<section id="H66A06B7909DE44BFA725ED585B6BEC73" section-type="section-one"><enum>1.</enum><header>Accelerating home building act</header> 
<subsection id="H4245331C2F2141108DBC30E5B5EAE527"><enum>(a)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HB4DA8510E32A4A49B177CBF79FE62293"><enum>(1)</enum><header>Affordable housing</header><text>The term <quote>affordable housing</quote> means housing for which the total monthly housing cost payment is not more than 30 percent of the monthly household income for a household earning not more than 80 percent of the area median income.</text></paragraph> 
<paragraph id="H54A9708626DD47C698DE13C12A464B16"><enum>(2)</enum><header>Covered structure</header><text>The term <quote>covered structure</quote> means—</text> <subparagraph id="HECF9CE3BCED0403683BD83D33AFCBF60"><enum>(A)</enum><text>a low-rise or mid-rise structure with not more than 25 dwelling units; and</text></subparagraph> 
<subparagraph id="H39380200080A4CAE9E07D00F14983F81"><enum>(B)</enum><text>includes—</text> <clause id="HDCE04DFB983F45BEA9249B0A8DCB0084"><enum>(i)</enum><text>an accessory dwelling unit;</text></clause> 
<clause id="H12C40E76C41C4744804432613196F7E3"><enum>(ii)</enum><text>infill development;</text></clause> <clause id="H58F133F8894D47C88316BE5B257F5A8C"><enum>(iii)</enum><text>a duplex;</text></clause> 
<clause id="H7A24AD20396F4D46BD51087865338B82"><enum>(iv)</enum><text>a triplex;</text></clause> <clause id="H4513B8804D4141B883461B080C0F4748"><enum>(v)</enum><text>a fourplex;</text></clause> 
<clause id="H8AA470D0A01F42B99C9B4141F20705F1"><enum>(vi)</enum><text>a cottage court;</text></clause> <clause id="H97BD6B9BA45948559A0B6BE2781B2158"><enum>(vii)</enum><text>a courtyard building;</text></clause> 
<clause id="H52FF66B4A07B442A801D0480E2A27F01"><enum>(viii)</enum><text>a townhouse;</text></clause> <clause id="H008D701EBE524CD6B250511DB159FE9B"><enum>(ix)</enum><text>a multiplex; and</text></clause> 
<clause id="H5075A0920AF5402680CC76D4C947F556"><enum>(x)</enum><text>any other structure with not less than 2 dwelling units that the Secretary considers appropriate.</text></clause></subparagraph></paragraph> <paragraph id="H3170496C815341318BA5E31D51A6F150"><enum>(3)</enum><header>Eligible entity</header><text>The term <quote>eligible entity</quote> means—</text> 
<subparagraph id="HDAF7E7D1973341F085E6895D48875C1E"><enum>(A)</enum><text>a unit of general local government, as defined in section 102(a) of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5302">42 U.S.C. 5302(a)</external-xref>);</text></subparagraph> <subparagraph id="H0C249C0929A3455B82D08CA05FF584EE"><enum>(B)</enum><text>a municipal membership organization; and</text></subparagraph> 
<subparagraph id="H44C5E0056AA146D58C4E74A5F63D7CB2"><enum>(C)</enum><text>an Indian tribe, as defined in section 102(a) of the Housing and Community Development Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/42/5302">42 U.S.C. 5302(a)</external-xref>).</text></subparagraph></paragraph> <paragraph id="H68703EDF86784BD28CC36CACAA146087"><enum>(4)</enum><header>High opportunity area</header><text>The term <quote>high opportunity area</quote> has the meaning given the term in section 1282.1 of title 12, Code of Federal Regulations, or any successor regulation.</text></paragraph> 
<paragraph id="H5C40B3936BEB4835966D4C0E8A8E4928"><enum>(5)</enum><header>Infill development</header><text>The term <quote>infill development</quote> means residential development on small parcels in previously established areas for replacement by new or refurbished housing that utilizes existing utilities and infrastructure.</text></paragraph> <paragraph id="H9F272486AC7E4BF7AE52AD2C2055EA2B"><enum>(6)</enum><header>Mixed-income housing</header><text>The term <quote>mixed-income housing</quote> means a housing development that is comprised of housing units that promote differing levels of affordability in the community.</text></paragraph> 
<paragraph id="HA6A15C54FFE24C67856407708D7A2999"><enum>(7)</enum><header>Pre-reviewed designs</header><text>The term <quote>pre-reviewed designs</quote>, also known as pattern books, means sets of construction plans that are assessed and approved by localities for compliance with local building and permitting standards to streamline and expedite approval pathways for housing construction.</text></paragraph> <paragraph id="HAA28B8C230F340F3A67E1882749F302C"><enum>(8)</enum><header>Rural area</header><text>The term <quote>rural area</quote> means any area other than a city or town that has a population of less than 50,000 inhabitants.</text></paragraph> 
