Federal Transit Administration staffing and administrative funding.</toc-entry></toc></subsection></section><section id="HDCB69C355A794C81905B3C16D876D576"><enum>2.</enum><header>Bus network redesign grants</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/53">Chapter 53</external-xref> of title 49, United States Code, is amended—</text><paragraph id="HAED2FB70EC42446D9D28ECA1C9398B95"><enum>(1)</enum><text>in section 5307(c)(1)—</text><subparagraph id="HD9EED05EF78C483CAFE3A735D518B859"><enum>(A)</enum><text>in subparagraph (K), by striking <quote>and</quote> at the end; and </text></subparagraph><subparagraph id="H9241CAC55CBC4BEB845049AD03BD8FDE"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HC93A678DF6DC4E8D897B8C62E522ADD5" display-inline="no-display-inline"><subparagraph id="HF4CE5C8FDD6C431DBCB6945E80350B73"><enum>(M)</enum><text display-inline="yes-display-inline">plans to complete a bus network redesign by fiscal year 2045 and, beginning in fiscal year 2045 and each fiscal year thereafter, has completed a bus network redesign in the preceding 20-year period; and </text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="HE9DE7DE77ACB4A7D86BD88D08F34EA30"><enum>(2)</enum><text>in section 5339—</text><subparagraph id="H8E7E42252DF34D7F8CFB5E52A2DBA638"><enum>(A)</enum><text>in subsection (b)—</text><clause id="HB435E0C86D6349029B8BD5C5336CF50A"><enum>(i)</enum><text>by amending paragraph (2) to read as follows:</text><quoted-block style="OLC" id="H58CD5B356A0A467D98FA70B6BEB8B715" display-inline="no-display-inline"><paragraph id="HD334BF69A6034329ADA90AAD67250AB1"><enum>(2)</enum><header>Grant considerations</header><text>In making grants under this subsection, the Secretary shall—</text><subparagraph id="HB5FDF2234C244BDEBB733E58BF5ABB93"><enum>(A)</enum><text>consider the age and condition of buses, bus fleets, related equipment, and bus-related facilities; and</text></subparagraph><subparagraph id="HB801EE5073704307AFED2A93A51A0B90"><enum>(B)</enum><text>give priority to eligible recipients who have received a grant under subsection (e) and have successfully increased bus ridership as a result of the bus network redesign carried out with such grant. </text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause><clause id="HE171101693EC41538009ECF998AA42DD"><enum>(ii)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="H5B9AF28B323C4C19BCF18C53E65D3FE8" display-inline="no-display-inline"><paragraph id="H3DF4A9E68D28404386E1ACBBEB44542C"><enum>(12)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out this subsection $20,000,000,000 for the period of fiscal years 2026 through 2030.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></clause></subparagraph><subparagraph id="H3B5CE3DDD5A84558B0096381B824DCE3"><enum>(B)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HC4A72DA883B74296AB981AFB908B7374" display-inline="no-display-inline"><subsection id="HCE9BD479514643ADB4142FD2053C9204"><enum>(e)</enum><header>Bus network redesign grants</header><paragraph id="HB5FE04AA105A4CA7BD314216E37E80D1"><enum>(1)</enum><header>Grants authorized</header><text>Not later than 720 days after the date of enactment of the <short-title>Faster Buses Better Futures Act</short-title>, the Secretary shall establish a program to award grants, on a competitive basis, to eligible entities. </text></paragraph><paragraph id="H15D856E54C3C49BE98420AFC6E85273A"><enum>(2)</enum><header>Application</header><text>To receive a grant under this subsection, an eligible entity shall complete an eligible bus network redesign and submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require, including—</text><subparagraph id="H6A01068BC2704DCEA3B7A12F79FE4C29"><enum>(A)</enum><text>an overview of the existing bus network;</text></subparagraph><subparagraph id="HFBDF1BC3622C4EEAA2BF3FFBD1FB464B"><enum>(B)</enum><text>an overview of the eligible bus network redesign;</text></subparagraph><subparagraph id="HC1E37FC139684CC6AFF1CD216F3ED191"><enum>(C)</enum><text>an analysis of the impact of the bus network redesign on—</text><clause id="H25CC2615B9264B78A587B8E9DB57EBA1"><enum>(i)</enum><text>service hours; and</text></clause><clause id="H84A99468FB064FFF86AB0E37F811E44D"><enum>(ii)</enum><text>route miles;</text></clause></subparagraph><subparagraph id="HE5898092D89A4C0EA7E983F4CFB25863"><enum>(D)</enum><text display-inline="yes-display-inline">an analysis demonstrating that the eligible bus network redesign can increase transit ridership by 100 percent not later than 6 years after such redesign is implemented;</text></subparagraph><subparagraph id="H77AFFAAB15CC4F228AD7E92D31BB7E19"><enum>(E)</enum><text>an evaluation examining any equity and mobility gaps in each transit system operated by the eligible entity or in the geographic area under the jurisdiction of the eligible entity, and how the eligible bus network redesign will significantly close such gaps, including—</text><clause id="H0B56D8977B904C0991A1FA88D3CEE98D"><enum>(i)</enum><text>public transit ridership rates, disaggregated by—</text><subclause id="H962507284704498D91938225E48EB976"><enum>(I)</enum><text>mode of transit; and</text></subclause><subclause id="H1D183E35F3954E7D86CCB2BD8152187A"><enum>(II)</enum><text>demographic group, including youth (including foster care youth), seniors, individuals with disabilities, and low-income individuals; and</text></subclause></clause><clause id="H97BE398B66CF45A3835B9F7129FA71A1"><enum>(ii)</enum><text>average length of bus routes, average speed of bus routes, and average delay times of bus routes;</text></clause></subparagraph><subparagraph id="H3298249C351C4346AA3DD9B5B8095C6B"><enum>(F)</enum><text>an estimation of additional costs that the eligible entity will incur in order to implement the eligible bus network redesign, including—</text><clause id="HE742BEEF40A64B65BD27EF312F43B646"><enum>(i)</enum><text>fuel costs;</text></clause><clause id="HC27BB6C8C22147B199B9D2367E4DD85C"><enum>(ii)</enum><text>personnel costs;</text></clause><clause id="H34CD2FEBC729485A8114431FE24B357C"><enum>(iii)</enum><text>maintenance costs; and</text></clause><clause id="H17C9820C56CA4D89B194744332BE2F79"><enum>(iv)</enum><text>other operational costs; and</text></clause></subparagraph><subparagraph id="H79915622774D4CA1B98D5589ADAD68CD"><enum>(G)</enum><text>a description of eligible projects that the eligible entity intends to carry out to implement the eligible bus network redesign, including—</text><clause id="H574E0898C45C457A8481846D204A8812"><enum>(i)</enum><text>expanding bus fleets; and</text></clause><clause id="HEDB4ED31A81F4C2B9A32E714C221F1C4"><enum>(ii)</enum><text>constructing additional bus garages.</text></clause></subparagraph></paragraph><paragraph id="HE2BD3B30CFE54F16844491C29262C418" commented="no"><enum>(3)</enum><header>Grant uses</header><text display-inline="yes-display-inline">A grant awarded under this section may only be used to—</text><subparagraph id="H4A4DC319C584477E80DE0CE49FAA8E8F" commented="no"><enum>(A)</enum><text>carry out eligible projects; and </text></subparagraph><subparagraph id="HBF6237E5E95E4C9284C64B7C825E3789" commented="no"><enum>(B)</enum><text>pay for the difference in operating costs between the existing level of fixed-route bus service and the level outlined in the eligible bus network redesign submitted pursuant to paragraph (2). </text></subparagraph></paragraph><paragraph id="H145758CCDB5243FD81AF39233A6A2D41" commented="no"><enum>(4)</enum><header>Federal share</header><subparagraph id="HB3B9472EBAD34871A077F4F5CAEF83F4" commented="no"><enum>(A)</enum><header>Eligible projects</header><text>The Federal share of the costs described in paragraph (3)(A) shall be 80 percent.