id="HA2BAB3EF5CA24FD5810B6B09010AE423" section-type="section-one" commented="no"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Commonsense Legislating Act</short-title></quote>.</text></section><title id="HC763BC391F2C4436B155BBE254E25128"><enum>I</enum><header><?xm-replace_text {header}?></header><section id="H84E0C16D558F4FADA326831E4D4B0DD2"><enum>101.</enum><header>Extension of FAST Program</header><text display-inline="no-display-inline">Section 34(i) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657d">15 U.S.C. 657d(i)</external-xref>) is amended by striking <quote>September 30, 2005</quote> and inserting <quote>September 30, 2030</quote>.</text></section><section id="H8564E1CB84C04809BE60B550CFB00122"><enum>102.</enum><header>Application assistance to broaden participation</header><subsection id="HD952735F84D244E29EAAC3EBC907F2EC"><enum>(a)</enum><header>In general</header><text>Section 9(mm)(1) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(mm)(1)</external-xref>) is amended—</text><paragraph id="HD3E26B8D1A04471B9311163B6C750C3E"><enum>(1)</enum><text>in subparagraph (J), by striking <quote>and</quote> at the end;</text></paragraph><paragraph id="HC2C25F7F0F21428B86CA36356D0A517D"><enum>(2)</enum><text>in subparagraph (K), by striking the period at the end and inserting <quote>; and</quote>; and</text></paragraph><paragraph id="H8430F231AED840A88FEA6203E092B725"><enum>(3)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block id="H64B6BC5F78A944A1AC0B05270FA6958D" style="OLC"><subparagraph id="HDADB56CDFB33493C9A682B5F20AD968C"><enum>(L)</enum><text>providing small business concerns with assistance applying to the SBIR program or STTR program of the Federal agency, including providing such assistance to carry out the policy directive required under paragraphs (2)(F) or (5) of subsection (j) and subsection (p)(2)(H) to increase the participation of States with respect to which a low level of SBIR or STTR awards have historically been awarded.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H4298A122F5A2492986CB6E36C59D9506"><enum>(b)</enum><header>Enhanced minority institution participation</header><paragraph id="H5BC05778076047F7B2307C87BCD687AF"><enum>(1)</enum><header>SBIR</header><text>Section 9(j) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(j)</external-xref>), is amended by adding at the end the following new paragraph:</text><quoted-block id="HC6983A25C2FF4B7092D2897E6204EA26" style="OLC"><paragraph id="H9262B8B646024DF7BD67627385B87CE8"><enum>(5)</enum><header>Increased outreach requirements</header><text>Not later than 90 days after the date of the enactment of this paragraph, the Administration shall modify the policy directives issued pursuant to this subsection to require enhanced outreach efforts to increase the participation of individuals conducting research at minority institutions (as defined in section 365 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067k">20 U.S.C. 1067k</external-xref>)) and Hispanic-serving institutions (as defined in section 502(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1101a">20 U.S.C. 1101a(a)</external-xref>)) in SBIR programs.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="HF0506DA852C24DD09099C6CEA47EAF23"><enum>(2)</enum><header>STTR</header><text>Section 9(p)(2) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/638">15 U.S.C. 638(p)(2)</external-xref>) is amended—</text><subparagraph id="H6725EC539B2145EFB3E23AB2E1D797D7"><enum>(A)</enum><text>in subparagraph (F), by striking <quote>and</quote> at the end;</text></subparagraph><subparagraph id="H484953C13B5043B3B000F33D1F80052F"><enum>(B)</enum><text>in subparagraph (G)(iii), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph><subparagraph id="H2EEEBC2AE9F2490683F1F4221B8BF59A"><enum>(C)</enum><text>by adding at the end the following new subparagraph:</text><quoted-block id="H61D78500BE5043FBA2F9452CB8DD3003" style="OLC"><subparagraph id="HB3D531BEAD834C0A8106C07656FB2BFA"><enum>(H)</enum><text>procedures for outreach efforts to increase the participation of individuals conducting research at minority institutions (as defined in section 365 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067k">20 U.S.C. 1067k</external-xref>)) and Hispanic-serving institutions (as defined in section 16 502(a) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1101a">20 U.S.C. 1101a(a)</external-xref>)) in STTR programs.