<paragraph id="HEF7E76DF18ED4E1083C29FA499CC1CF7"><enum>(9)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of Housing and Urban Development.</text></paragraph></subsection> <subsection id="H5842AC9DCFE34C26B1AE077CFBD20D14"><enum>(b)</enum><header>Authority</header><text>The Secretary may award grants to eligible entities to select pre-reviewed designs of covered structures of mixed-income housing for use in the jurisdiction of the eligible entity, except that such grant awards may not be used for construction, alteration, or repair work.</text></subsection> 
<subsection id="HA2FF644697CC45A0BE0C85A6ABA801E1"><enum>(c)</enum><header>Considerations</header><text>In reviewing applications submitted by eligible entities for a grant under this section, the Secretary shall consider—</text> <paragraph id="HBB04CED2C92740A78C560BEC48797197"><enum>(1)</enum><text>the need for affordable housing by the eligible entity;</text></paragraph> 
<paragraph id="H63D221E3E9B5406DA37D7711BFAB5C81"><enum>(2)</enum><text>the presence of high opportunity areas in the jurisdiction of the eligible entity;</text></paragraph> <paragraph id="H21A6754015C14C4BAB869158B3925487"><enum>(3)</enum><text>coordination between the eligible entity and a State agency; and</text></paragraph> 
<paragraph id="H074C4AB7891C4895BDB61F3465A5EA52"><enum>(4)</enum><text>coordination between the eligible entity and State, local, and regional transportation planning authorities.</text></paragraph></subsection> <subsection id="H6B749A320CF946CBAA2DFDACA71834CD"><enum>(d)</enum><header>Set-aside for rural areas</header><text>Of the amount made available in each fiscal year for grants under this section, the Secretary shall ensure that not less than 10 percent shall be used for grants to eligible entities that are located in rural areas.</text></subsection> 
<subsection id="H52650000AA7140B69E505177CF187CD1"><enum>(e)</enum><header>Reports</header><text>The Secretary shall require eligible entities receiving grants under this section to report on—</text> <paragraph id="HD434C8DFE8D54880A609AF7503F1AD01"><enum>(1)</enum><text>the impacts of the activities carried out using the grant amounts in improving the production and supply of affordable housing;</text></paragraph> 
<paragraph id="H2FF15319B65742B684B2A74A4EBD8F05"><enum>(2)</enum><text>the pre-reviewed designs selected using the grant amounts in their communities;</text></paragraph> <paragraph id="H7121912B03A646FA90C6FBAFA0E68206"><enum>(3)</enum><text>the number of permits issued for housing development utilizing pre-reviewed designs; and</text></paragraph> 
<paragraph id="H94B1D3AFEF0C45029811AD2E8162D6B6"><enum>(4)</enum><text>the number of housing units produced in developments utilizing the pre-reviewed designs.</text></paragraph></subsection> <subsection id="H129212AD271546DD9C61BCE33794EE95"><enum>(f)</enum><header>Availability of information</header><text>The Secretary shall—</text> 
<paragraph id="HC7D4B6ED691B44C1B5A8F16C7AF16BBF"><enum>(1)</enum><text>to the extent possible, encourage localities to make publicly available through a website information on the pre-reviewed designs selected and submitted to the Secretary by eligible entities receiving grants under this section, including information on the benefits of use of those designs; and</text></paragraph> <paragraph id="H4319B00A48054578ACA4B14971B52B02"><enum>(2)</enum><text>collect, identify, and disseminate best practices regarding such designs and make such information publicly available on the website of the Department of Housing and Urban Development.</text></paragraph></subsection> 
<subsection id="H30985FF5BC1E48B8A48F0C4D582C3039"><enum>(g)</enum><header>Design adoption and repayment</header><text>The Secretary may require an eligible entity to return to the Secretary any grant funds received under this section if the selected pre-reviewed designs submitted under this section have not been adopted during the 5-year period following receipt of the grant, unless that period is extended by the Secretary.</text></subsection> <subsection id="H1537059D0E7B41DF9B124235B942AC30"><enum>(h)</enum><header>Authorization of appropriations</header> <paragraph id="HF296D68B452B4E6686747AB13C50F96B"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretary such sums as are necessary to carry out this section.</text></paragraph> 
<paragraph id="HD3BE12406E3B4020980C4FC2110147C0"><enum>(2)</enum><header>Technical assistance</header><text>The Secretary may set aside not more than 5 percent of amounts appropriated under paragraph (1) in a fiscal year to provide technical assistance to grant recipients under this section and pre-grant technical assistance for prospective applicants.</text></paragraph></subsection></section> </legis-body></bill>