</text></subparagraph><subparagraph id="H9FFDAB6237DE4A5E9D169E157E1767B8" commented="no"><enum>(B)</enum><header>First 3-year period</header><text display-inline="yes-display-inline">In calculating the Federal share of the costs described in paragraph (3)(B)—</text><clause id="HF465520DD6B54E9F9DC127C7E4DD98EA" commented="no"><enum>(i)</enum><text> for the 3-year period beginning on the date on which an eligible entity receives a grant under this subsection, such Federal share shall be 100 percent; and</text></clause><clause id="H44028D245D504CB6AE62D26DD712856D" commented="no"><enum>(ii)</enum><text display-inline="yes-display-inline">for any period of a grant award that is during the 3-year period beginning on the date on which the period described in clause (i) ends, such Federal share shall be 33 percent.</text></clause></subparagraph></paragraph><paragraph id="H7019D99318F24D4EB85A07333D325DC7"><enum>(5)</enum><header>Priority</header><text>In awarding grants under this subsection, the Secretary shall prioritize awarding grants to eligible entities that propose an eligible bus network redesign that is capable of increasing transit ridership by the largest percentage.</text></paragraph><paragraph id="H3DA30F8BB3A74963826C9CC4C86242CE"><enum>(6)</enum><header>Conditions of grant assistance</header><text>As a condition of receiving a grant under this subsection, an eligible entity shall—</text><subparagraph id="HC915A9F38F8E440D8BE208D9715F55F3"><enum>(A)</enum><text>in the case of an entity that is a recipient of a grant under section 5307—</text><clause id="HC162407FB4FB46FB9A367F954F055502"><enum>(i)</enum><text>report to the Federal Transit Administration, for inclusion in the National Transit Database—</text><subclause id="H781F6E9BFA5147F28EE4F3CD34CF903F"><enum>(I)</enum><text>the service frequency, vehicle revenue hours, and unlinked passenger trips originating and terminating in areas of persistent poverty and underserved communities; </text></subclause><subclause id="H411CA3B298624AA9BB652A96154ADDD2"><enum>(II)</enum><text>the number of jobs and essential services accessible by transit, and improvement in such access, including specific reporting on access by transit for areas of persistent poverty and underserved communities; and</text></subclause><subclause id="H7B6EEFB94789456A91F6E7D2655F0F47"><enum>(III)</enum><text display-inline="yes-display-inline">any other data the Secretary determines necessary and appropriate; and</text></subclause></clause><clause id="HCFFD2B40899742E3823A5DF44F3D9BED"><enum>(ii)</enum><text>during the 1-year period preceding the date on which the entity receives such grant, and at least every 2 years thereafter, conduct a survey of transit riders and nonriding residents of areas of persistent poverty and underserved communities on transit service improvements, using means designed to maximize participation from riders and nonriders, and publish the survey results in an online format;</text></clause></subparagraph><subparagraph id="H66E6DAE712B34CBBBB00779B994C6369"><enum>(B)</enum><text>in the case of an entity that is Indian Tribe—</text><clause id="HBEC64054D50741C295D2511B20940D19"><enum>(i)</enum><text>report to the Federal Transit Administration, for inclusion in the National Transit Database—</text><subclause id="HA53D67BF4219451D92F94273038B66EF"><enum>(I)</enum><text>revenue vehicle hours and unlinked passenger trips; and</text></subclause><subclause id="H407D68735C1D4444AC1FBA55F78F177A"><enum>(II)</enum><text display-inline="yes-display-inline">any other data the Secretary determines necessary and appropriate; and</text></subclause></clause><clause id="HA56FFF0B6361449687A6BDCCB44E9657"><enum>(ii)</enum><text display-inline="yes-display-inline">during the 1-year period preceding the date on which the entity receives such grant, and at least every 2 years thereafter, conduct a survey of transit riders and nonriding residents of the service area on transit service improvements, using means designed to maximize participation from riders and nonriders, and publish the survey results in an online format; and</text></clause></subparagraph><subparagraph id="HA24D90B21FB54CD4AE7E00E68BB09580"><enum>(C)</enum><text>in the case of an entity that is a State receiving a grant under section 5311—</text><clause id="HAB0AFEC26A7C4C1C9BC73FA73BB25CB6"><enum>(i)</enum><text>report to the Federal Transit Administration, for inclusion in the National Transit Database—</text><subclause id="H329A1C6ECBF74C03AED4B83B901FCB43"><enum>(I)</enum><text display-inline="yes-display-inline">revenue vehicle hours for each State, including revenue vehicle hours and unlinked passenger trips originating and terminating in areas of persistent poverty and underserved communities; and</text></subclause><subclause id="H966281ADB5E146DBAB106D797141D484"><enum>(II)</enum><text>any other data the Secretary determines necessary and appropriate;</text></subclause></clause><clause id="HBEC12530B3234453A5CB4671556F547C"><enum>(ii)</enum><text>provide an annually updated report to the Secretary—</text><subclause id="H72D90010501041E38ED880121B2968FB"><enum>(I)</enum><text>that identifies underserved communities and areas of persistent poverty in the nonurbanized areas of the State that do not have any reported public transit services, or in which either the availability or utilization of rural public transit is in the bottom quintile of all rural public transit services in the United States, using measurements identified by the Secretary; and</text></subclause><subclause id="HDF3C881AA7E74A92BCD9BEB659DBFA33"><enum>(II)</enum><text>that describes progress toward achieving a strategy for establishing high-quality transit service in such communities and areas; and</text></subclause></clause><clause id="H23B4D104FFB14CDBA8B41223858DDFB2"><enum>(iii)</enum><text display-inline="yes-display-inline">during the 1-year period preceding the date on which the State receives such grant, and at least every 2 years thereafter, conduct a survey of transit riders and nonriding residents of areas of persistent poverty and underserved communities within the State regarding transit service improvements, using means designed to maximize participation from riders and nonriders, and publishes the survey results in an online format.</text></clause></subparagraph></paragraph><paragraph id="H06821C50F28543B0A00E84AC0629E63A"><enum>(7)</enum><header>Rule of construction</header><text>Nothing in this subsection may be construed to prevent an eligible entity from implementing a redesigned bus network through the use of any other Federal or non-Federal funds.</text></paragraph><paragraph id="HD4E534599BEA46AAAC2BAADA135B0F62"><enum>(8)</enum><header>Authorization of appropriations</header><text>To carry out this subsection, there is authorized to be appropriated $250,000,000,000 for the period of fiscal years 2026 through 2030.</text></paragraph><paragraph id="H4C0B8EE8AC60438F81B51F1C9AA3A1A0"><enum>(9)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="HE092A6EB06964AD0A5ADAF766135683E"><enum>(A)</enum><header>Additional forms of collective transportation</header><text>The term <term>additional forms of collective transportation</term> means forms of collective transportation that are not considered public transportation, including intercity passenger rail transportation, intercity bus service, and school bus service.</text></subparagraph><subparagraph id="HB16428ADF7EE430E8EFC51974CDD03C2" display-inline="no-display-inline"><enum>(B)</enum><header>Area of persistent poverty</header><text>The term <term>area of persistent poverty</term> means—</text><clause id="H0A526A805FAD4EC7BED64EE10C95BE13"><enum>(i)</enum><text>a county that has consistently had greater than or equal to 20 percent of the population of such county living in poverty during the most recent 30-year period for which data is available, as measured by the 1990 and 2000 decennial censuses; or</text></clause><clause id="HF42DF1153BA344AC9EA1F4F68017FC2A"><enum>(ii)</enum><text>a census tract with a poverty rate of at least 20 percent as measured by the 2014 through 2018 5-year data series available from the American Community Survey of the Bureau of the Census.