R. 5446</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action display="yes"><action-date date="20250917">September 17, 2025</action-date><action-desc><sponsor name-id="S001215">Ms. Stevens</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To limit the authority to impose duties on articles of food.</official-title></form><legis-body id="H31C4F47F96E748E782891C74D5F03D8B"><section id="H3E7690F14E3246B49FC9FC6A1370BB0A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>No Tariffs on Groceries Act</short-title></quote>.</text></section><section id="H1D25BC91323544D0AE54B8128A3E0B6B"><enum>2.</enum><header>Limitation on authority to impose duties on articles of food</header><subsection id="HD35BED87AB764E1890B6317A1BCDFB36"><enum>(a)</enum><header>In general</header><text>The President may not impose duties proposed by the Presidential Administration on articles of food unless—</text><paragraph id="HB6686C1EC43447D3AE1BA3D6B6A0D9EF"><enum>(1)</enum><text>the President transmits to Congress a request to impose such duties; and</text></paragraph><paragraph id="H70ACF4A0B90B4E2FA15E5FA58251F284"><enum>(2)</enum><text>such request is subsequently and specifically approved by an Act of Congress.</text></paragraph></subsection><subsection id="H69FD32E3EC364734A7FBC0ED09CA7F11"><enum>(b)</enum><header>Exception</header><text>The limitation in subsection (a) shall not apply with respect to existing tariff-rate quotas on articles of food.</text></subsection><subsection id="H4171A0E98D044B07A52F15A58BA3C04D"><enum>(c)</enum><header>Articles of food defined</header><text>In this section, the term <quote>articles of food</quote> means—</text><paragraph id="H2FCC3DDC94504C559D687DFC337B1099"><enum>(1)</enum><text>articles used for food or drink for man or other animals;</text></paragraph><paragraph id="H0DAAC805E4DD40A68B2030F74B07688A"><enum>(2)</enum><text>articles used for components of any articles described in paragraph (1); and</text></paragraph><paragraph id="HABE7DA0806DF4719A809AFB746E41B29"><enum>(3)</enum><text>seeds, fertilizers, manures, and agro-chemicals.</text></paragraph></subsection></section></legis-body></bill>
