<section id="HB0AC76A46187491BBE9B0CBD56A38E37" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Regulatory Cooling Off Act of 2025</short-title></quote>.</text></section> <section id="HA21C427375CE43CA8904C3440F8905BF"><enum>2.</enum><header>Delay in effective date of rules</header><text display-inline="no-display-inline">Title 5, United States Code, is amended as follows:</text>
<paragraph id="H0CB1F268C0C04204925F017569EE9628"><enum>(1)</enum><text>In section 553—</text> <subparagraph id="H5935C5FDB87F4A7383EE5731776F7E2F"><enum>(A)</enum><text>in subsection (c), by inserting <quote>, for a period of not less than 60 days,</quote> before <quote>interested persons</quote>;</text></subparagraph>
<subparagraph id="HB3AE1682ACCF4579B802D908B3C69A0D"><enum>(B)</enum><text>in subsection (d), by striking <quote>30 days</quote> and inserting <quote>6 months</quote>; and</text></subparagraph> <subparagraph id="H571D5CA8A6664965BA276BAD05A78E91"><enum>(C)</enum><text>by adding at the end the following:</text>

<subsection id="H6489613EA6B8416E8B24C3BF5713758A"><enum>(f)</enum><text display-inline="yes-display-inline">The agency shall submit a finalized rule to Congress for referral to each committee of jurisdiction in each House of Congress not later than 6 months prior to the effective date of the rule.</text></subsection> <subsection id="H3B4C4DADD2974ED8BBB835E3F5332380"><enum>(g)</enum><text>The agency shall publish notice in the Federal Register on the date that a finalized rule takes effect.</text></subsection>
<subsection id="H5DE21869CEE64088B0B84F54CEFDB4A7"><enum>(h)</enum><text>The agency shall post on the website of such agency a final rule or proposed rule not less than 24 hours before such final rule or proposed rule is published in the Federal Register pursuant to this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HDF62A8E2A3264668ADEBAA2BE91B3F50"><enum>(2)</enum><text>In section 702, by adding at the end the following: <quote>An action under this section may be brought before the district court where the plaintiff resides or before any court for a district where the agency has an office.</quote>. </text></paragraph>
<paragraph id="H8C617EC1B6144668809ED5F098656425"><enum>(3)</enum><text>In section 801—</text> <subparagraph id="H67C6E5DD54B14EAA8DFA6F3BAB070C9D"><enum>(A)</enum><text>in subsection (a)(1)(A), by inserting after <quote>shall submit to each House of the Congress</quote> the following: <quote>not later than the date that is 6 months prior to the effective date of such rule</quote>; and</text></subparagraph>
<subparagraph id="H367B49F8ACF04442A5E507BE90644285"><enum>(B)</enum><text>in subsection (a)(3), by striking <quote>60 days</quote> and inserting <quote>6 months (unless the Congress enacts a joint resolution or other measure explicitly approving the rule)</quote>.</text></subparagraph></paragraph></section> </legis-body></bill>