</text></clause><clause id="HB1550ECF4F1B4648913AEA573D77B126"><enum>(iii)</enum><header>Eligible bus network redesign</header><text>The term <term>eligible bus network redesign</term> means a fixed route bus network redesign that—</text><subclause id="HEB6E47408C9C473D9BE7A0B4312C9C61"><enum>(I)</enum><text>through eligible projects, is expected to increase total transit network ridership levels by 100 percent more than such ridership levels as of April 1, 2025, by the end of the 6-year period beginning on the date of implementation of such redesign;</text></subclause><subclause id="H457B76D2903F4CB99F035D483EA5CE88"><enum>(II)</enum><text>is informed by extensive, equitable outreach to affected communities, underserved communities, and areas of persistent poverty communities; and</text></subclause><subclause id="H67461F2E59F9464F8F54FBBDA50C1DFD"><enum>(III)</enum><text>does not rely on ridership increases from—</text><item id="H2F5B66BD3D264164A7D950650EA10446"><enum>(aa)</enum><text>microtransit;</text></item><item id="HA59326937FDA42668D9522EE69FFDF2D"><enum>(bb)</enum><text>automated buses; and</text></item><item id="H15A7480F4A024AB2B8D1AA2BAAC58A61"><enum>(cc)</enum><text>fare elimination.</text></item></subclause></clause><clause id="HF26B6E185ECD4532AD60180454371838"><enum>(iv)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means a recipient of funds under section 5307 or 5311.</text></clause><clause id="HB3A2C659053344E6AD70063BF16A3E73"><enum>(v)</enum><header>Eligible project</header><text>The term <term>eligible project</term> means any project, or program of projects, that is implemented as part of an eligible bus network redesign, including—</text><subclause id="H683C793CF0514561A33E50BA4F206D2D"><enum>(I)</enum><text>a project that reconfigures routes to better serve trips individuals are seeking to take;</text></subclause><subclause id="HD40D3303061049B2AEFD703A45334D6E"><enum>(II)</enum><text>a project that improves integration of fixed route bus service and—</text><item id="H7B557A4978634D8AAB88807ABC451D03"><enum>(aa)</enum><text>higher order forms of public transportation; and</text></item><item id="HDEEDA3C6AADB44D4ABF84B11B1B86AEA"><enum>(bb)</enum><text>additional forms of collective transportation;</text></item></subclause><subclause id="HC55B4D6166A041BDB43BEF6B858DCE6F"><enum>(III)</enum><text>a project that consolidates stops on fixed route bus service;</text></subclause><subclause id="H8A99D48978124694B095FA8B003A916C"><enum>(IV)</enum><text>a project that rationalizes fare policies through means such as fare integration, fare capping, and fare subsidization;</text></subclause><subclause id="H0EE969033F434E9082B9B79D8C4F29EF"><enum>(V)</enum><text>a project that decreases headways;</text></subclause><subclause id="HD3D399C703464563B1FE41B2DE137C9B"><enum>(VI)</enum><text>a project that expands service area, hours, or days;</text></subclause><subclause id="H20AA835A38E54E28869350F30F9DE8FC"><enum>(VII)</enum><text>a project for new or increased frequent nonfixed guideway service or frequent fixed guideway service; and</text></subclause><subclause id="HB7A412FBAF3841DDB5E44B60BF69520F"><enum>(VIII)</enum><text>associated capital improvements related to projects described in clauses (i) through (vii).</text></subclause></clause><clause id="HDD94997F491D43A9983F0F122942222D"><enum>(vi)</enum><header>Higher-order forms of public transportation</header><text>The term <term>higher-order forms of public transportation</term> means bus rapid transit, light rail transit, heavy rail transit, and commuter rail.</text></clause><clause id="HF715FF7676374EE9BB429BE2C9E7BDBA"><enum>(vii)</enum><header>Overview</header><text>The term <term>overview</term> means a list of routes on a bus network, a timetable for each route, and a map showing each route, with connections to higher-order forms of public transportation and additional collective transportation noted on the timetable and map.</text></clause><clause id="HB16459944A1A4212B763A858FC4F606F"><enum>(viii)</enum><header>Underserved community</header><text>The term <term>underserved community</term> means—</text><subclause id="H21C41CD1B2F54C8BA3DE35A108D06A9F"><enum>(I)</enum><text display-inline="yes-display-inline">a census tract or block numbering area in which the median income does not exceed 80 percent of the area median income;</text></subclause><subclause id="H678535A7AF2E4D968E57C46E5CE7F17D"><enum>(II)</enum><text display-inline="yes-display-inline">families with income not greater than 100 percent of the area median income that reside in minority census tracts;</text></subclause><subclause id="H8FE5DE81A0E842AEA85CF160574F8630"><enum>(III)</enum><text display-inline="yes-display-inline">families with income not greater than 100 percent of the area median income that reside in areas affected by disasters, as determined by the Administrator of the Federal Transit Administration; </text></subclause><subclause id="HD302D748BBC84AFC8867FDE22C4412A6"><enum>(IV)</enum><text display-inline="yes-display-inline">a census tract that has a minority population of at least 30 percent or a median income of less than 100 percent of the area median income;</text></subclause><subclause id="HB2032F2BE7E74408904C5E9F051F2F0E"><enum>(V)</enum><text display-inline="yes-display-inline">a community that has low access to jobs and essential services, as determined by the Secretary; or</text></subclause><subclause id="H0F7D2FB9D5954C74B9A126BA3104F89E"><enum>(VI)</enum><text display-inline="yes-display-inline">a census block or group of geographically contiguous census blocks in which the population of any racial or ethnic minority individuals, individually or in combination, comprises 30 percent or more of the population of persons in the census block or group of geographically contiguous census blocks.</text></subclause></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></section><section id="H832DCD24869741B3B17F956CB76B314B"><enum>3.</enum><header>Transit stop shelter and station accessibility</header><text display-inline="no-display-inline">Section 5337 of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" id="HD687BCA26DFF4A52BA9939C10084E7AC" display-inline="no-display-inline"><subsection id="HF51143B977AA4120A128AA4CABF765B5"><enum>(g)</enum><header>Bus stop shelter reimbursement program</header><paragraph id="HE49CD9EBEF4C4FAAB601271B2F6CE879"><enum>(1)</enum><header>In general</header><text>The Secretary shall reimburse an eligible entity for installing bus stop shelters if such entity followed the formal process established under paragraph (3) for the installation of each such shelter.</text></paragraph><paragraph id="HBA8D147ECF5A4C969017B2A513CE96B4"><enum>(2)</enum><header>Reimbursement amount</header><text>The Secretary shall annually determine the amount for which an eligible entity shall be reimbursed for each bus stop shelter that such entity verifies has been successfully installed, including any additional amounts necessary for bus stop shelters to meet different weather standards. The Secretary shall set such amount at a level that—</text><subparagraph id="H220CC66C1BF947AC8D95BD90B305F589"><enum>(A)</enum><text>maintains purchasing power for the eligible entity relying on such amount;</text></subparagraph><subparagraph id="HE97007E1A20644CBA253733F54E4513C"><enum>(B)</enum><text>ensures that such amount is sufficient to discourage inflation; and</text></subparagraph><subparagraph id="H428D03F22FEB468AAA3BB3D2001EC87D"><enum>(C)</enum><text>incentivizes eligible entities to use products covered by a Federal purchasing schedule authorized under section 5 of the <short-title>Faster Buses Better Futures Act</short-title>.