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection></section></title><title id="H5A2E44BEDBDC4DBB8C249494B6FBE79D"><enum>II</enum><header><?xm-replace_text {header}?></header><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="H2A5417E0D8E8463680E9CCADACF3908E"><enum>201.</enum><header display-inline="yes-display-inline">Native American tourism grant programs</header><text display-inline="no-display-inline">The Native American Tourism and Improving Visitor Experience Act (<external-xref legal-doc="usc" parsable-cite="usc/25/4351">25 U.S.C. 4351 et seq.</external-xref>) is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H742307CC63C74A3B82350D1EC0C908B0"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating section 6 (<external-xref legal-doc="usc" parsable-cite="usc/25/4355">25 U.S.C. 4355</external-xref>) as section 7; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H75885E5773014F85A710AE9C659806DB"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after section 5 (<external-xref legal-doc="usc" parsable-cite="usc/25/4354">25 U.S.C. 4354</external-xref>) the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H25116DAF97A7445787B3062B06813B42"><section commented="no" display-inline="no-display-inline" section-type="subsequent-section" id="HE4472C2CB6AD4ECD90C72BD5195A1861"><enum>6.</enum><header display-inline="yes-display-inline">Native American tourism grant programs</header><subsection commented="no" display-inline="no-display-inline" id="H1830E2EACECE46DCAAD42B5F66FD768C"><enum>(a)</enum><header display-inline="yes-display-inline">Bureau of Indian Affairs program</header><text display-inline="yes-display-inline">The Director of the Bureau of Indian Affairs may make grants to and enter into agreements with Indian tribes and tribal organizations to carry out the purposes of this Act, as described in section 2.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="H38415C22A22B432DB0ECB0D334151D14"><enum>(b)</enum><header display-inline="yes-display-inline">Office of Native Hawaiian Relations</header><text display-inline="yes-display-inline">The Director of the Office of Native Hawaiian Relations may make grants to and enter into agreements with Native Hawaiian organizations to carry out the purposes of this Act, as described in section 2.</text></subsection><subsection commented="no" display-inline="no-display-inline" id="HE7C3EA8E29C241F48F6BE6D2345D6527"><enum>(c)</enum><header display-inline="yes-display-inline">Other Federal agencies</header><text display-inline="yes-display-inline">The heads of other Federal agencies, including the Secretaries of Commerce, Transportation, Agriculture, Health and Human Services, and Labor, may make grants under this authority to and enter into agreements with Indian tribes, tribal organizations, and Native Hawaiian organizations to carry out the purposes of this Act, as described in section 2.</text></subsection><subsection id="HFAF53835FFD64B899F78B93B33DAEF8C" commented="no" display-inline="no-display-inline"><enum>(d)</enum><header display-inline="yes-display-inline">Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this section $35,000,000 for the period of fiscal years 2026 through 2030.</text></subsection></section><after-quoted-block display="yes">.</after-quoted-block></quoted-block></paragraph></section></title><title id="HA368E2F25327493780BF6C39F2BF6ACB"><enum>III</enum><header><?xm-replace_text {header}?></header><section id="HE5487E0F91604C5B9414447C2EBEACC9"><enum>301.</enum><header>Eligibility of spouses of military personnel for the work opportunity credit</header><subsection id="HF871A2DEA17A4CD58FE9B7FE86589466"><enum>(a)</enum><header>In general</header><text>Paragraph (1) of <external-xref legal-doc="usc" parsable-cite="usc/26/51">section 51(d)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>or</quote> at the end of subparagraph (I), by striking the period at the end of subparagraph (J) and inserting <quote>, or</quote>, and by adding at the end the following new subparagraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H2034A5CD0E834401B8486E58E1208F9C"><subparagraph id="H47F09CCD323A4882B98D3580BF3F73E4"><enum>(K)</enum><text>a qualified military spouse.