R. 5596</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250926">September 26, 2025</action-date><action-desc><sponsor name-id="M001194">Mr. Moolenaar</sponsor> (for himself, <cosponsor name-id="T000478">Ms. Tenney</cosponsor>, <cosponsor name-id="T000467">Mr. Thompson of Pennsylvania</cosponsor>, <cosponsor name-id="S001196">Ms. Stefanik</cosponsor>, <cosponsor name-id="F000469">Mr. Fulcher</cosponsor>, <cosponsor name-id="G000594">Mr. Tony Gonzales of Texas</cosponsor>, <cosponsor name-id="G000591">Mr. Guest</cosponsor>, <cosponsor name-id="N000190">Mr. Norman</cosponsor>, <cosponsor name-id="A000055">Mr. Aderholt</cosponsor>, and <cosponsor name-id="H001058">Mr. Huizenga</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of Labor to retain in effect the adverse effect wage rate for a period of 2 years if the Secretary determines that there is not a valid method to calculate such rate, and for other purposes.</official-title></form><legis-body id="H7564595B880143DFB2D439B3A196313D" style="OLC"><section id="H0473A5BBD3C44145A724B21265F9934C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Freeze AEWR and Restore Monetary Sense Act</short-title></quote> or the <quote><short-title>FARMS Act</short-title></quote>.</text></section><section id="H77E92C67A41342D089BE8860E366AEBE"><enum>2.</enum><header>Temporary pause of adverse effect wage rate calculation</header><text display-inline="no-display-inline">During the period beginning on the date of enactment of this Act, and ending on the date that is 2 years after such date, the Secretary of Labor is authorized to retain the adverse effect wage rate required to be paid under section 655.1308 of title 20, Code of Federal Regulations, to nonimmigrants admitted under section 101(a)(15)(H)(ii)(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1101">8 U.S.C. 1101(a)(15)(H)(ii)(a)</external-xref>), that was in effect on the date of enactment of this Act, if the Secretary determines that there is not a valid method to calculate such rate.</text></section></legis-body></bill>