</text></subparagraph></paragraph><paragraph id="H63B1B3BED53640CEA1D0B7231E2F5ADF"><enum>(3)</enum><header>Establishment of formal process</header><text>The Secretary shall establish a formal process for the instillation of bus stop shelters to be reimbursable under this subsection that includes—</text><subparagraph id="HE06FD8B0B71742239FA6738A708E350D"><enum>(A)</enum><text>an annual notice of funding opportunity that requires an eligible entity seeking reimbursement to—</text><clause id="H96300EBB2F4E43A1A412B651F091BC9E"><enum>(i)</enum><text>submit to the Secretary a bus shelter plan;</text></clause><clause id="HDB49D9348F9E4ED7B7841A8B02219802"><enum>(ii)</enum><text>each year after the submission of a plan under clause (i), submit to the Secretary a report containing—</text><subclause id="H7B0B28266FC744CDA585A5DFF4F2992F"><enum>(I)</enum><text>the progress the eligible entity has made in implementing the bus shelter plan with both Federal and non-Federal funds; and</text></subclause><subclause id="H459CA82942AE411CA1DFB24528EE24BA"><enum>(II) </enum><text>the total cost of the bus stop shelters installed by such entity;</text></subclause></clause><clause id="H7FF5B35B476E4FFEBC83331CFE051ED9"><enum>(iii)</enum><text>indicate the quantity and location of proposed bus stop shelters;</text></clause><clause id="H202F23692A0A49E5ADEAD0C10276233E"><enum>(iv)</enum><text>ensure that each proposed bus stop shelter meets weather standards; and</text></clause><clause id="H3554F6933A3143FCAE1C626793039FA8"><enum>(v)</enum><text>indicate how the proposed bus stop shelter installations will be coordinated with any other capital projects taking place at bus stops with such proposed installations, including—</text><subclause id="HD9140E5E549F485085B5C9F733648562"><enum>(I)</enum><text>projects funded under section 5309;</text></subclause><subclause id="H2C2EADB2271C455CA6F49AECEB594CDD"><enum>(II)</enum><text>transit priority measures authorized under section 5323(w); and</text></subclause><subclause id="HBC4D3440069A462EA7FF3A61FC36204B"><enum>(III)</enum><text>projects funded under subsection (h); and</text></subclause></clause></subparagraph><subparagraph id="HF65999A17B9E4473BDEC3B599C706B29"><enum>(B)</enum><text>a period between 270 and 365 days after the Notice of Funding Opportunity opens in which the eligible entity provides to the Secretary—</text><clause id="HC615489013184C7E9E6D9E2AC2AAA000"><enum>(i)</enum><text>the number and location of the bus stop shelters proposed in the bus shelter plan that have been installed; and</text></clause><clause id="H1CE4E576678A42CEB248612479A3C686"><enum>(ii)</enum><text>verification, in a form determined by the Secretary, that the bus stop shelters identified in clause (i)—</text><subclause id="HFCB30F0DE56B4DE698FBEC0F119C4D5C"><enum>(I)</enum><text>were constructed; and</text></subclause><subclause id="HED5017F3670F4AFBA20B3CF8D869677F"><enum>(II)</enum><text>meet weather standards.</text></subclause></clause></subparagraph></paragraph><paragraph id="H76F8568F452F496DB409B731730C503E"><enum>(4)</enum><header>Grant requirements</header><text>Except as otherwise provided in this subsection, amounts provided under this subsection shall be subject to the requirements of section 5307 of title 49, United States Code.</text></paragraph><paragraph id="HE4ED56B0FBCF448BB1A74C20EE341BB9"><enum>(5)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="HFBBE076104B74D8C86FD468C9AFFBBF5"><enum>(B)</enum><header>Bus shelter plan</header><text>The term <term>bus shelter plan</term> means a plan prepared by an eligible entity that—</text><clause id="H428FBC032DF94A788769A40825BB6C16"><enum>(i)</enum><text>identifies which bus stops under the jurisdiction of the entity that do not either shelter, seating, or both;</text></clause><clause id="HE9D5864F4A2E4407864D99997A7C486F"><enum>(ii)</enum><text>the order of priority for installing bus stop shelters at stops identified in clause (i); and</text></clause><clause id="H929B7165B3B34F99B6D849825DD7AFD0"><enum>(iii)</enum><text>how the order of priority listed in clause (ii) addresses equity of service to all riders regardless of whether the riders are low-income, seniors, or members of a community of color.</text></clause></subparagraph><subparagraph id="H3777A9C73EF14DEFA9E9801DFD2A8D84"><enum>(C)</enum><header>Bus stop shelter</header><text>The term <term>bus stop shelter</term> means a structure installed at a stop on a fixed-route bus service that—</text><clause id="H1845B558A9B34AEDB19154E5E33B2A98"><enum>(i)</enum><text>meets weather standards;</text></clause><clause id="HACCCCE542F1B4F5E91DBAB7297A4790E"><enum>(ii)</enum><text>provides seating; and</text></clause><clause id="HCA17F296918C4C2FBA11CD86AD8BCA97"><enum>(iii)</enum><text>has signage that tracks arrival time of transit vehicles.</text></clause></subparagraph><subparagraph id="H21B1E3FFB1B148B49245E6098D94A043"><enum>(D)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means a recipient or subrecipient of assistance under section 5307 or 5311.</text></subparagraph><subparagraph id="H6394E54836DB4F87840D2CDB304EACF0"><enum>(E)</enum><header>Weather standards</header><text>The term <term>weather standards</term> means guidelines, as determined by the Secretary, outlining what protection a bus stop shelter provides individuals based on weather conditions, including—</text><clause id="H96F12AC268644D79916C95DA1CDBF0B6"><enum>(i)</enum><text>levels of rain, snow, and other types of precipitation;</text></clause><clause id="H72AA35DA7A7B42A9B2DBB2F7A604B275"><enum>(ii)</enum><text>heat and sunshine; and</text></clause><clause id="H067596C05F474DABAA731053436CACFF"><enum>(iii)</enum><text>extreme cold.</text></clause></subparagraph></paragraph><paragraph id="H1A9A22D1AA8A4866B4E4B8FA7124175B"><enum>(6)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $1,000,000,000 for each of fiscal years 2026 through 2030 to provide grants under this subsection.</text></paragraph></subsection><subsection id="HB530AA31F359433CA783B99FDD9884E7"><enum>(h)</enum><header>All stations accessibility program</header><paragraph id="H166371DE5E12412BAF7C17F8268B60E5"><enum>(1)</enum><header>In general</header><text>The Secretary may make grants under this subsection to assist eligible entities in financing capital projects to upgrade accessibility for individuals with disabilities by increasing the number of covered stations that meet the construction standards of title II of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12131">42 U.S.C. 12131 et seq.</external-xref>).</text></paragraph><paragraph id="H79DAA937ACFF4539BB5E226086666961"><enum>(2)</enum><header>Eligible costs</header><text>A grant awarded under this section shall be used by an eligible entity for the purpose described in paragraph (1) only—</text><subparagraph id="H3B62F53C6A594C8B9227A79062C0B6B1"><enum>(A)</enum><text>for a project to repair, improve, or relocate station infrastructure at a covered station;</text></subparagraph><subparagraph id="H832CB4E10D334F088DD55C703919E8EF"><enum>(B)</enum><text>to develop or modify a plan for pursuing public transportation accessibility projects; or</text></subparagraph><subparagraph id="HB269F561D6084AF29F968693938AD162"><enum>(C)</enum><text>to carry out other projects at covered stations that meet the construction standards of title II of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12131">42 U.S.C. 12131 et seq.</external-xref>).</text></subparagraph></paragraph><paragraph id="H7639F3CEEF9A46728A97229D888BE995"><enum>(3)</enum><header>Eligible facilities</header><text>The Secretary—</text><subparagraph id="H61D74726B64041F9AE0272820EC86A5D"><enum>(A)</enum><text>may not provide a grant under this subsection to upgrade a station that is accessible to, and usable by, individuals with disabilities consistent with construction standards under title II the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/1231">42 U.S.C. 1231 et seq.