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="HF436AE99E18C4EE2A4DADF79927D66FD"><enum>(b)</enum><header>Qualified military spouse</header><text>Subsection (d) of section 51 of such Code is amended by adding at the end the following new paragraph:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H281FB48F2B6F40E8AD542DEB9E57087C"><paragraph id="H0932AC258C694D9D840A52CA6F42F27F"><enum>(16)</enum><header>Qualified military spouse</header><text>The term <term>qualified military spouse</term> means any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces of the United States.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H6FB4E47967BD4E6FB0067D1B577B19FC"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by this section shall apply to amounts paid or incurred after the date of the enactment of this Act to individuals who begin work for the employer after such date.</text></subsection></section></title><title id="H5E045E804210442E95B50D82ECF06A59"><enum>IV</enum><header><?xm-replace_text {header}?></header><section id="H20663A54F2434A15A80E74BD4B07CA3E"><enum>401.</enum><header>Mental health consultations and outreach to a veteran receiving compensation for a service-connected disability relating to a mental health diagnosis</header><subsection commented="no" display-inline="no-display-inline" id="HAFA520F171804E6097875EF0F8846DA7"><enum>(a)</enum><header>Annual consultation; outreach</header><text display-inline="yes-display-inline">The section 1167 of title 38, United States Code, relating to mental health consultations is amended—</text><paragraph commented="no" display-inline="no-display-inline" id="H03B7C3F14E5B4597B8A94DB03BDC8C04"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), in the subsection heading, by striking <quote><header-in-text style="USC" level="subsection">In general</header-in-text></quote> and inserting <quote><header-in-text style="USC" level="subsection">Initial consultation</header-in-text></quote>;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF6100CE30FF94054AA84CD6211384160"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subsections (b) and (c) as subsections (c) and (d), respectively;</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H69EA0140B7124668BCB68BADF55EE63B"><enum>(3)</enum><text>by inserting after subsection (a) the following new subsection (b):</text><quoted-block style="OLC" display-inline="no-display-inline" id="HED9F0A4BEF894035BE519FF2478A4D17"><subsection id="HDF599C36DAF945EFB6673A3FC504E835"><enum>(b)</enum><header>Annual consultation; outreach</header><text display-inline="yes-display-inline">Not less frequently than once each year, the Secretary shall, with regards to a veteran who is receiving compensation under this chapter for a service-connected disability relating to a mental health diagnosis—</text><paragraph commented="no" display-inline="no-display-inline" id="HB6DF2B4FB42C446BB182C53872E657CA"><enum>(1)</enum><text display-inline="yes-display-inline">offer a mental health consultation to assess the mental health needs of, and discuss other mental health care options for, the veteran; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H265E63ECD171449588977AF0948258FF"><enum>(2)</enum><text display-inline="yes-display-inline">conduct outreach regarding the availability of—</text><subparagraph id="HBA956A38807849B6AA82B1B8AB875706"><enum>(A)</enum><text>consultations under paragraph (1); and</text></subparagraph><subparagraph id="H2A3C2892BC1A4A6989F223799CE7D367"><enum>(B)</enum><text>other mental health services furnished by the Secretary.</text></subparagraph></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H28E30CE6E89D466FB9A67DAC090C9883"><enum>(4)</enum><text>in subsection (c), as redesignated by paragraph (2), by inserting <quote>or (b)</quote> after <quote>under subsection (a)</quote> both places it appears; and</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC595B85D3E1C402E9A646C9717067D59"><enum>(5)</enum><text>in subsection (d), as redesignated by paragraph (2), by inserting <quote>, or to require the reevaluation of any entitlement of the veteran to compensation under this chapter</quote> before the period at the end.