<section id="HA0B191D93C18435D9DBD6ED312861F9E" section-type="section-one"><enum>1.</enum><header>Short title; findings</header> 
<subsection id="HB0D1375FD6254B64969F63AF45C89EC1"><enum>(a)</enum><header>Short title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Physical Therapist Workforce and Patient Access Act of 2025</short-title></quote>.</text></subsection> <subsection id="HF6EB0EC30E874CB0BE8BF347CE8A8E31"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds as follows:</text> 
<paragraph id="HFA3E8ED978EC4AD787F940FDF958B1F5"><enum>(1)</enum><text display-inline="yes-display-inline">Physical therapists play an important role in the prevention, treatment, or management of pain for individuals, including those with substance use disorders, or at risk of developing a substance use disorder.</text></paragraph> <paragraph id="HFE59397B9F624DC8A64FD83575D5608E"><enum>(2)</enum><text display-inline="yes-display-inline">Physical therapists are also playing an important role in the physical rehabilitation needs of individuals who have developed chronic health conditions as a result of COVID–19.</text></paragraph> 
<paragraph id="H4F042C1C4D1E4F9190E4C6C5DC19C5A2"><enum>(3)</enum><text display-inline="yes-display-inline">Physical therapist services are an essential component of the multidisciplinary undertaking that will be required to improve patient access and outcomes in medically underserved areas.</text></paragraph></subsection></section> <section id="HF9B85A141109448F908CC5D97E99D3FF"><enum>2.</enum><header>National Health Service Corps; participation of physical therapists in loan repayment program</header> <subsection id="H8D12E2CBBB6F4D42A415053BDCF8B6A4"><enum>(a)</enum><header>Mission of corps; definition of primary health services</header><text>Section 331(a)(3)(D) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254d">42 U.S.C. 254d(a)(3)(D)</external-xref>) is amended by striking <quote>or mental health,</quote> and inserting <quote>mental health, or physical therapy,</quote>.</text></subsection> 
<subsection id="H5456ABD747E340B08C7DF4DBBD39537F"><enum>(b)</enum><header>Physical therapy health professional target areas</header><text display-inline="yes-display-inline">Section 332 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254e">42 U.S.C. 254e</external-xref>) is amended by adding at the end the following:</text> <quoted-block style="OLC" id="HBE16129EE9E64B2BBD418FC980B2B57C" display-inline="no-display-inline"> <subsection id="H488931DB3D5945E8884F6FE12A6F6DD2"><enum>(l)</enum><header>Physical therapy health professional target areas</header> <paragraph id="H95AD93D32F534E269529F954939444D0"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall carry out a program of—</text> 
<subparagraph id="HB3B25EC6D9F74E04B9D5D7C88A9A11C9"><enum>(A)</enum><text>identifying physical therapy health professional target areas; and</text></subparagraph> <subparagraph id="H0F2C81CC3BA34BC7B44B8379908C6F0F"><enum>(B)</enum><text>assigning members of the Corps who are physical therapists to such areas.</text></subparagraph></paragraph> 
<paragraph id="HA89A220BD1C04AC682C636AA5AF5617F"><enum>(2)</enum><header>Applicable provisions</header><text>The provisions of paragraphs (1), (2), (3), (4), and (6) of subsection (k) shall apply to the identification of physical therapy health professional target areas and the assignment of physical therapists under this subsection except that—</text> <subparagraph id="HA42CCE9D111A4555BCCAC11BEB54A5BD"><enum>(A)</enum><text>references to maternity care health professional target areas shall be treated as references to physical therapy health professional target areas; and</text></subparagraph> 
<subparagraph id="HE0F359130A784135BBC2EBBA1496F50D"><enum>(B)</enum><text>references to maternity care health professionals and maternity care shall be treated as references to physical therapists and physical therapy, respectively.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="H30B98B6332CD4657969CF28300AB59C2"><enum>(c)</enum><header>Loan repayment program</header><text>Section 338B of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254l-1">42 U.S.C. 254l–1</external-xref>) is amended—</text> 
<paragraph id="H3BF7517E9997474FA802AB3F43DA52C7"><enum>(1)</enum><text>in subsection (a)(1), by inserting <quote>physical therapists,</quote> after <quote>dentists,</quote>;</text></paragraph> <paragraph id="H97F08468C1FF476E9F9F1A62F3E67E5B"><enum>(2)</enum><text>in subsection (b)—</text> 
