Short title

This Act may be cited as the Disaster Relief Continuity Act of 2025.

Continuity of disaster relief funding

(a)

Continuous appropriation for disaster relief

There are hereby appropriated to the Administrator of the Federal Emergency Management Assistance Agency for fiscal year 2026, out of any money in the Treasury not otherwise appropriated, for any period during which interim or full-year appropriations for fiscal year 2026 are not in effect, such sums as are necessary to carry out the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.) for the following activities: (1)Providing financial and operational support for declared major disasters and emergencies, including individual assistance, direct aid, and necessary life-saving and life-sustaining activities. (2)Covering the salaries and expenses of essential Federal Emergency Management Agency personnel directly involved in disaster response, recovery, mitigation, and grant disbursement. (3) Continuing payments and grants for existing, federally-funded disaster recovery projects. (b)

Termination

Amounts made available pursuant to this Act shall be available until the first of the following occurs: (1)The enactment into law of an appropriation (including a continuing appropriation) for any purpose for which amounts are made available in subsection (a). (2)The enactment into law of the applicable regular or continuing appropriations resolution or other Act without any appropriation for such purpose. (3)January 1, 2027. (c)

Restriction

Funds made available under this section shall not be used for nonessential administrative functions, new policy development, or nondisaster-related training or travel.