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H032ED5FDBB064389BDF554D1942E6DFD"><enum>(b)</enum><header>Technical corrections</header><paragraph commented="no" display-inline="no-display-inline" id="H4B90295DEFC142F0B0557CF078622E23"><enum>(1)</enum><header>Redesignation</header><text display-inline="yes-display-inline">Such section, as amended, is redesignated as section 1169 of such title.</text></paragraph><paragraph id="H3603CBCCA3A84513812AE5FD3944DD2D"><enum>(2)</enum><header>Clerical amendments</header><text>The table of sections at the beginning of chapter 11 of such title is amended—</text><subparagraph commented="no" display-inline="no-display-inline" id="H928DF37AF9024E09BCFDDF3E46B9F903"><enum>(A)</enum><text display-inline="yes-display-inline">by striking the item relating to the section 1167 that relates to mental health consultations; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H67EEF8163CC34A9D95664B4F7FBF507D"><enum>(B)</enum><text>by inserting after the item relating to section 1168 the following new item:</text><quoted-block style="OLC" display-inline="no-display-inline" id="H5C0E442530E54A9EBD1582580F041F45"><toc><toc-entry level="section" bold="off">1169. Mental health consultations.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H146C7AC3F86047B7BDC7C469B700A394"><enum>(c)</enum><header>GAO review</header><text display-inline="yes-display-inline">Not later than two years after the date of the enactment of this section, the Comptroller General of the United States shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report on the effect of the amendments made by this section. Elements of such report shall include—</text><paragraph id="H23A6CD9AC9944912AC46F69EFC8872D2"><enum>(1)</enum><text display-inline="yes-display-inline">the number of veterans who received—</text><subparagraph id="HEE41EFDD9A2F4A8E8A0940563746A829"><enum>(A)</enum><text>mental health consultations under paragraph (1) of subsection (b) of section 1169 of such title; and</text></subparagraph><subparagraph id="H81659D91265543D2AA95DACD78B07053"><enum>(B)</enum><text display-inline="yes-display-inline">outreach under paragraph (2) of such subsection;</text></subparagraph></paragraph><paragraph id="H4B6698E2CDFD4B1F95CF29FB565DA8D5"><enum>(2)</enum><text>whether veterans reported barriers to seeking such consultations; and</text></paragraph><paragraph id="HDEBFA7910AE544508E8B4697B725C7F9"><enum>(3)</enum><text>such barriers, if any.</text></paragraph></subsection></section></title><title id="H9444BA1BDA0F43E39AD154DA9ADE119C"><enum>V</enum><header><?xm-replace_text {header}?></header><section id="H4D8E3F7F6FFE4AE3BE8F9F38B3D680CD" display-inline="no-display-inline" section-type="subsequent-section"><enum>501.</enum><header>Private or commercial interstate carrier protections</header><subsection id="HC6DCEBACFE14425B8C9D9B716B41122D"><enum>(a)</enum><header>Obstruction of matter left for collection</header><text>Section 659 of title 18, United States Code, is amended—</text><paragraph id="H263F114E79C6479AB45F2487FE5A9C34"><enum>(1)</enum><text>at the end of the fourth paragraph, by striking <quote>—</quote> and inserting <quote>; or</quote>; and</text></paragraph><paragraph id="HC27215CF8919422BBC89ADAFCB5C4304"><enum>(2)</enum><text>by inserting after paragraph four the following new paragraph:</text><quoted-block style="USC" id="H833F85BA45AD42FBB088C5D106B9C23D" display-inline="no-display-inline"><paragraph id="H84BF103A781B4B6A8933BD5A1A95A60E"><enum/><text display-inline="yes-display-inline">Whoever embezzles, steals, or unlawfully takes, carries away, or by fraud or deception obtains, any package, or other article, which has been delivered by any private or commercial interstate carrier before the addressee or his or her agent has taken physical possession—</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></title><title id="H5A93E9212BD24D47BFAF8A241D76AE89"><enum>VI</enum><header><?xm-replace_text {header}?></header><section id="HA317E08C34E3497CBD5403791C42A775"><enum>601.