which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name>, and in addition to the Committee on <committee-name committee-id="HVR00">Veterans' Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require certain covered agency heads to enter an memorandum of understanding and submit a report with respect to certain housing policy issues, and for other purposes.</official-title></form><legis-body id="H9F865051C64F494CBA75E8E5C07ABE26" style="OLC"><section id="H151121259EDE43ECA5AFD7E7855771D2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Saving the American Dream Act</short-title></quote>.</text></section><section commented="no" display-inline="no-display-inline" id="HE078517AB1094C02B3ACFE3C8B938075"><enum>2.</enum><header>Memorandum of understanding</header><text display-inline="no-display-inline">The Secretary of Housing and Urban Development, the Secretary of Agriculture, the Secretary of Veterans Affairs, the Secretary of the Treasury, and the Director of the Federal Housing Finance Agency shall, not later than 1 year after the date of the enactment of this section, establish a memorandum of understanding, or other appropriate interagency agreement, to share and coordinate relevant housing-related research and market data that facilities evidence-based policymaking.</text></section><section id="H279D76CDDB7147D4AFE14A9C0F3EB6C8"><enum>3.</enum><header>Interagency report</header><subsection commented="no" display-inline="no-display-inline" id="HD8FC2751120A4A3BA773F6391A0490C1"><enum>(a)</enum><header display-inline="yes-display-inline">Report</header><text display-inline="yes-display-inline">Not later than 1 year after the date of enactment of this Act, the covered agency heads shall jointly submit a report to the appropriate committees that outlines policy proposals from the covered agency heads to address each of the following:</text><paragraph id="H19E3B86CF6264990A18EFAFC34FFF09E"><enum>(1)</enum><text display-inline="yes-display-inline">Federal housing finance programs and coordination.</text></paragraph><paragraph id="H3DD0B7911104470189D20D8BFEC4B390"><enum>(2)</enum><text display-inline="yes-display-inline">Opportunities to lower mortgage origination and servicing costs by aligning program underwriting and servicing standards to the greatest extent possible.</text></paragraph><paragraph id="HF5D1548C16C24D739EEF33CCDC8AD53B"><enum>(3)</enum><text>Housing construction costs, production barriers, and development incentives.</text></paragraph><paragraph id="H9E037B5DD554454FA52F66B4F9EC3888"><enum>(4)</enum><text>Local regulatory barriers to housing production.</text></paragraph><paragraph id="HE4AF3F90BDF84C57982C0D672416F95B"><enum>(5)</enum><text>Insurance costs and availability affecting housing markets.</text></paragraph><paragraph id="HF35821D677E3469AA0A93DA2DDC6C8D9"><enum>(6)</enum><text>Down payment assistance and housing transaction incentives.</text></paragraph><paragraph id="HDF1CEF6FADFA446E83FDB11BE99C62D9"><enum>(7)</enum><text>Disaster resilience and housing recovery coordination.</text></paragraph></subsection><subsection id="HB6847B47A5F84CEA824EA8D3C99D18B2"><enum>(b)</enum><header>Definitions</header><text>In this section:</text><paragraph id="H8101FE2FC72D457B809FE6E614A9B33E"><enum>(1)</enum><header>Appropriate committees</header><text display-inline="yes-display-inline">The term <term>appropriate committees</term> means—</text><subparagraph id="HEEF98E24A058462888A665F466A5E2B3"><enum>(A)</enum><text>the Committee on Banking, Housing, and Urban Affairs of the Senate;</text></subparagraph><subparagraph id="HA557A218F4744AB9879EAFA49E2A0CB6"><enum>(B)</enum><text>the Committee on Veterans’ Affairs of the Senate;</text></subparagraph><subparagraph id="HEE5B3602C5DF4843B0F7C28B6FC937A1"><enum>(C)</enum><text>the Committee on Finance of the Senate;</text></subparagraph><subparagraph id="H1FA8FE1FEB4743C6B7BF723BA99D5488"><enum>(D)</enum><text>the Committee on Financial Services of the House of Representatives;</text></subparagraph><subparagraph id="H8EF5BE3619C24FC9ADADC727CCE877FE"><enum>(E)</enum><text>the Committee on Way and Means of the House of Representatives; and</text></subparagraph><subparagraph id="H0AEE0CAEE2D34D6A8980636FDAEA1513"><enum>(F)</enum><text>the Committee on Veterans’ Affairs of the House of Representatives.</text></subparagraph></paragraph><paragraph id="HCF4D248A07854BA9B6F00F083739FB58"><enum>(2)</enum><header>Covered agency head</header><text display-inline="yes-display-inline">The term <term>covered agency head</term> means the Secretary of Housing and Urban Development, the Secretary of Agriculture, the Secretary of Veterans Affairs, the Secretary of the Treasury, and the Director of the Federal Housing Finance Agency.</text></paragraph></subsection></section></legis-body></bill>
