<section id="H3495BB2F25D9472D9EBB824286520958" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Return to Palestinian Entities Accountability and Counterterrorism Enforcement Act</short-title></quote> or <quote><short-title>Return to PEACE Act</short-title></quote>.</text></section>
<section id="H46395B943E1B4487A816D21F87AE66E8"><enum>2.</enum><header>Codification of sanctions with respect to individuals who are Palestine Liberation Organization members and Palestinian Authority officials</header> 
<subsection id="H4D2E0B49314940A08D5518E31002A0F8"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">On and after the date of the enactment of this Act, the sanctions that deny visas to individuals who are members of the Palestine Liberation Organization (PLO) and officials of the Palestinian Authority (PA) pursuant to section 604(a)(1) of the Middle East Peace Facilitation Act, as in effect on July 31, 2025, shall remain in effect and continue to apply except for as provided in subsection (b).</text></subsection> <subsection id="H408A804964CE4C2FBDE6D8A3EC97BC05"><enum>(b)</enum><header>Applicability of waiver</header><text>Notwithstanding section 604(c) of the Foreign Relations Authorization Act, Fiscal Year 2003 (<external-xref legal-doc="public-law" parsable-cite="pl/107/228">Public Law 107–228</external-xref>), the Secretary of State may, on a case-by-base basis not to exceed renewable periods of 180 days, waive the application of the sanctions codified in subsection (a) with respect to an individual or individuals if the Secretary transmits to the appropriate congressional committees the determination described in subsection (c).</text></subsection> 
<subsection id="H86A4BA85660E4D0F8CA7308EF05EB8AF"><enum>(c)</enum><header>Determination</header><text>A determination described in this subsection is a determination that the PLO and the PA are not—</text> <paragraph id="H3EA9E8EAFB89485FBA0EB6E3786E2A81"><enum>(1)</enum><text>initiating or supporting actions at international organizations that undermine and contradict prior commitments in support of United Nations Security Council Resolution 242 and 338;</text></paragraph> 
<paragraph id="HDF285E2144E74E1981B2A7CCF539E23E"><enum>(2)</enum><text>taking actions to internationalize its conflict with Israel such as through the International Criminal Court and International Court of Justice;</text></paragraph> <paragraph id="H8B6CE7E014EB40C9A416A17577F22CFA"><enum>(3)</enum><text>continuing to support terrorism, including incitement and glorification of violence (especially in textbooks); and</text></paragraph> 
<paragraph id="H2EA273787F66466DA68AD6206A072316"><enum>(4)</enum><text>providing payments and benefits in support of terrorism to Palestinian terrorists and their families.</text></paragraph></subsection> <subsection id="H2D57F5675B604ED6AC4FE58DE1C08815"><enum>(d)</enum><header>Sunset</header><text>This section shall terminate on the date that is seven years after the date of the enactment of this Act.</text></subsection></section>