</enum><header>Interagency task force</header><subsection id="H088A49F69A984E51B15498FF50031F79"><enum>(a)</enum><header>Establishment</header><text>Not later than 90 days after the date of enactment of this Act, the Secretary of Labor, in consultation with the Secretaries of Health and Human Services, Education, Housing and Urban Development, Commerce, Treasury, Transportation, and Agriculture and the Administrator of the Small Business Administration, shall establish an Interagency National Task Force on Working Families. The task force shall be titled the <quote>Working Families Task Force</quote> and for purposes of this Act be referred to as the <quote>Task Force</quote>.</text></subsection><subsection id="H511E44C16D104FC0BEE440964630F716"><enum>(b)</enum><header>Membership</header><text>The Task Force shall be composed of not fewer than 10 members and shall include representatives designated by the relevant Secretaries from each of the following Federal agencies:</text><paragraph id="HBBE4DCEBEF064A00B000D664A13C2E2D"><enum>(1)</enum><text>The Department of Labor.</text></paragraph><paragraph id="H36B5CC0FE9FE40BA9F235DF1FA885461"><enum>(2)</enum><text>The Department of Health and Human Services.</text></paragraph><paragraph id="H881C438DEE3C40378F3FDC9D0E1B64E6"><enum>(3)</enum><text>The Department of Education.</text></paragraph><paragraph id="H3B9C1F6D362C471398D0A8B6B9425C98"><enum>(4)</enum><text>The Department of Housing and Urban Development.</text></paragraph><paragraph id="H2366A75EB03E4DBB8ECD36242A5FD73E"><enum>(5)</enum><text>The Department of Commerce.</text></paragraph><paragraph id="H61FAF80B1CCF4B1ABC3AE224EF1A9006"><enum>(6)</enum><text>The Department of the Treasury.</text></paragraph><paragraph id="H7B3E6BA5FB004B85B7813AB43A125706"><enum>(7)</enum><text>The Department of Transportation.</text></paragraph><paragraph id="H651C5D882B6B47EEB65AF453F2A8677B"><enum>(8)</enum><text>The Department of Agriculture.</text></paragraph><paragraph id="H43FD244F7CAE4C78A8584F7AFBFD72D5"><enum>(9)</enum><text>The Small Business Administration.</text></paragraph></subsection><subsection id="H8A573D566E104565864C92C98799595B"><enum>(c)</enum><header>Meetings</header><paragraph id="H659F3B165198406286EBC1689E533B94"><enum>(1)</enum><header>In general</header><text>The Task Force shall meet not less than 1 time per quarter per calendar year.</text></paragraph><paragraph id="H97BD64A47EDC46169FC50BC1AB68C9A2"><enum>(2)</enum><header>Quorum</header><text>Two-thirds of the members of the Task Force shall constitute a quorum.</text></paragraph></subsection><subsection id="H8FFA5962519E4A159F911F232F33E1B5"><enum>(d)</enum><header>Purpose</header><text>The purpose of the Task Force shall be to—</text><paragraph id="HCD0543523F1C4B25BC35DD6678E1EB1B"><enum>(1)</enum><text>examine the challenges facing working families; and</text></paragraph><paragraph id="H3C0B917C0CC64021B9CF6CE5CC9FC614"><enum>(2)</enum><text>develop recommendations to improve the standard of living and quality of life for working families.</text></paragraph></subsection><subsection id="HE692DA8D640F4DE7B4AB978E4A956855"><enum>(e)</enum><header>Duties</header><text>The duties of the Task Force shall include the following:</text><paragraph id="HB03218A28152492CA6617DCA3A6831EC"><enum>(1)</enum><text>Identifying and evaluating key factors that impact the standard of living for working families, including—</text><subparagraph id="HC79314DF944147DDA7DBB45E3955A510"><enum>(A)</enum><text>addressing affordability challenges related to various economic conditions, including inflation;</text></subparagraph><subparagraph id="HDD38A78ED47B4E808BC93F99DC2E2D5F"><enum>(B)</enum><text>reducing barriers to economic mobility;</text></subparagraph><subparagraph id="HBEF4614BFA8746C5BEE1B893DC971B5B"><enum>(C)</enum><text>improving access to quality jobs with livable wages and strong labor standards;</text></subparagraph><subparagraph id="H06FCD8016D7D42FABF52B32B060AC407"><enum>(D)</enum><text>expanding affordable child care for all families;</text></subparagraph><subparagraph id="H4C3884C8B97E4297AAC097375700EDB0"><enum>(E)</enum><text>improving incentives, including tax policies such as the child tax credit, child and dependent care tax