<section id="H97A57796CDF7412A8B5F1BABA3EE768E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Aircraft Noise Reduction Act</short-title></quote>.</text></section> <section id="HFABB3A57882947229B4C1A8522D496AB" section-type="subsequent-section"><enum>2.</enum><header>Authority of general aviation airports to restrict flights for purposes of implementing aircraft noise limitations</header> <subsection id="H1C71E292171A4831AC1107BABBAB534D"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/475">chapter 475</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<section id="H1364DCBC90C14EAE816E423862CEFB4C"><enum>47535.</enum><header>Authority of general aviation airports to restrict flights for purposes of implementing aircraft noise limitations</header> 
<subsection id="H39E61F266DAB44C081326CA4A46CC2AD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of this chapter, for purposes of implementing aircraft noise limitations, the Administrator of the Federal Aviation Administration shall consult with an owner or operator of a general aviation airport, upon request by such owner or operator, to provide for reasonable adjustments to air traffic and training patterns of noncommercial charter flights so long as such adjustments do not otherwise violate law.</text></subsection> <subsection id="H125BAF10BCC04C65BB92F6CA995EBF42"><enum>(b)</enum><header>Community input</header><text>In implementing reasonable accommodations under subsection (a), an owner or operator of a general aviation airport and the Administrator shall take into account input received from individuals or entities in communities surrounding the airport.</text></subsection> 
<subsection id="H676D4B65D47649518BC9E9B863B476A6"><enum>(c)</enum><header>Federal funding</header><text>No Federal funds, including a grant under this chapter, may be withheld from, withdrawn from, or denied to a general aviation airport based solely on an activity carried out by an owner or operator of such airport under this section.</text></subsection> <subsection id="H628E2C58B8324B728D1D5E157FCC2DF1"><enum>(d)</enum><header>Emergencies</header><text>The Administrator may reject or temporarily restrict an accommodation under subsection (a), as necessary, in the case of an emergency.</text></subsection> 
<subsection id="H42C6DC0DAF3C4741B40F9EF151BB7450"><enum>(e)</enum><header>Definition of general aviation airport</header><text>In this section, the term <quote>general aviation airport</quote> means a noncertified airport covered by part 139 of title 14, Code of Federal Regulations.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> <subsection id="HE50DD28F7043461DA7EAB436EC4AB7F0"><enum>(b)</enum><header>Analysis</header><text>The analysis for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/475">chapter 475</external-xref> of title 49, United States Code, is amended by adding at the end the following:</text>

<subsection id="H8013E8B1C8474E7A839695F26EE260A7"><enum>(c)</enum><header>Regulatory updates</header><text display-inline="yes-display-inline">The Secretary of Transportation shall issue such regulations as are necessary to update part 150 and part 161 of title 14, Code of Federal Regulations, to allow the owners and operators of general aviation airports to implement effective noise abatement measures, as determined appropriate by such owners and operators.</text></subsection></section> </legis-body></bill>
