type="subsequent-section"><enum>2.</enum><header>Wildlife crossings program</header><subsection id="H3D70674B0DCF4F8E847604CA1394A548"><enum>(a)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">Section 11101(d) of the Infrastructure Investment and Jobs Act (<external-xref legal-doc="usc" parsable-cite="usc/23/101">23 U.S.C. 101</external-xref> note) is amended—</text><paragraph id="H88530261052B4AAC8513723C2077753D"><enum>(1)</enum><text>in the heading by striking <quote><header-in-text level="subsection" style="OLC">pilot</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">additional</header-in-text></quote>;</text></paragraph><paragraph id="H4C3089B47BA64626A9B969F757E430E5"><enum>(2)</enum><text>in paragraph (1)—</text><subparagraph id="HDFEAA1553490451BAA996F8C23E09557"><enum>(A)</enum><text>in the heading by striking <quote><header-in-text level="paragraph" style="OLC">pilot</header-in-text></quote>; and</text></subparagraph><subparagraph id="HBDB71FEF357C48948FB52BF026E230E4"><enum>(B)</enum><text>by striking <quote>pilot program under</quote> and inserting <quote>program under</quote>; and</text></subparagraph></paragraph><paragraph id="HA0042A356B3A4D018183F238735A55C2"><enum>(3)</enum><text>by striking <quote>United States Code</quote> and all that follows through the period at the end and inserting <quote>United States Code, $200,000,000 for each of fiscal years 2026 through 2031</quote>.</text></paragraph></subsection><subsection id="H8FAB9C97FE5E4366ADD1D4FB609CE6B0"><enum>(b)</enum><header>Wildlife crossing safety</header><paragraph id="HA01B63391DBD4492B0EC18675D4AB924"><enum>(1)</enum><header>In general</header><text>Section 171 of title 23, United States Code, is amended—</text><subparagraph id="H1FA0C90A88424BF69B95C997CF31C40E"><enum>(A)</enum><text>in the heading by striking <quote><header-in-text level="subsection" style="OLC">pilot</header-in-text></quote>;</text></subparagraph><subparagraph id="H7456A9219DFA49D19B970EE08E4FB236"><enum>(B)</enum><text>by striking <quote>pilot program</quote> each place it appears and inserting <quote>Program</quote>;</text></subparagraph><subparagraph id="HEA99DAB975BB4A4CB8CA8AB2119EAFD8"><enum>(C)</enum><text>by redesignating subsections (h) and (i) as subsections (l) and (m), respectively; and</text></subparagraph><subparagraph id="H6498A5BFE8E34EC9967C3BE9BB24C95C"><enum>(D)</enum><text>by inserting after subsection (g) the following:</text><quoted-block style="USC" id="H73A67108D9404EA289B4D2739435A39F" display-inline="no-display-inline"><subsection id="H6E6C169FAF784341B7791365E936CF96"><enum>(h)</enum><header>Federal cost share for Indian tribes</header><text>In the case of a grant submitted by a entity described in subsection (c)(6), the Federal share of the cost of the project shall be 100 percent.</text></subsection><subsection id="HE12520792FC445FE80AAB25BDB894D43"><enum>(i)</enum><header>Tribal technical assistance</header><paragraph id="H822C5E0D0699477DA3C485D751E6B8B9"><enum>(1)</enum><header>In general</header><text>The Secretary may use an amount equal to not more than ½ of 1 percent of the funds authorized under this section to improve the ability of entities described in subsection (c)(6) to access funding for projects under this subsection in an efficient and expeditious manner by providing to such entities application assistance, technical assistance, and assistance in reducing the period of time between the selection of the project and the obligation of funds for the project.</text></paragraph><paragraph id="HDF9409E41297446ABD80508774710F05"><enum>(2)</enum><header>Use of Funds</header><text display-inline="yes-display-inline">Amounts used under paragraph (1) may be expended—</text><subparagraph id="H83FA8B9E608E4CB38024B1E4F9BC69B0"><enum>(A)</enum><text>by the Secretary; or</text></subparagraph><subparagraph id="H30A3217669A04265841B847152D138AA"><enum>(B)</enum><text>through contracts with—</text><clause id="H8C4C4D4CA876498AA767A1A216E96EB4"><enum>(i)</enum><text>a Federal, Tribal, regional, or State government entity;</text></clause><clause id="HD5BA146906C0499DA778A76297DA8B34"><enum>(ii)</enum><text>a private entity; or</text></clause><clause id="H4DA343CEDD7C4E508257ADF22105E0E5"><enum>(iii)</enum><text>a nonprofit entity.</text></clause></subparagraph></paragraph></subsection><subsection id="H3715D682826C4E12A77574E3C8114565"><enum>(j)</enum><header>Grant administration</header><text display-inline="yes-display-inline">The Secretary may retain not more than a total of ½ of 1 percent of the funds made available to carry out this section to—</text><paragraph id="H50DEAC6C5CED484DBE2BA3A9F8DE3A41"><enum>(1)</enum><text>review applications for grants under this section;</text></paragraph><paragraph id="H168A8E0EF4BF45D2867080ECF84A361B"><enum>(2)</enum><text display-inline="yes-display-inline">obligate and administer grant awards selected under this section; and</text></paragraph><paragraph id="H5FC8EDAEEB0947F7B969926C7E9B9174"><enum>(3)</enum><text display-inline="yes-display-inline">carry out the requirements of—</text><subparagraph id="H97EDEE9DA5C44304A029582AC3E41CA8" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">section 172 of title 23, United States Code; and</text></subparagraph><subparagraph id="H8897E1DAC2C447158F07BDC1FDCB7B65"><enum>(B)</enum><text display-inline="yes-display-inline">subsections (b)(6) and (i)(3) of section 144 of title 23, United States Code.</text></subparagraph></paragraph></subsection><subsection id="H4776573939BB4DFAA7F586D59A3C0162"><enum>(k)</enum><header>Unobligated funds</header><text>If for any fiscal year the total of all obligations to carry out this section is less than the amount authorized to be obligated for the fiscal year, the unobligated balance of that amount shall—</text><paragraph id="H97156D25E58D4291BF9445B824489320"><enum>(1)</enum><text>remain available until expended; and</text></paragraph><paragraph id="H0A6B2EEC5DF7469BAD10F892FCA6D19B"><enum>(2)</enum><text>be in addition to amounts otherwise available to carry out this section for each year.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HB7FC1C46D2A5432C9ED53ECFFAE58EAD"><enum>(2)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The item relating to section 171 in the analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">chapter 1</external-xref> of title 23, United States Code, is amended by striking <quote>pilot</quote>.</text></paragraph></subsection></section></legis-body></bill>