credit, and earned income tax credit, that assist children and families;</text></subparagraph><subparagraph id="H4B1977E3590C47D588967603ABA6E972"><enum>(F)</enum><text>supporting home care and medical care for seniors and families that need assistance;</text></subparagraph><subparagraph id="HB7D86687C775472DA31561A29E30AFEF"><enum>(G)</enum><text>mitigating barriers to more affordable and higher quality health care and services;</text></subparagraph><subparagraph id="HCB5D7DE826154E0ABB241DC842AB3FF7"><enum>(H)</enum><text>obtaining and building quality, affordable housing;</text></subparagraph><subparagraph id="H8F34B6D95BAF4559ABD6D4A32E1B8923"><enum>(I)</enum><text>expanding educational and workforce training opportunities;</text></subparagraph><subparagraph id="H0E246EEA891B47889DA65D98FE47EF8D"><enum>(J)</enum><text>increasing financial literacy and access to financial services;</text></subparagraph><subparagraph id="H6F836FD054814AA9A57169A788201E44"><enum>(K)</enum><text>accessing affordable and nutritious food;</text></subparagraph><subparagraph id="H77DCC19CB742465584CB7B14C60E4992"><enum>(L)</enum><text>reducing gaps in access to technology and the internet that impact educational and employment opportunities and health services;</text></subparagraph><subparagraph id="HCC29C4E062504D858258FB729661E9EC"><enum>(M)</enum><text>reducing environmental hazards and creating a healthier environment;</text></subparagraph><subparagraph id="HF38A13DCED3E49248BC9C3E726578479"><enum>(N)</enum><text display-inline="yes-display-inline">accessing affordable and renewable energy sources;</text></subparagraph><subparagraph id="HADFC213E585B45398E88969FB94ED82C"><enum>(O)</enum><text>accessing affordable, reliant, and efficient transportation systems; and</text></subparagraph><subparagraph id="HB18D18E0805447F282DFF8FCC91EF0ED"><enum>(P)</enum><text>addressing the impacts of staffing and funding cuts at Federal agencies.</text></subparagraph></paragraph><paragraph id="H98210CC0EA234971812A3C70556AD1A3"><enum>(2)</enum><text display-inline="yes-display-inline">Assessing or developing a methodology to assess how various macroeconomic conditions (which may include unemployment, inflation, gross domestic product, and monetary policy) affect quality of life and affordability for working families.</text></paragraph><paragraph id="HD376A474B11D45DFB209794D3C29FCB1"><enum>(3)</enum><text>Assessing the effectiveness of current Federal policies and programs in helping working families achieve an improved standard of living.</text></paragraph><paragraph id="HD3820B917846422CBBA7CAA890E8D866"><enum>(4)</enum><text>Developing legislative and regulatory policy recommendations to enhance the efforts of Federal agencies and Congress to empower working families to meet the challenges of current economic conditions, raise their standards of living, and access the benefits of economic growth.</text></paragraph><paragraph id="HBD8D9AEC10BC414D99AA11935FDF6DCE"><enum>(5)</enum><text>The Task Force shall consult with a wide-ranging group of external stakeholders and public experts in order to develop the recommendations referred to in paragraph (4).</text></paragraph></subsection><subsection id="HBEB6B1CFC3C64C829F242218D228965F"><enum>(f)</enum><header>Report</header><text>Not later than 180 days after the date of enactment of this Act, the Task Force shall—</text><paragraph id="HD79DBA08D6FA48848903FABEC743F67D"><enum>(1)</enum><text>submit to the appropriate congressional committees a report on its most recent findings and recommendations, which shall include a list of stakeholders and public experts with which the Task Force consulted and the meeting minutes for each meeting of the Task Force; and</text></paragraph><paragraph id="H9982077D85E948F2813568F37B804ED8"><enum>(2)</enum><text>make such report publicly available on the website of the Task Force.</text></paragraph></subsection><subsection id="H7C3BAEE7F2E04B52AD29788A846FB3D1"><enum>(g)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <term>appropriate congressional committees</term> means the following:</text><paragraph id="H85B2047CD06F4C37A84F46B658DFECC3"><enum>(1)</enum><text>The Committee on Education and Workforce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate.