<section id="H2E818CA785504B4BB24889757C594A35" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fully Funding our National Security Priorities Act</short-title></quote>.</text></section> <section id="HA9F0F307BAF24698BD04B5AC2CAC88AD"><enum>2.</enum><header>Report on unfunded priorities of the Department of State</header> <subsection id="HC0D893C34CB44E4F95A2FA5B13B38E1C"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 10 days after the date on which the budget for any fiscal year is submitted by the President to Congress pursuant to section 1105 of title 31, United States Code, the Secretary of State shall prepare and submit to the appropriate committees of Congress a report on unfunded priorities of the Department of State.</text></subsection> 
<subsection id="H83C25BA535DB4EBB8D3D605520FF6471"><enum>(b)</enum><header>Elements</header> 
<paragraph id="HB465223456D749F9AA4AF74A386FD156"><enum>(1)</enum><header>In general</header><text>The report required by subsection (a) shall include, with respect to each unfunded priority covered by such report—</text> <subparagraph id="HB43D84C27AEB467A95D848004720E47A"><enum>(A)</enum><text>a summary description of such priority, including the objectives to be achieved if such priority is funded (whether in whole or in part);</text></subparagraph> 
<subparagraph id="H3384E5506371405EA042A22C5A02EE3F"><enum>(B)</enum><text>the additional amount of funds recommended to be made available to achieve the objectives referred to in subparagraph (A); and</text></subparagraph> <subparagraph id="H34A44FC2C3CE4C7F8731416FE1544CEB"><enum>(C)</enum><text>budget information with respect to such priority, including—</text> 
<clause id="H5F1088975A4640479F6CCEC88C0219EE"><enum>(i)</enum><text>the appropriation account;</text></clause> <clause id="HDD2A47D1F1BF42CDB2C546FEFB502813"><enum>(ii)</enum><text>the expenditure center; and</text></clause> 
<clause id="H69ED783A4E1C4B73B52DF5D2806DFB9E"><enum>(iii)</enum><text>the project and, if applicable, any subprojects.</text></clause></subparagraph></paragraph> <paragraph id="H12A790DF6FB94685B0B1B9BC1D9F940A"><enum>(2)</enum><header>Prioritization</header><text>The report required by subsection (a) shall present the unfunded priorities covered by such report in overall order of urgency of priority among unfunded priorities.</text></paragraph></subsection> 
<subsection id="H1045E50355214AA9975674E238C58844"><enum>(c)</enum><header>Definitions</header><text>In this section—</text> <paragraph id="H844412507EE641528072D0210C18F35D"><enum>(1)</enum><text>the term <term>appropriate committees of Congress</term> means—</text> 
<subparagraph id="H07286726052844768A25B2552352A433"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and</text> </subparagraph> <subparagraph id="HB4428FFD5D484834BA2EAE981E3C7A81"><enum>(B)</enum><text display-inline="yes-display-inline">the Committee on Foreign Relations and the Committee on Appropriations of the Senate; and</text></subparagraph></paragraph> 
<paragraph id="HE310D63C43F1452689866ED1D3F3F1BA"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>unfunded priority</term>, with respect to a fiscal year, means a program, activity, or mission requirement of an element of the Department of State that—</text> <subparagraph id="H4C44A6AF099C4A31888016164CD14101"><enum>(A)</enum><text>is not funded in the budget for such fiscal year submitted by the President to Congress pursuant to section 1105 of title 31, United States Code;</text></subparagraph> 
<subparagraph id="H2BEF79B7B5AA42FD91BDEADD71177BD8"><enum>(B)</enum><text>is necessary to fulfill a foreign policy or national security objective or to satisfy an information requirement associated with a goal or objective outlined in the Joint Strategic Plan agreed upon by the Department of State; and</text></subparagraph> <subparagraph id="H177B2EEB64A545F685EA645950C27068"><enum>(C)</enum><text>would have been recommended for funding by the Secretary of State if—</text> 
<clause id="HFEF4C02EE4744858912A8811A4391EBF"><enum>(i)</enum><text>additional resources had been available for such budget to fund such program, activity, or mission requirement; or</text></clause> <clause id="HB34225E65C55424CB050B53C410DB688"><enum>(ii)</enum><text>the program, activity, or mission requirement has emerged since such budget was formulated.</text></clause></subparagraph></paragraph></subsection></section>
