<section id="HFA1649744C1944038D27B7CBB9CAB657" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Re-Entry Support Through Opportunities for Resources and Essentials Act of 2025</short-title></quote> or the <quote><short-title>RESTORE Act of 2025</short-title></quote>.</text></section> <section id="HCBEBFBB8F57B443AB576A638BCC0F533" section-type="subsequent-section"><enum>2.</enum><header>Assistance and benefits for certain drug-related convictions</header> <subsection commented="no" display-inline="no-display-inline" id="H6C9068149D2543399B0039398E946736"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 115 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/21/862a">21 U.S.C. 862a</external-xref>) is amended—</text> 
<paragraph id="H493F80D227114E13A7A7C2E4C1F0130E"><enum>(1)</enum><text>in subsection (a), in the matter preceding paragraph (1), by striking <quote>for—</quote> and all that follows through the period at the end of paragraph (2) and inserting <quote>for assistance under any State program funded under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>).</quote>;</text></paragraph> <paragraph commented="no" display-inline="no-display-inline" id="H8E871BB1799143489E78E954D152C971"><enum>(2)</enum><text>in subsection (b)—</text> 
<subparagraph id="H2E844470ABEA42B9865A92F7585CD635"><enum>(A)</enum><text>by striking paragraph (2);</text></subparagraph> <subparagraph commented="no" display-inline="no-display-inline" id="HAC930FA4A47D4B20BCA5741D085AFC84"><enum>(B)</enum><text>by striking the subsection designation and heading and all that follows through <quote>The amount of</quote> in paragraph (1) and inserting the following:</text>

<subsection commented="no" display-inline="no-display-inline" id="H814AD02822A942F39284A8A333F11FCB"><enum>(b)</enum><header>Program of temporary assistance for needy families</header><text>The amount of</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph> <subparagraph id="H5AB28D5B5B1D4994AB3ED30C615DAF0F"><enum>(C)</enum><text>by inserting <quote>(<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>)</quote> after <quote>Social Security Act</quote>; and</text></subparagraph></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="HA91F90F0AA674C0B99D373A0EA873FD6"><enum>(3)</enum><text>by striking subsection (e) and inserting the following:</text> <quoted-block style="OLC" display-inline="no-display-inline" id="HA81A73D739714C53A3EC399D43D1EB34"> <subsection commented="no" display-inline="no-display-inline" id="HE3F3F691184349B18FA17F517786B8E0"><enum>(e)</enum><header>Definition of State</header><text display-inline="yes-display-inline">In this section, the term <quote>State</quote> has the meaning given the term in section 419 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/619">42 U.S.C. 619</external-xref>), when referring to assistance provided under a State program funded under part A of title IV of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/601">42 U.S.C. 601 et seq.</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H0F5665874EC547E7957A7644AFCCCB8D"><enum>(b)</enum><header>Effect on State policies</header><text>Any State law, policy, or regulation that imposes conditions on eligibility for the supplemental nutrition assistance program established under the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2011">7 U.S.C. 2011 et seq.</external-xref>) based on an individual having a conviction for an offense related to a controlled substance shall have no force or effect.</text></subsection> <subsection commented="no" display-inline="no-display-inline" id="HF1B46F1F186C4565812DC71E0618E108"><enum>(c)</enum><header>Modification of definition of household under SNAP</header><text>Section 3(m)(5) of the Food and Nutrition Act of 2008 (<external-xref legal-doc="usc" parsable-cite="usc/7/2012">7 U.S.C. 2012(m)(5)</external-xref>) is amended by adding at the end the following:</text>

<subparagraph id="H2EF1E3667F7E43C8BAC30C230AF9EA4E"><enum>(F)</enum><text>Incarcerated individuals who are scheduled to be released from an institution within 30 days.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section> </legis-body></bill>
