R. 6061</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20251117">November 17, 2025</action-date><action-desc><sponsor name-id="M001232">Mrs. McClain Delaney</sponsor> (for herself, <cosponsor name-id="H001085">Ms. Houlahan</cosponsor>, <cosponsor name-id="I000058">Mr. Ivey</cosponsor>, <cosponsor name-id="S001215">Ms. Stevens</cosponsor>, and <cosponsor name-id="S001226">Ms. Salinas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HAG00">Agriculture</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To prohibit the use of the Exchange Stabilization Fund of the Department of the Treasury to bail out Argentina’s financial markets, and to instead use that funding to provide for a farmer tariff relief package.</official-title></form><legis-body id="H580D1020C7F047C8B476986F0A6A5C4E"><section id="HEA90505F6A314C13998FE72E32606AB2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>American Farmers First Act</short-title></quote>.</text></section><section id="H50C1E23354EA42A5984589E10A5EE3F1"><enum>2.</enum><header>Prohibition on use of exchange stabilization fund to bail out Argentina’s financial markets</header><text display-inline="no-display-inline">Section 5302(b) of title 31, United States Code, is amended—</text><paragraph id="H3ED1B75283684B18BBB744D76E45DE27"><enum>(1)</enum><text>by inserting <quote>(1)</quote> after <quote>(b)</quote>; and</text></paragraph><paragraph id="HC890E2842DF1409C95DE9A76F3BC8F8E"><enum>(2)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H848E779DD7584968AB26F8FD450DFB46" display-inline="no-display-inline"><paragraph id="H274CB73C6B144D54A6009C9491BC9738"><enum>(2)(A)</enum><text>The fund may not be used to provide direct or indirect financial support to the country of Argentina under paragraph (1), including through the establishment of currency swap lines, the purchase of pesos or sovereign debt of Argentina, or the extension of any credit instrument. </text></paragraph><paragraph id="H288CB73C6B144D54A6009C9491BC9738"><enum>(B)</enum><text>Any financial contract or instrument entered into before the date of the enactment of this paragraph that violates subparagraph (A) shall be sold or terminated not later than 7 days after such date of enactment.</text></paragraph><paragraph id="H284CB73C6B144D44A6009C9491BC9738"><enum>(C)</enum><text>The prohibition under subparagraph (A) terminates on December 10, 2027.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="H284CB73C6B144D54A6009C9491BC9738"><enum>3.</enum><header>Farmer economic relief program</header><subsection id="HBBB5E2943EE946D995E2FB8DF5C5A203"><enum>(a)</enum><header>Allocation of proceeds</header><text>The Secretary of the Treasury shall allocate to the Secretary of Agriculture the proceeds from the sale or termination of financial contracts or instruments pursuant to paragraph (2)(B) of section 5302(b) of title 31, United States Code, as added by this Act.</text></subsection><subsection id="HAFC5F0ECC7874D74B598DB05B8852469"><enum>(b)</enum><header>Proceeds used for farmer economic relief</header><text>The Secretary of Agriculture shall use the proceeds allocated under subsection (a) to make one-time economic assistance payments to producers of each crop adversely impacted by loss of export markets during the 2025 marketing year for such crop, as determined by the Secretary.</text></subsection></section></legis-body></bill>