<subparagraph id="H39050396A72E44038BBABD709CB0319A"><enum>(A)</enum><text>by striking <quote>(1)(A) have a degree in</quote> and all that follows through the end of subparagraph (A) of paragraph (1) and inserting the following: </text> <quoted-block style="traditional" id="HF132EB81EB684D65A728DEE79223BEDD" display-inline="no-display-inline"> <paragraph id="HAD4FC70175274655A0A4250300BB9E1E"><enum>(1)</enum> <subparagraph commented="no" display-inline="yes-display-inline" id="H6298466872F24155B8731C2D8D44590C"><enum>(A)</enum> <clause commented="no" display-inline="yes-display-inline" id="HD590A4189AD94144A4B8DA483F7C46F5"><enum>(i)</enum><text display-inline="yes-display-inline">have a degree in medicine, osteopathic medicine, dentistry, or another health profession, or an appropriate degree from a graduate program of behavioral and mental health;</text></clause> 
<clause id="H9C53954F9983474DACC5D7F4931FE706" indent="up2"><enum>(ii)</enum><text>be certified as a nurse midwife, nurse practitioner, or physician assistant; or</text></clause> <clause id="H98A856DD87164BE3A934C73D9E54A639" indent="up2"><enum>(iii)</enum><text>have a doctoral or master’s degree in physical therapy;</text></clause></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph> 
<subparagraph id="H6691E22D6ADB4C74A64666B6A090C671"><enum>(B)</enum><text>in paragraph (1)(B), by inserting <quote>physical therapy,</quote> after <quote>mental health,</quote>; and</text></subparagraph> <subparagraph id="H96292C9B39AE45649ABBA55F38CBC1C0"><enum>(C)</enum><text>in paragraph (1)(C)(ii), by inserting <quote>physical therapy,</quote> after <quote>dentistry,</quote>; and</text></subparagraph></paragraph> 
<paragraph id="H61D0DF75CE3740E4AAE207E51259A6C5"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H636DE2091ACB49318109EED1C110443B" style="OLC"> <subsection id="H2AE3A8561ABE4835AE107847FAF61AA6"><enum>(i)</enum><header>Eligibility to participate in other programs</header><text>Nothing in this section shall be construed to prohibit any health care professional who is eligible to participate in the program under this section from participating in any other loan repayment program established by the Secretary for which such professional is eligible.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section> 
<section id="HC2057D63AB4445059A2219A8B044C895" commented="no"><enum>3.</enum><header>Additional funding for participation of physical therapists in the National Health Service Corps Loan Repayment Program</header><text display-inline="no-display-inline">Section 10503(b)(2)(K) of the Patient Protection and Affordable Care Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254b-2">42 U.S.C. 254b–2(b)(2)(K)</external-xref>) is amended—</text> <paragraph id="HD2796232D90E498EB5A8CA09792942E3" commented="no"><enum>(1)</enum><text>by striking <quote>$172,972,603</quote> and inserting <quote>$187,972,603</quote>; and</text></paragraph> 
<paragraph id="H86948854A01246F4BC2500886574AF60" commented="no"><enum>(2)</enum><text>by inserting before the period at the end the following: <quote>, provided that of such amount the Secretary shall use not less than $15,000,000 for making loan repayments for physical therapists participating in the National Health Service Corps Loan Repayment Program under section 338B of the Public Health Service Act</quote>.</text></paragraph></section> <section id="H876148D463404D8DB08DF757F3AC5419"><enum>4.</enum><header>Expanding Medicare Rural Health Clinic Services and Federally Qualified Health Center Services to include physical therapy services</header> <subsection id="H5307A6C04891446E857370A39683BD62"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 1861(aa) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1395x">42 U.S.C. 1395x(aa)</external-xref>) is amended—</text> 
<paragraph id="HAF3BF16B4F1744A5A8E8CF0A71BD0AEE"><enum>(1)</enum><text>in paragraph (1)—</text> <subparagraph id="H1A123E594E72433590A258C5C06E75A2"><enum>(A)</enum><text>in subparagraph (C), by striking at the end <quote>and</quote>;</text></subparagraph> 
<subparagraph id="H3387D545E17B4D15996DDE9A7854C6CB"><enum>(B)</enum><text>in subparagraph (D), by adding <quote>and</quote> at the end; and</text></subparagraph> <subparagraph id="H13E3D3CA74C34E0ABF55952EADD45375"><enum>(C)</enum><text>by inserting after subparagraph (D) the following new subparagraph:</text> 
<quoted-block display-inline="no-display-inline" id="H4B06D774F536494081A37C4B0E9895CD" style="OLC"> 
<subparagraph id="H02A43B04830B4E0D95AD3F3CA7A70267" indent="up1"><enum>(E)</enum><text display-inline="yes-display-inline">such physical therapy services (as defined in subsection (p)) furnished by a physical therapist,</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H5151E447DDE24CDBA0DF4E6C1D59255E"><enum>(2)</enum><text>in paragraph (3)(A), by striking <quote>subparagraphs (A) through (D)</quote> and inserting <quote>subparagraphs (A) through (E)</quote>.</text></paragraph></subsection> 
<subsection id="H5D71FDA129FB411C81D78D7AC17E3D40"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall apply with respect to services furnished on or after January 1, 2027.</text></subsection></section> </legis-body></bill>
