<section id="H785744204BDC460F84BEC3F6EDE08338" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Heroes Earned Affordable Lifts Act</short-title></quote> or the <quote><short-title>HEAL Act</short-title></quote>.</text></section> 
<section id="H1226C54508D64A1ABB5C33D5335D54C3"><enum>2.</enum><header>Expansion of payments or allowances for transportation of veterans to or from Department facilities</header> 
<subsection id="HC2F2901ACCE54E209D66A1550D69FE1D"><enum>(a)</enum><header>Milage reimbursement rate</header><text>Section 111 of title 38, United States Code, is amended—</text> 
<paragraph id="H2FD475ED00ED4DF4B505445B9DDB10B2"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a), by striking <quote>at a rate of 41.5 cents per mile</quote> and inserting <quote>at the rate prescribed under subsection (g)</quote>;</text></paragraph> 
<paragraph id="HA40112486F924C558D5995173454B593"><enum>(2)</enum><text>in subsection (b)(1), by striking <quote>Except as provided in subsection (c) of this section and notwithstanding subsection (g)(2) of this section or</quote> and inserting <quote>Notwithstanding</quote>; and</text></paragraph> 
<paragraph id="H1EB40DE3C79146D3B5A0661499937A1D"><enum>(3)</enum><text>by amending subsection (g) to read as follows:</text>

<subsection id="H669371AAF36D43968C54B9B021B43FCA"><enum>(g)</enum><text display-inline="yes-display-inline">The Secretary shall set the mileage rate under subsection (a) to be equal to the rate for a privately owned automobile when no Government vehicle is available, as prescribed by the Administrator of General Services under section 5707(b) of title 5.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H71437668267E470F9697BD97D47CBF6A" display-inline="no-display-inline"><enum>(b)</enum><header>Prohibition on certain deductible payments</header><text display-inline="yes-display-inline">Section 111(c) of such title is amended to read as follows:</text> 
<quoted-block style="USC" id="HDEA39CFB7AFA49E4B5FA2044D6EF3E7A" display-inline="no-display-inline"> 
<subsection id="HBDF9ED5D53E94C3EA7199B18316AD795"><enum>(c)</enum><text display-inline="yes-display-inline">The Secretary may not require a deductible for travel for examination, treatment, or care under this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HBAB6ED319AE748AAA220576ABAAB9DDF"><enum>(c)</enum><header>Veterans service organizations</header> 
<paragraph id="H9D469D5C55304DE180A01389278358EF"><enum>(1)</enum><text display-inline="yes-display-inline">Section 111(e)(2)(B) of such title is amended—</text> 
<subparagraph id="HE944C5B2295A469CA09AE5DA2477B5C8" display-inline="no-display-inline"><enum>(A)</enum><text>by striking <quote>subparagraph is</quote> and all that follows and inserting <quote>subparagraph is—</quote>; and</text></subparagraph> 
<subparagraph id="H1957CC11E640452A8BBD839EEED5D673"><enum>(B)</enum><text>by adding at the end the following new clauses:</text> 
<quoted-block style="USC" display-inline="no-display-inline" id="H4F22DEDF9AC844BE9B6DF9AFC5B83C7F"> 
<clause id="H4595832ABF27449389A723106EAFCD16" indent="up2"><enum>(i)</enum><text display-inline="yes-display-inline">a provider of personal care services for such veteran who is approved under paragraph (6) of section 1720G(a) of this title or designated under paragraph (7) of such section 1720G(a);</text></clause> 
<clause id="HCFA47C6CECE64F528B2C549EC1A1B542" indent="up2"><enum>(ii)</enum><text display-inline="yes-display-inline">a veterans service organization that provides transportation for such veteran under section 111A of this title; or</text></clause> 
<clause id="H5F248DD2787A4C94928B902ABA1660BC" indent="up2"><enum>(iii)</enum><text display-inline="yes-display-inline">a veterans service agency of a local government, including an employee or a volunteer of such agency, that provides transportation for such veteran.</text></clause><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> 
<paragraph id="HF655E73EB4DE4ED281CA7DE22AEF3A51"><enum>(2)</enum><text>Section 111A(b) of such title is amended—</text> 
<subparagraph id="HF562D0EEF7F249BF88F2F2D3A6A5976F"><enum>(A)</enum><text>by striking <quote>veterans’ service</quote> and inserting <quote>veterans service</quote>; and</text></subparagraph> 
<subparagraph id="H06C1ED14A3674AF4808B03B252FFCF74"><enum>(B)</enum><text>by striking <quote>, without reimbursement from the Department,</quote> and inserting <quote>(reimbursable by the Department only to the extent allowable under section 111 of this title)</quote>.</text></subparagraph></paragraph></subsection></section>
