<section id="HB01FA79DBDAC429E85E2636CF681320B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Coastal Infrastructure Improvement Act</short-title></quote>.</text></section> <section id="H2D18244213F34586A895607F5DAE68B9" section-type="subsequent-section"><enum>2.</enum><header>Stabilization and Erosion Control Technology program</header> <subsection id="HDDAC439C8832458BB279C922D4C02661"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subject to the availability of appropriations, and for a period of 6 years beginning on the date on which funds are made available to carry out this section, the Secretary and, where appropriate, in consultation with other Federal agencies and States carrying out State management programs approved under section 306 of the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1455">16 U.S.C. 1455</external-xref>), shall establish a program to carry out research and development activities relating to stabilization and erosion control technology, including the estimated cost and longevity of such technology, as—</text> 
<paragraph id="HAED2312BD7294474969E9CF958173B85"><enum>(1)</enum><text display-inline="yes-display-inline">biomimetic methods for the protection of estuaries, cliffs, bluffs, beaches, dunes, and shoreline stabilization;</text></paragraph> <paragraph id="H11484A67926A46FCA346CED326B6AA5F"><enum>(2)</enum><text display-inline="yes-display-inline">applicable for coastal application in areas exposed to coastal floods and erosion hazards, including monitoring and maintenance; and</text></paragraph> 
<paragraph id="HA0129B932DDB45ED8B9771A17613990C"><enum>(3)</enum><text display-inline="yes-display-inline">alternatives to hardened structures that are static, disruptive to local habitat, and contributive to erosion in adjacent areas.</text></paragraph> </subsection> <subsection id="HB2422C127C3A412E92BDE817C378E59F"><enum>(b)</enum><header>Testing diversity</header><text>The Secretary shall ensure that research and development activities carried out under this section are carried out in diverse geographic locations.</text></subsection>
<subsection id="H9A24EBB4CD3F4710A4F432F963A5E289"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 60 days after the end of the period described in subsection (a), the Secretary shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report on the program carried out under this section, including a comprehensive evaluation of such program and recommendations for the continuation of such program.</text></subsection> <subsection id="H67F4FE2984CD4D47832030065B4B896A"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="HC27F56C505E948279889C04F4E196B65"><enum>(1)</enum><header>Biomimetic method</header><text display-inline="yes-display-inline">The term <quote>biomimetic method</quote> means an engineered system that mimics natural processes, is temporary, adjustable, removable, and reusable, and includes hybrid approaches that combine natural and engineered elements to enhance ecosystem function while providing protection.</text></paragraph> <paragraph id="H474B6B36DCF9410EA36D98B71B8F4757"><enum>(2)</enum><header>Secretary</header><text display-inline="yes-display-inline">The term <quote>Secretary</quote> means the Secretary of the Army, acting through the Director of the Engineer Research and Development Center.</text></paragraph></subsection> </section>