</external-xref>); and</text></subparagraph><subparagraph id="H93ADE0448DAB47BF8359A8C310915428"><enum>(B)</enum><text>may provide a grant to upgrade a station that is not accessible and usable as described in paragraph (1), even if related services, programs, or activities, if viewed in entirety, are readily accessible and usable as so described.</text></subparagraph></paragraph><paragraph id="HDB6D3024F18949DB83F8B1763A1D3D40"><enum>(4)</enum><header>Application</header><text>To apply for a grant under this subsection, an applicant shall provide to the Secretary such information as the Secretary may require, including information on—</text><subparagraph id="H1FFCDE4E3344451BA371A9220F64F18F"><enum>(A)</enum><text>the extent to which the proposed project will increase the accessibility of a covered system;</text></subparagraph><subparagraph id="H1202AE0DCFB94AE7AD11068A44B2DD45"><enum>(B)</enum><text>projected improvements in access to jobs, community activities, and essential destinations provided by such project;</text></subparagraph><subparagraph id="H49116C163D5C40EA83BE7A51D5BEF024"><enum>(C)</enum><text>the applicant’s plans to—</text><clause id="H44324782F6F14E6BAC7DC99212E16EAF"><enum>(i)</enum><text>enhance the customer experience and maximize accessibility of stations, and the transit options such stations serve, for individuals with disabilities;</text></clause><clause id="H1F69F4671E9C49C4A792E990D93C59DD"><enum>(ii)</enum><text>improve the operations of, provide efficiencies of service to, and enhance the public transportation system for individuals with disabilities; and</text></clause><clause id="H3479F22C2F954E8DBB799C23C1700E43"><enum>(iii)</enum><text display-inline="yes-display-inline">address equity of service to all riders regardless of whether the riders are low-income, seniors, or members of a community of color; and</text></clause></subparagraph><subparagraph id="H299DEBF77A01451D8CD1620C490B0FC6"><enum>(D)</enum><text>coordination between the applicant and disability advocacy entities.</text></subparagraph></paragraph><paragraph id="HF18B2D4E6EF1470E93B889F931F0F0AF"><enum>(5)</enum><header>Federal share</header><text>The Federal share of the total project cost of a grant provided under this subsection shall be 90 percent. The recipient may provide additional local matching amounts. </text></paragraph><paragraph id="HD339DB32CA2C4DCBBC40C44B35E70EEE"><enum>(6)</enum><header>Grant requirements</header><text>Except as otherwise provided under this subsection, a grant provided under this subsection shall be subject to the requirements of section 5307.</text></paragraph><paragraph id="H2B666E5087E342878C50172958999DB0"><enum>(7)</enum><header>Grant solicitation</header><text>The Secretary may provide funds authorized under this subsection through 1 or more notices of funding opportunity.</text></paragraph><paragraph id="HC6924FF9CBFD412EAC5915BF0FBB14CA"><enum>(8)</enum><header>Funding </header><subparagraph id="HB5665B1C12A84DF3AD8D441295ADE131"><enum>(A)</enum><header>Authorization of appropriations</header><text>There is authorized to be appropriated $1,000,000,000 for each of fiscal years 2026 through 2030 to provide grants under this subsection.</text></subparagraph><subparagraph id="HCCF7457FD69D4B5C9F80030975A46813"><enum>(B)</enum><header>Availability of amounts</header><text>Amounts made available under this subsection shall be available for a period of 4 fiscal years after the fiscal year in which the amount is made available.</text></subparagraph></paragraph><paragraph id="H0C788EF4FBC24E6B82FAFDE8659777E9"><enum>(9)</enum><header>Definitions</header><text>In this section:</text><subparagraph id="H8B363D78911D439CA4982DDC3347AF34"><enum>(A)</enum><header>Covered station</header><text display-inline="yes-display-inline">The term <term>covered station</term> means a bus station, a multimodal transfer station, or a rail fixed guideway public transportation station for passenger use constructed prior to the date of enactment of the <short-title>Faster Buses Better Futures Act</short-title>.</text></subparagraph><subparagraph id="H46980EC003CE4973AB8B683011A826E7"><enum>(B)</enum><header>Disability</header><text>The term <term>disability</term> has the meaning given such term in section 3 of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12102">42 U.S.C. 12102</external-xref>).</text></subparagraph><subparagraph id="H2140BB4BBC7E4AD9B420C00AFD9C994A"><enum>(C)</enum><header>Eligible entity</header><text>The term <term>eligible entity</term> means—</text><clause id="H87B6766AAD6C4919A2205CDCD029A537"><enum>(i)</enum><text display-inline="yes-display-inline">a recipient or subrecipient of assistance under section 5307 or 5311; or</text></clause><clause id="HF267C772E9A24E68B1725A78074597D8"><enum>(ii)</enum><text>a State or local government that operates a rail fixed guideway public transportation system that was in operation before July 26, 1990.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section><section id="H434BEECAE6274B4D9EE9981F922ECD6A"><enum>4.</enum><header>Transit priority measures</header><subsection id="H3F1CE40391624EA3AB9D4E709AD78E1D"><enum>(a)</enum><header>In general</header><text>Section 5323 of title 49, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" id="HFD387EFBFC3D4DD6AEA4EB7F647977FE" display-inline="no-display-inline"><subsection id="H9427ACC412054FCB82505F29CD3EB493"><enum>(w)</enum><header>Prioritizing transit vehicles</header><paragraph id="H709C5D6173234341875DF20E4EC8B717"><enum>(1)</enum><header>In general</header><text>The owners of public rights-of-way shall cooperate to the maximum extent feasible with transit providers to ensure that transit vehicles that run at grade are able to complete routes in as reliable and frequent a manner as possible.</text></paragraph><paragraph id="H144B210BA7E5464AB3C5FC8C86BBF0A9"><enum>(2)</enum><header>By-right transit priority measures</header><text>A transit provider may request that the owner of a public right-of-way implement transit priority measures on suitable corridors and the owner of said public right-of-way shall carry out specified collaboration with the transit provider to complete such request to the satisfaction of the transit provider.</text></paragraph><paragraph id="H205AA9DF5BE2416C8D7E78F6E51467D3"><enum>(3)</enum><header>Consultation of Federal Transit Administration</header><text display-inline="yes-display-inline">If a transit provider determines that a request for transit priority measures has not been adequately incorporated into a project on a suitable corridor or the owner of a public right-of-way believes that a transit provider is making unreasonable requests, the transit provider or the public right-of-way owner may request that the regional office of the Federal Transit Administration make a determination on the matter. Such regional office shall defer to the transit provider unless the owner of the public right-of-way can provide evidence—</text><subparagraph id="H5A982CCB6DC34F2AA42494003CE3CC20"><enum>(A)</enum><text>that allocating funding to implement requested transit priority measures would threaten the state of good repair of the overall public transportation system, even if funds from all projects to construct new capacity, or maintain existing capacity through reconstruction, for single-occupancy passenger vehicles were reallocated to either—</text><clause id="H97448943EF254A1AA1A690B2D25F27A9"><enum>(i)</enum><text>implementing requested transit priority measures; or</text></clause><clause id="HA1FE7C5BDC9E454FB0B13C0909FC405E"><enum>(ii)</enum><text>maintaining the state of good repair of the overall transportation system; or</text></clause></subparagraph><subparagraph id="H260B49C2CC114B9DBFF3849BE0D9FB10"><enum>(B)</enum><text>that—</text><clause id="HB9780C795B6F4CC7A2378BFCF5B55514"><enum>(i)</enum><text>the benefits a transit provider expects to see from the implementation of requested transit priority measures are factually incorrect as based on—</text><subclause id="HF68EF38A6FFC478DB79BB0E4E6949082"><enum>(I)</enum><text>transportation demand modeling; and</text></subclause><subclause id="HF1CAC19229A6429AA544D7645BE007F2"><enum>(II)</enum><text>real-world examples of similar projects in the United States and other countries; and</text></subclause></clause><clause id="H142BF603338844339B61BB5B94C68CB2"><enum>(ii)</enum><text>the corridor where transit priority measures have been requested is not actually a suitable corridor.