</text></paragraph><paragraph id="H7D9FEEBD96F9483A97C37F6C258120DE"><enum>(2)</enum><text>The Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate.</text></paragraph><paragraph id="H48B42D30C58E48ADAAE0D8B13AAE8BDB"><enum>(3)</enum><text>The Committee on Financial Services of the House of Representatives and the Committee on Finance of the Senate.</text></paragraph><paragraph id="H30666FBEF7BC438FAD0E32FC102934AC"><enum>(4)</enum><text>The Committee on Energy and Commerce of the House of Representatives and the Committee on Energy and Natural Resources of the Senate.</text></paragraph><paragraph id="H1B0CBBA2B721401F8448F1F907F791C1"><enum>(5)</enum><text>The Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate.</text></paragraph></subsection></section></title><title id="H641C6B269E6D4F308ACD2802B1282A3F"><enum>VII</enum><header><?xm-replace_text {header}?></header><section id="H62E796A4F2A64FF49A64DCB9706E93D7" section-type="section-one"><enum>701.</enum><header>National Security Council Fentanyl Disruption Steering Group</header><subsection id="H71C123E6EC77471EA0B50A3C35BD1291"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established within the National Security Council a Fentanyl Disruption Steering Group (in this section referred to as the <quote>Steering Group</quote>).</text></subsection><subsection id="HFA01268AA5D745DE8F34605FAF6A8319"><enum>(b)</enum><header>Membership</header><paragraph id="H92FB99CAC4F4418C928AB5A75599E5FE"><enum>(1)</enum><header>In general</header><text>The Steering Group shall be composed of—</text><subparagraph id="HF200EACAF55240149F75A7A3E9B8FC3B"><enum>(A)</enum><text>the Assistant to the President for National Security Affairs, who shall serve as chair; and</text></subparagraph><subparagraph id="H3B32BB06D15A484EA6FEFE2CC5B8E63F"><enum>(B)</enum><text>a senior official from each of the agencies described in paragraph (2), to be appointed by the head of the respective agency of such official (and in the case of the intelligence community, to be appointed by the Director of National Intelligence).</text></subparagraph></paragraph><paragraph id="HCB64281C4E534F989B78359009264CAD"><enum>(2)</enum><header>Agencies described</header><text display-inline="yes-display-inline">The agencies described in this paragraph are the following:</text><subparagraph id="H4F9A9E67E03D4DDFAE38C815FE9FF456" display-inline="no-display-inline"><enum>(A)</enum><text>The Department of State.</text></subparagraph><subparagraph of 1947 (<external-xref legal-doc="usc" parsable-cite="usc/50/3003">50 U.S.C. 3003(4)</external-xref>)).</text></subparagraph><subparagraph id="H5C4C894BDD234D45BE1912E0161595D2"><enum>(K)</enum><text>The United States Postal Service.</text></subparagraph></paragraph></subsection><subsection id="H041D587962C942F190BDB72DB6173589"><enum>(c)</enum><header>Duties</header><text display-inline="yes-display-inline">The Steering Group shall have the following duties:</text><paragraph id="HB1B17DBC05E8410182CD936626227EE9"><enum>(1)</enum><text>Oversee implementation of the policy priorities and directives undertaken by the agencies described in subsection (b)(2) to combat fentanyl trafficking and use.</text></paragraph><paragraph id="HD600FA3E03C74E3FBE4775BC69CEB5A2"><enum>(2)</enum><text>Identify and set goals for strategic disruption of fentanyl.</text></paragraph><paragraph id="HCAACE564C01C4D2CB1E354A1DB5416DE"><enum>(3)</enum><text>Assist in ensuring that all of the available resources and tools are brought to the efforts described in paragraphs (1) and (2) in accordance with strategic priorities.</text></paragraph><paragraph id="HCB2114372FD2482B875937833FC22EA3"><enum>(4)</enum><text display-inline="yes-display-inline">Oversee updates to and implementation of the Strategy to Combat Fentanyl and Other Synthetic Drugs of the United States Customs and Border Protection.</text></paragraph><paragraph id="H96EFAD07FFE54F55A7EEAAAE5799C0BE"><enum>(5)</enum><text>Identify disagreements and challenges for interagency review by the Steering Group.