<section id="H065C9DAA88B041EAAFBF886B42857B90" section-type="section-one"><enum>1.</enum><header>Short title</header>
 <text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fair Artificial Intelligence Realization Act of 2025</short-title></quote> or the <quote><short-title>FAIR Act</short-title></quote>. </text></section> 
<section id="H729C9AD839C14F21BF4B24753FAFAAB6"><enum>2.</enum><header>Prohibition on Federal procurement of certain large language models</header> 
<subsection id="HE626563F237745CDA33B2C1BCC8ABED4"><enum>(a)</enum><header>Policy of the United States</header><text>It is the policy of the United States to promote the innovation and use of trustworthy artificial intelligence. </text></subsection> <subsection id="H67673D5AC2D44C3BA7020A394EBADA1C"><enum>(b)</enum><header>In general</header><text>To advance the policy established under subsection (a), the head of each agency shall, procure after the date of the enactment of this Act only those large language models developed in accordance with the following principles:</text> 
<paragraph id="H5237629C756349FF8EBFFDC227CFE031"><enum>(1)</enum><text display-inline="yes-display-inline">Large language models shall be truthful in responding to user prompts seeking factual information or analysis. </text></paragraph> <paragraph id="HAA00C7A17B9D43A98D447A6809EE0FE4"><enum>(2)</enum><text display-inline="yes-display-inline">Large language models shall prioritize historical accuracy, scientific inquiry, and objectivity, and shall acknowledge uncertainty where reliable information is incomplete or contradictory. </text></paragraph> 
<paragraph id="HAD41B4D05A2C417482B0FFE82A22A846" commented="no"><enum>(3)</enum><text display-inline="yes-display-inline">Large language models shall be neutral, nonpartisan tools that do not manipulate responses in favor of ideological dogmas such as diversity, equity, and inclusion.</text></paragraph> <paragraph id="H3BE52AEF8C77483193A06E6779A70D3C"><enum>(4)</enum><text>Developers of large language models shall not intentionally encode partisan or ideological judgments into a large language model output unless those judgments are prompted by or otherwise readily accessible to the end user.</text></paragraph></subsection> 
<subsection id="H614F24C5B2874363B3CEB1E51577E46C"><enum>(c)</enum><header>Definitions</header><text>In this Act:</text> <paragraph id="H7FDCE738C5674FE9BB42F37122AFEB41"><enum>(1)</enum><header>Agency</header><text display-inline="yes-display-inline">The term <quote>agency</quote>—</text> 
<subparagraph id="HC38E8DF7A350424BBB34FCA0C06E02C4"><enum>(A)</enum><text display-inline="yes-display-inline">means—</text> <clause id="H5EA33D434FD24194968AC1A491E770AE"><enum>(i)</enum><text>an executive department (as such term is defined in section 101 of title 5, United States Code);</text></clause> 
<clause id="HC38A800E20D84E4EA310DA76F5277513"><enum>(ii)</enum><text>a military department (as such term is defined in section 102 of title 5, United States Code); </text></clause> <clause id="H1975833F1A9D4458B16647CF36FE35F3"><enum>(iii)</enum><text>an independent establishment (as such term is defined in section 104 of title 5, United States Code); and </text></clause> 
<clause id="H82E6DC4F1DE04B4995A53BB72E25CB80"><enum>(iv)</enum><text>a wholly owned Government corporation (as such term is defined in section 9101 of title 31, United States Code); and</text></clause></subparagraph> <subparagraph id="HD471DAC5B8324AE8B5DCC57FA91F5A3A"><enum>(B)</enum><text>does not include the Government Accountability Office. <editorial></editorial></text></subparagraph></paragraph> 
<paragraph id="H1791D4F1486A4423BB06CFA4680C47A2"><enum>(2)</enum><header>Large language model</header><text display-inline="yes-display-inline">The term <quote>large language model</quote> means a generative AI model trained on vast, diverse datasets that enable the model to generate natural-language responses to user prompts.</text> </paragraph></subsection></section> </legis-body></bill>