</text></clause></subparagraph></paragraph><paragraph id="H00F81BF8D69242F9AF982ACB8F5BDFA5"><enum>(4)</enum><header>Prevention of compliance-avoiding service alterations</header><text>A transit provider may not alter the frequency of service on fixed-route transit service with the purpose of ensuring a public right-of-way does not meet the requirements of a suitable corridor.</text></paragraph><paragraph id="H569933A4BA1449FDB027E87C6C6065FE"><enum>(5)</enum><header>Penalties for non-compliance</header><text display-inline="yes-display-inline">If a regional office of the Federal Transit Administration finds by a preponderance of the evidence that a public right-of-way owner is not complying with paragraph (2) or a transit provider is in violation of paragraph (4), the Secretary shall not award any discretionary grants to that public right-of-way owner for the following year.</text></paragraph><paragraph id="HEE110DBC79A442629B7B93E913DB4B2B"><enum>(6)</enum><header>In-kind match</header><text>Of the non-Federal share required for any projects that complete transit priority measures requested through this subsection, 25 percent may be derived from amounts expended for associated capital improvements related to a project or program that implements transit priority measures.</text></paragraph><paragraph id="HEF9F1374F169464783E99C9D6F08CD5A"><enum>(7)</enum><header>Definitions</header><text>In this subsection:</text><subparagraph id="H8372866A94284E749F1FC9D164E5D8C6"><enum>(A)</enum><header>Specified collaboration</header><text>The term <term>specified collaboration</term> means—</text><clause id="H99581FEDE2CC440087D4E68DB2E48CED"><enum>(i)</enum><text>the owner of a public right-of-way about which a transit provider has made a formal request shall—</text><subclause id="HC00E9A0E6A4D48D7A4A82D7750B87DC6"><enum>(I)</enum><text>respond not later than 180 days after the date on which such owner submits such request with—</text><item id="H8A96933109084A46AF39D7E1F4875224"><enum>(aa)</enum><text>the expected cost of implementing the requested transit priority measures;</text></item><item id="H4F0608AE38214842AB60518E68BB0294"><enum>(bb)</enum><text>an identification of any funding sources such owner expects to use to construct the requested transit priority measures; and</text></item><item id="H228C012E68354584B8F0495694548D06"><enum>(cc)</enum><text>any timelines for completion of the construction of such measure, depending on any variations in circumstances, taking into consideration—</text><subitem id="H112CE71B714E438AAEA508891632FB6F"><enum>(AA)</enum><text>how existing funds from <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/53">chapter 53</external-xref> of title 49 and <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/23/1">chapter 1</external-xref> of title 23 are spent; and</text></subitem><subitem id="H21D371973343413B8743763315306BDC"><enum>(BB)</enum><text>how long it may take to access additional needed funding; and</text></subitem></item></subclause><subclause id="H074E3446A9084D44B5A6D519CE1B4585"><enum>(II)</enum><text>work with transit providers to create the maximum feasible impact of implementing transit priority measures in the most expeditious manner possible by—</text><item id="H5C355BDA8F1046189EC719196446C635"><enum>(aa)</enum><text>adding transit priority measures to all projects scheduled to begin construction not later than 365 days of the date of enactment of this subsection, including—</text><subitem id="H751396D41E1D4EA68674A5BE4F34FD41"><enum>(AA)</enum><text>all new construction and reconstruction or retrofit projects; and</text></subitem><subitem id="H9487D7D4ECEB402CA68391BA98CA71BC"><enum>(BB)</enum><text>all maintenance projects and ongoing operations, such as resurfacing, repaving, restriping, or rehabilitation; and</text></subitem></item><item id="HB8D8F4A3F51F4258BE1DDF2A3FE7150A"><enum>(bb)</enum><text display-inline="yes-display-inline">proposing amendments to the applicable transportation improvement program and statewide transportation improvement program to—</text><subitem id="H9DA95AB6C0324AA39AB62A5255B638D4"><enum>(AA)</enum><text>ensure projects on rights-of-way identified as suitable corridors in formal requests include transit priority measures requested by transit providers; and</text></subitem><subitem id="HCC83971E9DCB4CD6B7C4276C9B492F18"><enum>(BB)</enum><text>prioritize implementing projects identified in formal requests by transit providers; and</text></subitem></item></subclause></clause><clause id="HEFAA91C1AD1E414D9B0F39B2158DC521"><enum>(ii)</enum><text display-inline="yes-display-inline">not later than 120 days before carrying out a project on a suitable corridor for which the owner of a public right-of-way is required to produce a plan under section 5303 or 5304, such owner shall alert any transit provider operating on that corridor or operating in the same jurisdiction as that corridor and work cooperatively with the transit provider to incorporate any transit priority measures requested by the transit provider into the project.</text></clause></subparagraph><subparagraph id="H7E73BC908B1345CE993FB30641C5DD77"><enum>(B)</enum><header>Formal request</header><text>The term <term>formal request</term> means a request submitted to the owner of the public right-of-way that a suitable corridor is on, with copies sent to the applicable regional offices of the Federal Transit Administration and Federal Highway Administration, indicating—</text><clause id="H39B506F416674E308C04CA7724CB04C4"><enum>(i)</enum><text>the location at which the transit provider would like the right-of-way owner to implement transit priority measures;</text></clause><clause id="H6A20819531D24D62BA911B29C6562EB1"><enum>(ii)</enum><text>which transit priority measures such provider would like the right-of-way owner to implement;</text></clause><clause id="H57ABF8A575224789BA870C26B0EAAA73"><enum>(iii)</enum><text>whether or not the requested transit priority measures—</text><subclause id="H1B3E9A318B3E4778998750302E83D211"><enum>(I)</enum><text>would be immediately implementable through projects that would qualify for funding under section 5309; or</text></subclause><subclause id="H4E55B19B9D3341C6A82E458542B2CC95"><enum>(II)</enum><text>would set up the suitable corridor for the implementation of additional transit priority measures that would qualify for funding under section 5309;</text></subclause></clause><clause id="HD51AE456D8D8480D85B8CC41636F9C2B"><enum>(iv)</enum><text>the order of priority for the implementation of requested transit priority measures;</text></clause><clause id="HCBEED7B166414CCD8128CC17C0C900E8"><enum>(v)</enum><text>an explanation of how the transit priority measures align with the program of projects required by sections—</text><subclause id="HFF50578BA8FC43DFA30711E3DDEF8FEF"><enum>(I)</enum><text>5307(b);</text></subclause><subclause id="H1C5CF4B5439F415489F8F7283BE51365"><enum>(II)</enum><text>5310(b)(6); and</text></subclause><subclause id="HEE462DBF2A2145E78E9D4C02B0B08769"><enum>(III)</enum><text display-inline="yes-display-inline">5311(2);</text></subclause></clause><clause id="HBBDB623B906F46FEA5A168D03DF7A3F3"><enum>(vi)</enum><text>the benefits for transit riders that they expect to see from the implementation of the transit priority measures; and</text></clause><clause id="H2F4F29081EE8401CAA8851ACF9F9CE37"><enum>(vii)</enum><text>the conditions that make the identified right-of-way a suitable corridor for transit priority measures.