<section id="HCA6CF85B6DC342B1864C16D2F6BB4B3A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Responsible Retirement of Law Enforcement Firearms Act of 2025</short-title></quote> or the <quote><short-title>RRLEF Act of 2025</short-title></quote>.</text></section> <section id="H0892B7915F594588A52E9294A381C5AE"><enum>2.</enum><header>Eligibility under Edward Byrne Memorial Justice Assistance Grant Program</header> <subsection id="H4569FB2F05274604AB670ECA6903E2B7"><enum>(a)</enum><header>Certification requirement</header><text display-inline="yes-display-inline">Section 502 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10153">34 U.S.C. 10153</external-xref>) is amended—</text> 
<paragraph id="H28E017C650BF483293651597934F6D45"><enum>(1)</enum><text>in subsection (a)(5)—</text> <subparagraph id="H7A023A14CB1B4385ACCE82C81ECCA4A5"><enum>(A)</enum><text>in subparagraph (C), by striking <quote>and</quote>;</text></subparagraph> 
<subparagraph id="HF5F5064D4C4E4CEB816AC26EDAB10BB0"><enum>(B)</enum><text>in subparagraph (D), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> <subparagraph id="H79F6BB68354E4F80B0CA58759472D930"><enum>(C)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" display-inline="no-display-inline" id="H9D218FD8071B493EA95A9E247AE893E0"> 
<subparagraph id="H2B2DD36AC09A4BFB8869A96562668614"><enum>(E)</enum><text display-inline="yes-display-inline">the applicant, and each grantee or subgrantee under the jurisdiction of the applicant, shall not transfer a firearm to, or purchase a firearm from, a licensed dealer that is on the list of covered licensed dealers most recently published at the time of certification by the Director of the Bureau of Alcohol, Tobacco, Firearms, and Explosives under section 2(b)(2) of the RRLEF Act of 2025. </text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="H05A8A3BE545145DDBF3D7A5376440768"><enum>(2)</enum><text>by adding at the end the following:</text> 
<quoted-block style="OLC" id="HB71BA6D8721E4FDC8634EF60A3CA2941" display-inline="no-display-inline"> 
<subsection id="H4FA1FC2BD00D457C8D73E5ABD8C514AB"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text> <paragraph id="H84919EEC22F44B929ED58236E680E7D0"> <enum>(1)</enum> <text display-inline="yes-display-inline">the term <quote>covered licensed dealer</quote> means a licensed dealer with respect to whom, in not less than two of the three calendar years prior to the publication of the list under section 2(b)(2) of the RRLEF Act of 2025, the National Tracing Center of the Bureau of Alcohol, Tobacco, Firearms and Explosives has traced to the firearms business of such licensed dealer, in such calendar years, not less than 25 firearms that had a short time-to-crime;</text>
              </paragraph> 
<paragraph id="HAA933F38BC71492B88F9328F5FC601A6"><enum>(2)</enum><text display-inline="yes-display-inline">the terms <quote>licensed dealer</quote> and <quote>firearm</quote> have the meaning given such terms, respectively, in section 921(a) of title 18, United States Code; and</text></paragraph> <paragraph id="H51B2DEB06643414A926E05883C88F1B9"><enum>(3)</enum><text display-inline="yes-display-inline">the term <quote>short time-to-crime</quote> means, a period of not more than three calendar years between the date of the last known retail sale of a firearm and the date a law enforcement agency recovers such firearm as a result of such firearm being purchased for, possessed during, or used in, an actual or suspected criminal offense.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HFB39D924082E433FAB69547D879BC0AA">
        <enum>(b)</enum>
        <header>Public disclosure of database information of Bureau of Alcohol, Tobacco, Firearms
          and Explosives</header>
 <text>Not later than 120 days after the date of the enactment of this Act, and annually thereafter, the Attorney General, acting through the Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives shall—</text>
        <paragraph id="H75FE2B2E40F04B00BEB2F77BBAA9CC93">
          <enum>(1)</enum>
 <text display-inline="yes-display-inline">notify a State or local law enforcement agency if any firearm (as such term is defined in section 921(a) of title 18, United States Code) that was transferred by such agency was used, or suspected of being used, in the commission of a criminal offense, as traced by the National Tracing Center of the Bureau; and</text>
        </paragraph>
        <paragraph id="HA9FA690B062549D3825E09B828A1FDF1">
          <enum>(2)</enum>
 <text display-inline="yes-display-inline">make publicly available on the internet website of the Bureau a list of each covered licensed dealer (as such term is defined in section 502(c) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10153">34 U.S.C. 10153(c)</external-xref>)).</text>
        </paragraph>
      </subsection>

        <enum>(c)</enum>
        <header>Repeal of certain limitations on public disclosure of database information of Bureau
          of Alcohol, Tobacco, Firearms and Explosives</header>

          <header>Public Law 112–55</header>
 <text display-inline="yes-display-inline">The 6th proviso under the heading “Bureau of Alcohol, Tobacco, Firearms and Explosives—Salaries and Expenses” in title II of division B of the Consolidated and Further Continuing Appropriations Act, 2012 (<external-xref legal-doc="usc" parsable-cite="usc/18/923">18 U.S.C. 923</external-xref> note; <external-xref legal-doc="public-law" parsable-cite="pl/112/55">Public Law 112–55</external-xref>; 125 Stat. 609–610) is amended by striking <quote>and in each fiscal year thereafter</quote>.</text>