</text></paragraph></subsection><subsection id="HF27AA6F41EE54EEDB60D13BC8734473D"><enum>(d)</enum><header>Annual submission of description of initiatives</header><paragraph id="H40BDDAD8970642F7A0CA03C7909701E7"><enum>(1)</enum><header>In general</header><text>Not later than 60 days after the date of enactment of this Act, and annually thereafter, the agencies described in subsection (b)(2) shall submit to the chair of the Steering Group a detailed description of the existing and planned fusion cells, joint task forces, mission centers, and similar multi-department initiatives relating to fentanyl disruption of such agencies, including an explanation of purposes, goals, and composition, to support efforts to ensure appropriate prioritization and resourcing and minimize duplication of efforts.</text></paragraph><paragraph id="H245133239E9B480A83E2C7785BBD1D68"><enum>(2)</enum><header>Form of submissions</header><text display-inline="yes-display-inline">The descriptions described in paragraph (1) shall be submitted in unclassified form but may include a classified annex.</text></paragraph></subsection><subsection id="HA2E0DC1106AB484FABFC2B317E594A8E"><enum>(e)</enum><header>Strategic plan for public-Private partnerships</header><paragraph id="H2637B7DCBB4E4B4A89CB5B7AD055646C"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Steering Group shall develop and maintain an ongoing strategic plan for public-private partnerships between the agencies described in subsection (b)(2) and private entities on fentanyl trafficking disruption.</text></paragraph><paragraph id="HDBE528AEA91F42A796630D57698558A7"><enum>(2)</enum><header>Reports to Congress</header><text display-inline="yes-display-inline">Not later than 30 days after the date of enactment of this Act, and annually thereafter, the Steering Group shall submit to Congress a report describing the strategic plan referred to in paragraph (1).</text></paragraph></subsection></section></title><title id="H660893860A2E4A18BAB80D54FD17ABF1"><enum>VIII</enum><header><?xm-replace_text {header}?></header><section id="H0DB1CBC0D7F845AA9B9E1298C3051056"><enum>801.</enum><header>Hearings</header><subsection id="H4100C111520943259575ED434309CAF0"><enum>(a)</enum><header>In general</header><text>Each standing committee of the House of Representatives shall hold a hearing on the implementation of this Act within one year of enactment.</text></subsection><subsection id="H47F500BE420F4934A6C7F8376C486B67"><enum>(b)</enum><header>Exercise of rulemaking authority</header><text>Subsection (a) is enacted—</text><paragraph id="H0510AB573AF14C4A9D645048EC3C43C8"><enum>(1)</enum><text>as an exercise of rulemaking power of the House of Representatives, and, as such, shall be considered as part of the rules of the House, and such rules shall supersede any other rule of the House only to the extent that rule is inconsistent therewith; and</text></paragraph><paragraph id="HCCBE23C0817C47DE929779DE2B762E85"><enum>(2)</enum><text>with full recognition of the constitutional right of either House to change such rules (so far as relating to the procedure in such House) at any time, in the same manner, and to the same extent as in the case of any other rule of the House.</text></paragraph></subsection></section></title><title id="H6F604400180D4ED3AB8F4A901E97A849"><enum>IX</enum><header><?xm-replace_text {header}?></header><section id="HCE601AD5D2794329B116FDDA78CF9AA2"><enum>901.</enum><header>Code of official conduct</header><text display-inline="no-display-inline">In rule XXIII of the Rules of the House of Representatives, strike clause 19 and insert the following:</text><quoted-block style="OLC" id="HEB06D79853734815BDF521936CE7949B" display-inline="no-display-inline"><rules-clause id="HFC6E82FB8C1A4EC1B59421B45751DB15" display-inline="no-display-inline"><enum>19.</enum><rules-paragraph id="H77A55B2C07964959B0DCCFE53C4B3638" indent="up1" display-inline="no-display-inline"><enum>(c)</enum><text display-inline="yes-display-inline">A Member, Delegate, Resident Commissioner, officer, or employee of the House shall comply with regulations issued and revised, as necessary, by the Committee on Ethics regarding types of prohibited service or positions that could lead to conflicts of interest.</text></rules-paragraph></rules-clause><after-quoted-block>.</after-quoted-block></quoted-block></section></title><title