</text></clause></subparagraph><subparagraph id="H8CDD44D75FEB4A15B70D84397EF1D5A9"><enum>(C)</enum><header>Suitable corridors</header><text>The term <term>suitable corridors</term> means—</text><clause id="H062D44F17B4B4B47A4CE6A4823C1B7BC"><enum>(i)</enum><text>the right-of-way and quarter-mile on either end of a right-of-way where—</text><subclause id="H5A5AD7BEBF214741B6D257DD82C8B151"><enum>(I)</enum><text>at least six buses are scheduled to run each hour; or</text></subclause><subclause id="HB988F7AC35004F44BE84A8FDF528BBDE"><enum>(II)</enum><text>there are at least 2 lanes in each direction for all-purpose vehicle travel; or</text></subclause></clause><clause id="H319AA72876BC4EA2A351A35DA9963EBF"><enum>(ii)</enum><text>any right-of-way where light rail vehicles are scheduled to run at a frequency of at least 6 vehicles per hour.</text></clause></subparagraph><subparagraph id="HCB462741EF43452DB4AF8F8048C21259"><enum>(D)</enum><header>Transit-friendly intersections projects</header><text>The term <term>transit-friendly intersections projects</term> means projects that include—</text><clause id="HDA9C3A6C605F4331940DD11BE4589DB7"><enum>(i)</enum><text>converting a stop-sign to a traffic signal;</text></clause><clause id="H005D2E0532114E888CB764538C1E777C"><enum>(ii)</enum><text>adding a turn arrow signal, which may or may not be bus-activated; and</text></clause><clause id="H394B12F90A0C4A3B86B6E34DBEE9F9F7"><enum>(iii)</enum><text>traffic signal priority.</text></clause></subparagraph><subparagraph id="HDEE8374A6CD9446384BAFF2582D2F47E"><enum>(E)</enum><header>Transit-friendly streets projects</header><text>The term <term>transit-friendly streets projects</term> means projects that include—</text><clause id="H1C0E0534CC604915946B163C69371B5D"><enum>(i)</enum><text>the addition, improvement, or widening of sidewalks;</text></clause><clause id="HB8F7D1EB080744ED96135709FEA48994"><enum>(ii)</enum><text>the conversion of on-street parking spaces to designated loading zones;</text></clause><clause id="H395B475A41774274A1D34B1B874386A0"><enum>(iii)</enum><text>the consolidation or removal of underutilized or duplicative driveways;</text></clause><clause id="HA45AA73BCF4842E8A58677ECBBCCB1A7"><enum>(iv)</enum><text>the installation of transit-only lanes that have restricted access for nonemergency vehicles, including—</text><subclause id="H9586EE6AFB2B444291BEE2484102CC1A"><enum>(I)</enum><text>curbside transit-only lanes;</text></subclause><subclause id="HE8CD77B694C04D36BFF213E6E44C23DD"><enum>(II)</enum><text>median transit-only lanes with either left- or right-side door boarding;</text></subclause><subclause id="HCA92E5D408AC44ABB67374FD7AA2D8A0"><enum>(III)</enum><text>offset transit-only lanes that are paired with either transit stop bump outs or boarding islands to ensure that parked vehicles do not prevent transit riders from onboarding or offboarding a transit vehicle; and</text></subclause><subclause id="H60B11BF562614603835134405648E332"><enum>(IV)</enum><text>dedicated transit-only lanes on limited-access highways;</text></subclause></clause><clause id="HCD2635DD56EB43D8A009366BAB5C5BC5"><enum>(v)</enum><text>the introduction of turn restrictions to prevent through-traffic by nontransit vehicles; and</text></clause><clause id="H8FF1351EBE644A2B95182B5F50E0073C"><enum>(vi)</enum><text>the conversion of a right-of-way to a transit mall, wherein transit vehicles are the only vehicles allowed, with limited exceptions for timed deliveries.</text></clause></subparagraph><subparagraph id="H13C376F8F62A4FADBA68E9277F4EE868"><enum>(F)</enum><header>Transit-friendly transit stop projects</header><text>The term <term>transit-friendly transit stop projects</term> means projects that include—</text><clause id="H35C76094392F42749EDC6D9E6E83FF10"><enum>(i)</enum><text>the installation of lighting, seating, shelter, signage that tracks arrival time of buses, and additional wayfinding;</text></clause><clause id="H4BFCAE087D364197B0FFF29EB9C92293"><enum>(ii)</enum><text>raising the height of the sidewalk and curb at a bus stop to make boarding easier;</text></clause><clause id="H2AECCD4624734E81BE7F763245D7F1F4"><enum>(iii)</enum><text>the construction of transit stop bump-outs or boarding islands; and</text></clause><clause id="HEB744A7396544641BB41E18D1E26DD56"><enum>(iv)</enum><text>the installation of bicycling parking, either protected or unprotected, around bus stops that are served by routes with at least four buses per hour.</text></clause></subparagraph><subparagraph id="HE2C33E46A28B473495BB3E2D1E35A70C"><enum>(G)</enum><header>Transit priority measures</header><text>The term <term>transit priority measures</term> means changes to the design of a public right-of-way that reallocate space away from all-purpose vehicle traffic and towards transit vehicles through transit-friendly transit stop projects, transit-friendly streets projects, and transit-friendly intersections projects in order to improve the efficiency and reliability of transit service.</text></subparagraph><subparagraph id="HE2F937DAF8874B43B94AFC5C8B7236EA"><enum>(H)</enum><header>Transit vehicles</header><text>The term <term>transit vehicles</term> means transit buses, light rail trains, and, when operated on limited access highways, intercity buses.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H7BAED5EC283D49E7B18E50119061A34C"><enum>(b)</enum><header>Metropolitan transportation planning</header><paragraph id="H340749B3C1C94189A2B97805717B181C"><enum>(1)</enum><header>More options before more lanes</header><text display-inline="yes-display-inline">Section 134(h) of title 23, United States Code, is amended by adding at the end the following:</text><quoted-block style="OLC" id="H3D3089C634194B7189442CE0D2A1E9CC" display-inline="no-display-inline"><paragraph id="H61F3723FBAF44F85BC4F5CBEA42F4848"><enum>(4)</enum><header>More options before more lanes</header><text display-inline="yes-display-inline">Before carrying out a project to construct new capacity, or maintain existing capacity through reconstruction, for single-occupancy passenger vehicles, a metropolitan planning organization shall submit to the Secretary, and make publicly available, documents that demonstrate that the metropolitan planning organization has completed all projects to implement transit priority measures requested by transit providers under section 5323(w). Not later than 15 days after the submission of such documents, the Secretary shall provide for a 180-day of public comment period on the veracity of the information provided in such submission. The Secretary shall approve or reject the submission not later than 365 days after such submission.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H0CC4469B46BC4B5C85E51C9045FB3288"><enum>(2)</enum><header>Transit priority measures</header><text>Section 5303 of title 49, United States Code is amended—</text><subparagraph id="HDB1BD4A604484B0582D8CF50C41FCC29"><enum>(A)</enum><text display-inline="yes-display-inline">in subsection (i)(2), by adding at the end the following:</text><quoted-block style="OLC" id="HDF8C31E3C59F4E7EB81A020B9F65D0FB" display-inline="no-display-inline"><subparagraph id="HFE82276AC48F4A3C972CE60B799709CB"><enum>(I)</enum><header>Transit priority measures</header><text display-inline="yes-display-inline">An identification of the locations in which a transit provider may request the implementation of transit priority measures under section 5323(w).