<section id="H2301E92FE28D418CBC5D6FDBF10E2F67" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>SAFE Ride Act of 2025</short-title></quote>.</text></section> <section id="H240DE7FB92664604BBB9544AE7257509" section-type="subsequent-section"><enum>2.</enum><header>Funding for electric bike safety program</header> <subsection id="HDEEB26C7FCC64F28934BA093880BBA75"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">The Secretary of Transportation, acting through the Administrator of the National Highway Traffic Safety Administration, shall establish a grant program to provide funds to States that have in effect an electric bike safety program.</text></subsection> 
<subsection id="H99140E443B47475CBC6B7D51D66A273C"><enum>(b)</enum><header>Eligibility</header><text>To be eligible for a grant under this section, a State shall demonstrate to the Secretary that such State—</text> <paragraph id="H41EB5FCE14914FBAA509334FCF11C928"><enum>(1)</enum><text display-inline="yes-display-inline">has successful enforcement of the safety requirements for operation of shared e-bike systems;</text></paragraph> 
<paragraph id="H8E2A0F945CF34584B3B6A5C0888C0C3A"><enum>(2)</enum><text>provides to the public educational materials or programs on helmet use and safe riding specific to e-bikes, including the use of the curricula developed under subsection (c)(2);</text></paragraph> <paragraph id="H4C7C10D8D0AA44BA86E3180F544969D5"><enum>(3)</enum><text>implements helmet safety laws modeled after the national standards established under subsection (c)(1);</text></paragraph> 
<paragraph id="HE8934E1F0E35482AB3F2A3A1EA15CAD0"><enum>(4)</enum><text>collects data on e-bike accidents, including by requiring shared mobility operators to report such data by demographic, and report such data to the Secretary;</text></paragraph> <paragraph id="H66315DE992FD492F8FEB6F39C5785B69"><enum>(5)</enum><text>supports local law enforcement efforts to implement and enforce the actions described in paragraphs (1) and (3); and</text></paragraph> 
<paragraph id="H8FC4F948CEBE41219394156C41E75345"><enum>(6)</enum><text>will provide grant funding and guidance to local law enforcement entities to address unsafe underage riding, including collection of penalties, impounding of unsafe vehicles, and educational outreach.</text></paragraph></subsection> <subsection id="H2133A67193BE4474860FB91146C24680"><enum>(c)</enum><header>National standards; safety curricula</header><text display-inline="yes-display-inline">The Secretary shall—</text> 
<paragraph id="HC045DD1F22544187A79EBDE6996A9828"><enum>(1)</enum><text>establish national standards that recommend helmet use for e-bike riders under the age of 18; and</text></paragraph> <paragraph id="H8DB178012AC8457892CD73F5549224FF"><enum>(2)</enum><text>develop, and make available to the public, curricula on safety of e-bike usage, including helmet safety.</text> </paragraph></subsection> 
<subsection id="HA844C8C2865D4DB6BEBBD9EC2B223859"><enum>(d)</enum><header>Guidelines</header><text>The Secretary shall establish such guidelines as are necessary to carry out this section.</text></subsection></section> </legis-body></bill>
