<section id="H21DE2A0478734B6889E9F163EC8AFC25" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Sgt. Walter F. Hartnett IV Green Star Veterans Service Act</short-title></quote>.</text></section> <section id="H93D1AB4D997144EA904C2256B33F6A21" section-type="subsequent-section"><enum>2.</enum><header>Green Star Service Flag for next of kin of veterans deceased as result of suicide</header> <subsection id="H3E371DE492B14FA9A62B732D8744C34E"><enum>(a)</enum><header>Green Star Service Flag</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/36/9">Chapter 9</external-xref> of title 36, United States Code, is amended by adding at the end the following new section:</text>

<section id="HF6A768B132B1408D9B839005C538E900"><enum>905.</enum><header>Green Star Service Flag</header> 
<subsection id="H5DADE277D01F433EAE2671AC99D6C9A0"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall design and designate a flag as the Green Star Service Flag to identify next of kin of covered veterans.</text></subsection> <subsection id="H5D6A0E4E2128465FB1017D8BF26BAC63"><enum>(b)</enum><header>Individuals entitled To display Green Star Service Flag</header><text display-inline="yes-display-inline">An individual who is next of kin of a covered veteran may display the Green Star Service Flag.</text></subsection> 
<subsection id="H8851642139A44C84A902E6AB131992AF"><enum>(c)</enum><header>License To manufacture and sell</header><text display-inline="yes-display-inline">Any person may apply to the Secretary for a license to manufacture and sell the designated Green Star Service Flag. A person that manufactures a Green Star Service Flag without having first obtained a license or otherwise violates this section is liable to the United States for a civil penalty of not more than $1,000.</text></subsection> <subsection id="H6B26B79420F24AC5BC085460B753D883"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H95249F86B74D49F7BC8696746C653BEC"><enum>(1)</enum><text display-inline="yes-display-inline">The term <quote>covered veteran</quote> means a veteran who died—</text> <subparagraph id="H37FFA08FA31F4CD2853A3CC6E2D039A1"><enum>(A)</enum><text>on or after September 11, 2001; and</text></subparagraph> 
<subparagraph id="HECCE9A9AF41245069BD8F4EFD469BE3E"><enum>(B)</enum><text display-inline="yes-display-inline">as the result of suicide.</text></subparagraph></paragraph> <paragraph id="H68EEAE7B81ED4F65ACAA1977ABA0EEE8"><enum>(2)</enum><text>The term <quote>next of kin</quote> includes—</text> 
<subparagraph id="HF3FEC6C4277541F3AFBD85BF9F6F54C2"><enum>(A)</enum><text>a family member, as that term is defined in section 1720K of title 38; and</text></subparagraph> <subparagraph id="HB84B8CE9A44C48BDAC20CA0F964BE554"><enum>(B)</enum><text>any individual specified by the Secretary in regulations prescribed pursuant to this section.</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H03F0245BAB7049CFBCA7CBCBFB4C665F"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of such chapter is amended by adding at the end the following new item:</text> <quoted-block style="USC" id="H73FB7DD0FD524580B5975560FCB9148A" display-inline="no-display-inline"> <toc regeneration="no-regeneration"> <toc-entry level="section">905.