</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H7F288AB09B5449ACAF7BCD9352B096FA"><enum>(B)</enum><text>in subsection (j)—</text><clause id="H64F7C6FFA3764B8FA4F4BD28F69B7923"><enum>(i)</enum><text>in paragraph (1)(A)—</text><subclause id="H4906ED55369746099E5D548835B8EBA2"><enum>(I)</enum><text>in clause (ii), by striking <quote>and</quote> at the end; </text></subclause><subclause id="HFF5CDB4C027A4227A3A6AE152ED6829C"><enum>(II)</enum><text>in clause (iii), by striking the period at the end and inserting <quote>; and</quote>; and </text></subclause><subclause id="H4F9EBD45920E4A99A9B771564CB83093"><enum>(III)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" id="HFC2D4F53D2BA4470A9944B4D4E441A93" display-inline="no-display-inline"><clause id="HFB52F4E19A804DABB8CB1FF957D3C21A"><enum>(iv)</enum><text display-inline="yes-display-inline">includes any projects for transit priority measures, as defined in section 5323(w), on public rights-of-way within the jurisdiction of the metropolitan planning area that are requested by transit providers;</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block></subclause></clause><clause id="HC579C1F4582440E5A6272A1EC5B7D432"><enum>(ii)</enum><text display-inline="yes-display-inline">in paragraph (3), by adding at the end the following:</text><quoted-block style="OLC" id="H48FE9BA291EF4AD49355604172F777E5" display-inline="no-display-inline"><subparagraph id="H064E6384C8B94BE48C373CEA454B8EAA"><enum>(E)</enum><header>Transit priority measures</header><text display-inline="yes-display-inline">The program shall include any projects requested by transit providers for transit priority measures, as defined in section 5323(w), on public rights-of-way within the jurisdiction of the metropolitan planning area that are requested by transit providers.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></clause></subparagraph></paragraph></subsection><subsection id="H75E80C359A2443F39EAA8EABD780C2BE"><enum>(c)</enum><header>Statewide and nonmetropolitan transportation planning</header><paragraph id="H107821CEF7BE4C14A1D7E466E97B4029"><enum>(1)</enum><header>More options before more lanes</header><text>Section 135(d) of title 23, United States Code, is amended by adding at the end the following:</text><quoted-block id="H3158F46C13D1426C90A3E3E5FCA6A56F" style="OLC"><paragraph id="H8C0087819ECB4FCDA0085384741A7B56"><enum>(4)</enum><header>More options before more lanes</header><text>Before carrying out a project to construct new capacity, or maintain existing capacity through reconstruction, for single-occupancy passenger vehicles, a State shall submit to the Secretary, and make publicly available, documents that demonstrate that the State has completed all projects to implement transit priority measures requested by transit providers under section 5323(w). The Secretary shall approve or reject the submission not later than 365 days after such submission.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H71D95CB2EACA403F922C5EE551D35CB8"><enum>(2)</enum><header>Transit priority measures</header><text>Section 5304 of title 49, United States Code is amended—</text><subparagraph id="H4DFEC9BFC21E4709AA9C740CA6B1A75A"><enum>(A)</enum><text>in subsection (f), by adding at the end the following:</text><quoted-block id="HE9DA154AD26D47FCA5C27190C9C8F6BF" style="OLC"><paragraph id="HC1CCDE9B9D7C4967BE25D4B95756A640"><enum>(10)</enum><header>Transit priority measures</header><text display-inline="yes-display-inline">The statewide transportation plan shall identify all areas on public right-of-way in which a transit provider may request the implementation of transit priority measures under section 5323(w).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="HAD40D859C1054835B28F83AEF76599E4"><enum>(B)</enum><text>in subsection (g)(5), by adding at the end the following:</text><quoted-block id="HAEAAABABB57847AB8B63B4DBEDEDADA3" style="OLC"><subparagraph id="H8AD3D66211954503B944178BE87E62B1"><enum>(I)</enum><header>Transit priority measures</header><text display-inline="yes-display-inline">A statewide transportation improvement program shall include any projects requested by transit providers for transit priority measures, as defined in section 5323(w), on public rights-of-way.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection><subsection id="H51FB64C69E274B6DAEA546487CFCA3E4"><enum>(d)</enum><header>Urbanized area formula grants</header><text>Section 5307(b) of title 49, United States Code, is amended—</text><paragraph id="H7DEB7C28DC63417DA24697991859494B"><enum>(1)</enum><text>by redesignating paragraphs (6) and (7) as paragraphs (7) and (8), respectively; and</text></paragraph><paragraph id="H7674CEE2E237473DA390C8D5D3507B15"><enum>(2)</enum><text>by inserting after paragraph (5) the following:</text><quoted-block id="HC7EED994C9E1479CBE90A32BCA63CFFA" style="OLC"><paragraph id="HD28944AD090C4220838688145160A262"><enum>(6)</enum><text>ensure that the final program of projects uses the authority granted to transit agencies under section 5323(w) to improve the ridership experience for the maximum feasible number of transit riders;</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section><section id="H464F0BA2ACE641579DA9DACC3EACC34E"><enum>5.</enum><header>State purchasing for bus stop equipment</header><subsection id="H98D7FC1C1CFA4BDFB571031C442BF5D0"><enum>(a)</enum><header>State cooperative procurement</header><text>A State may enter into a cooperative procurement contract with 1 or more vendors for transit equipment including bus stop shelters, signage that tracks arrival times of transit vehicles, and protected modular bicycle parking and charging infrastructure if—</text><paragraph id="HB7793026E6394A5893FEE71368B16A39"><enum>(1)</enum><text>each vendor agrees to provide to the State and any other grantee an option to purchase transit equipment to the State; and</text></paragraph><paragraph id="HD67098B8735A4FA587DAF8B2AD5B22B8"><enum>(2)</enum><text>the State acts throughout the term of the contract as the lead procurement agency.</text></paragraph></subsection><subsection id="H42906234FE534CA6890DB93861728ED0"><enum>(b)</enum><header>Buy America</header><text>The requirements of section 5323(j) of title 49, United States Code, shall apply to all procurements carried out under a cooperative procurement contract described in subsection (a).</text></subsection><subsection id="H9E59D370C88D4E4193C8C6C7EF1A620B"><enum>(c)</enum><header>Definition of grantee</header><text>In this section, the term <term>grantee</term> means a recipient or subrecipient of assistance under chapters 53 or 229 of title 49, United States Code.</text></subsection></section><section id="HA0217687AB8B4BC38DFD76B0AC64719F"><enum>6.</enum><header>Federal Transit Administration staffing and administrative funding</header><text display-inline="no-display-inline">There is authorized to be appropriated $200,000,000 for each of fiscal years 2026 through 2030 for salaries and other administrative expenses related to the implementation of this Act and the amendments made by this Act, including—</text><paragraph id="H72EAE8B48B5241A9BE9D6484B94D3DB9"><enum>(1)</enum><text>providing assistance to entities eligible for assistance under this Act and the amendments made by this Act pursuing bus network redesigns;</text></paragraph><paragraph id="HFDCC4AF62193439C859D2F573B0FFDE8"><enum>(2)</enum><text>providing assistance to such entities pursuing projects eligible for such assistance on environmental review, planning, engineering, and design from the inception of a project through the start of construction of such project;</text></paragraph><paragraph id="H1CD13CF956DB40C886902BC84C436E08"><enum>(3)</enum><text>adjudicating disputes between transit providers and right-of-way holders over the implementation of transit priority measures; and</text></paragraph><paragraph id="H33A9F52CE0A44F6ABA896C57CB800A1D"><enum>(4)</enum><text>producing research independently and in collaboration with University Transportation Centers on international best standards for transit planning, design, engineering, construction, operation, and maintenance, and disseminate such research to such entities and private sector industry.</text></paragraph></section></legis-body></bill>
